Mayor Armstrong explained that there had been a question about
paying the Humane Society for this month which was due to several
complaints the City has had from the residents in the City not
getting any service from the Humane Society.
The president and two members of the Humane Society were present
at the meeting and explained what the duties of the Humane Society
were since some of the residents do not know what our duties are.
The Council 1thanked the members for coming out to explain to
everyone what they could and could not do.
Mrs. Lilian Jones asked the Council if something could be done
about the rats coming in her yard. She explained they were nest-
ing in the old cars at Carmen Montesano's garage and feeding at
the nursery nearby.
Mayor Armstrong advised Mrs. Jones the matter would be turned over
to the Sanitation Officer to be checked out.
COMMUNICATIONS
The City Clerk read a letter from Sieg & Ambachtsheer regarding
the water tank contract renewal for painting every three years
and cleaning once a year on a three contract.
Councilwoman Crigger duly made a motion to authorize the Mayor
and City Clerk to expedite continuation of the contract with
Sieg & Ambachtsheer. Said motion was seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED.
A quit claim deed from Wesley Rand & Beulah Brown which was tabled
at the last regular meeting was brought to the attention of the
Council but no action was taken.
NEW BUSINESS
Mayor. Armstrong read a letter of resignation from Dale Koerber as
patrolman and a letter sent to him from the Mayor relieving him
of his job.
Councilman Ganta duly made a motion to accept Dale Koerber's
resignation with regrets, being seconded by Councilwoman Crigger.
Upon roll call vote, said motion CARRIED.
Councilman Severance read a letter presented to the Council from
Carmen Montesano pertaining to the legality of spot zoning.
Councilman Severance duly made a motion to obtain the services
of Joe Weaver as City Attorney, effective today with the same
benefits and salary as previous City Attorney.
Mayor Armstrong ruled the motion out of order since the City
Attorney was not appointed and agreed upon before the meeting by
the Council. It is also violating the City Charter.
Councilman Severance stated the Council agreed upon Joe Weaver
for City Attorney at the workshop meeting Thursday night at
which the Mayor was not present.
Mayor Armstrong stated it would be creating a vacancy for judgeship
appointing Mr. Weaver as City Attorney.
Councilman Wiggins seconded Councilman Severance's motion to ob-
tain the services of Joe Weaver for City Attorney. Upon roll call
vote, said motion CARRIED with Mayor Armstrong voting No.
