The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong on Monday,
April 17, 1972, at 7:30 P.M.

Councilman Severance duly made a motion to approve the minutes of
the regular meeting held April 3, 1972, being seconded by Council-
man Wiggins. Upon roll call vote, said motion CARRIED with
Mayor Armstrong voting No since he was not present at the April 3rd
meeting.

A motion to pay said bills and accounts was duly made by Councilman
Wiggins and seconded by Councilwoman Crigger. Upon roll call vote,
said motion CARRIED.

COMMUNICATIONS
The City Clerk read a letter from the County asking that the City
participate in a clean up day called Project Pride on April 22nd
and 23rd.
Mayor Armstrong stated the City has already planned a clean up day
for Saturday, April 22nd.
A letter from the Edgewater Planning Board was read by the City
Clerk which recommended the Council place trash cans along the
heaviest traffic area in the City and also recommended a Clean-up,
Fix-up, Paint-up day every six months commencing in June.
Mayor Armstrong stated the City would have to contact Mr. Morley
of the State Road Department before we can place trash cans in
designated areas.
A petition from the residents on Garage Street requesting that
the City not close the street in order to build a park was also
read by the City Clerk.
Mayor Armstrong recommended the petition be tabled indefinitely.
Councilman Wiggins duly made a motion to table the petition
indefinitely, being seconded by Councilman Severance. Upon roll
call vote, said motion CARRIED, with Councilman Ganta voting No.
The City Clerk read a letter from the library Board requesting
permission from the City Council to close the library on Saturdays
during June, July, and August.
Councilwoman Crigger duly made a motion to grant permission to
close the library on Saturdays during June, July, and August.
Said motion was seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED.

COMMUNICATIONS, cont
A letter from the Library Board requesting permission for Mrs. Ihnken,
Librarian, to attend the National Library Convention in Miami Beach,
April 26th to 29th, was read by the City Clerk.
Councilwoman Crigger duly made a motion granting Mrs. Ihnken per-
mission to attend the convention, being seconded by Councilman
Ganta. Upon roll call vote, said motion CARRIED.
The City Clerk read a letter from Mr. R.H. Haisley commending
Mayor Armstrong and Mr. Cutshaw for the clearing of Lake Laura.
Mayor Armstrong extended his appreciation and thanks for the com-
pliment.
A letter from the County of Vo1usia asking for a 90 day extension
on sign moratorium was read by the City Clerk.
Councilman Wiggins duly made a motion to approve the 90 day exten-
sion on sign moratorium as requested by the County of Vo1usia.
Said motion was seconded by Councilman Severance. Upon roll call
vote, said motion CARRIED.
An application for occupational license for Spiritual Consultation
at 529 Live Oak was read by the City Clerk.
Mayor Armstrong stated the property was not commercial and a
variance would have to be granted in order to build a church on
the property. Mayor Armstrong recommended the application be
denied.
Councilwoman Crigger duly made a motion to table the application
for further study, being seconded by Councilman Ganta. Upon roll
call vote, said motion CARRIED.
A letter of resignation from Charles A. Hall, City Attorney, was
read by the City Clerk.
A motion to accept the resignation of Charles Hall with regret
was duly made by Councilman Wiggins and seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED.
ORDINANCES
ORDINANCE NO. 748:
NATION OF CHARLES A.
FLORIDA, TERMINATING
DATE THEREFOR.
AN ORDINANCE ACCEPTING THE RESIG-
HALL AS CITY ATTORNEY FOR THE CITY OF EDGEWATER,
HIS EMPLOYMENT, AND PROVIDING AN EFFECTIVE
The Ordinance was read in full by Cornelia A. Kinsey, City Clerk.
Councilman Wiggins duly made a motion to adopt the said Ordinance,
being seconded by Councilwoman Crigger. Upon roll call vote, said
motion CARRIED.
Councilman Severance duly made a motion to waive the second reading,
being seconded by Councilman Wiggins. Upon roll call vote, said
motion CARRIED.
ORDINANCE NO. 749: AN ORDINANCE INCREASING THE MONTH-
LY SALARY OF ALL REGULAR FULL TIME POLICEMEN BY 5.5%, MAKING SAID
INCREASE IN SALARY RETROACTIVE FROM NOVEMBER 14, 1971; REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND
PROVIDING AN EFFECTIVE DATE THEREFOR.
The Ordinance was read in full by Cornelia A. Kinsey, City Clerk.
A motion of adoption of the said Ordinance was duly made by Council-
man Severance and seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.

A motion to waive the second reading was duly made by Councilman
Severance and seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
RESOLUTIONS
RESOLUTION NO. 432: A RESOLUTION AUTHORIZING THE
ISSUANCE OF A PERMIT TO FILL SUBMERGED LAND TO ROBERT P. POLAND
AND GAIL POLAND, THE UP-LAND OWNERS OF THE HEREINAFTER DESCRIBED
PROPERTY IN VOLUSIA COUNTY, FLORIDA, THE ISSUANCE OF WHICH SAID
PERMIT SHALL BE CONDITIONED UPON FULL COMPLIANCE BY THE SAID
ROBERT P. POLAND AND GAIL POLAND WITH ANY REQUIREMENTS OF THE ARMY
CORPS OF ENGINEERS AND ANY APPLICABLE STATE AGENCIES AND PROVIDING
AN EFFECTIVE DATE THEREFOR.
The Resolution was read in full by Cornelia A. Kinsey, City Clerk.
Councilwoman Crigger duly made a motion to approve the Resolution,
being seconded by Councilman Ganta. Upon roll call vote, said motion
CARRIED.
OLD BUSINESS
Councilwoman Crigger duly made a motion to accept the Zoning
Boards recommendation to deny Carmen Montesano's variance. Said
motion being seconded by Councilman Ganta. Upon roll call vote,
said motion CARRIED with Councilman Wiggins voting No.
Mayor Armstrong explained the reason for the water shortage being
due to drought and unessential use of water. The Mayor also
asked that everyone refrain from using the water when not necessary
until the drought is over.
NEW BUSINESS
Councilman Wiggins duly made a motion to not become a party to
an easement agreement with Nan J. Carlson. Said motion was
seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
Councilwoman Crigger duly made a motion authorizing the City
Clerk to advertise for patrolmen in the Orlando Paper, being
seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
Mayor Armstrong announced there would be a special workshop
meeting April 20th.
Mayor Armstrong stated the City is trying to get the money refun-
ed which the City was charged for paving a County road or either
have the County turn the road over to the City.
Mr. Jacob Lodico stated when he was on the Council they were told
that Mango Tree Dr. would be paved free as a bonus.
There_being no further business, Councilman Wiggins made a motion
to adjourn, being seconded by Councilman Severance. Upon roll
call vote, said motion CARRIED.
