REGULAR MEETING HELD
MARCH 6, 1972
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Armstrong on Monday, March
6, 1972 at 7:30 P.M.

Present
Councilman Severance duly made a motion to approve the minutes
of the Regular Meeting held on February 21, 1972, being seconded
by Councilman Wiggins. Upon roll call vote, said motion CARRIED.
A motion to approve the minutes of the Special Meeting held on
February 25, 1972 was duly made by Councilwoman Crigger and
seconded by Councilman Ganta. Upon roll call vote, said motion
CARRIED with Councilman Severance and Councilman Wiggins voting No.

Councilman Ganta duly made a motion to pay said bills and accounts,
being seconded by Councilman Severance. Upon roll call vote,
said motion CARRIED.

Library Report for February, 1972
COMMUNICATIONS
An application from Alan Flicker for a business license to make
handcrafted jewelry was read by the City Clerk.
Councilman Wiggins duly made a motion to accept the application
for a business license, being seconded by Councilman Severance.
Upon roll call vote, said motion CARRIED.
The City Clerk read a letter from the Volusia County Fair Associ-
ation inviting anyone in the community to participate in the
exhibits at the Volusia County Fair.
Councilwoman Crigger duly made a motion to table the letter for
further study, being seconded by Councilman Severance. Upon roll
call vote, said motion CARRIED.
A letter of resignation from Harold D. Dounhoo, Chief of Police,
was read by the City Clerk
A letter of resignation from Nan J. Carlson, Community Center
Board Member, was read by the City Clerk.
Councilman Wiggins duly made a motion to accept the resignation
with regrets. Said motion being seconded by Councilwoman Crigger.
Upon roll call vote, said motion CARRIED.
ORDINANCES
ORDINANCE NO. 741: AN ORDINANCE RESCINDING AND RE-
PEALING ORDINANCE NO. 740 TERMINATING CHIEF OF POLICE HAROLD D.
DOUNHOO AND PROVIDING AN EFFECTIVE DATE THEREFOR.
Councilman Ganta duly made a motion to adopt the Ordinance, being
s~onded by Councilwoman Crigger.
Mr. William Glaser addressed the Council directing questions to
Mayor Armstrong, Councilwoman Crigger and Councilman Wiggins per-
taining to the reasons for the Chief's dismissal.
Mayor Armstrong stated the Chief failed to comply with his hiring
Ordinance which stated he was to become a resident of Edgewater
within 90 days and a 30 day extension was granted which had
also expired.
After some discussion a roll call was taken on the vote, motion
being CARRIED with Councilman Severance and Councilman Wiggins
voting No.
A motion to waive the second reading of the Ordinance was duly
made by Councilman Ganta and seconded by Councilwoman Crigger.
Upon roll call vote, said motion CARRIED, with Councilman Severance
and Councilman Wiggins voting No.
ORDINANCE NO. 742: AN ORDINANCE ACCEPTING THE RESIG-
NATION OF HAROLD D.DOUNHOO AS CHIEF OF POLICE AND PROVIDING AN
EFFECTIVE DATE THEREFOR.
Councilwoman Crigger duly made a motion to adopt the Ordinance,
being seconded by Councilman Ganta. Upon roll call vote, said

A motion to waive the second reading was duly made by Councilman
Ganta and seconded by Councilwoman Crigger. Upon roll call vote,

ORDINANCE NO. 743: AN ORDINANCE ACCEPTING THE RESIG-
NATION OF NAN J. CARLSON FROM THE GOVERNING BOARD OF THE COMMUNITY
CENTER OF THE CITY OF EDGEWATER, FLORIDA AND PROVIDING AN EFFEC-
TIVE DATE.
A motion to adopt the said Ordinance was duly made by Councilman
Ganta and seconded by Councilwoman Crigger. Upon roll call vote,
said motion CARRIED.
Councilman Ganta duly moved to waive the second reading, being
seconded by Councilwoman Crigger. Upon roll call vote, said motion
CARRIED.
ORDINANCE NO. 744: AN ORDINANCE TERMINATING THE EM-
PLOYMENT OF KENNETH COOPER AS ASSISTANT TO THE WATER PLANT OPERATOR
FOR THE CITY OF EDGEWATER, FLORIDA FOR THE REASON THAT THE SAID
KENNETH COOPER HAS RETIRED, AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
Councilman Ganta duly made a motion to adopt the Ordinance, being
seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
A motion to waive the second reading was duly made by Councilman
Ganta and seconded by Councilwoman Crigger. Upon roll call vote,
said motion CARRIED.
ORDINANCE NO. 745: AN ORDINANCE REPEALING ORDINANCE
NO. 473 AND PROHIBITING AN UNAUTHORIZED PERSON TO CANVASS, PEDDLE,
SOLICIT AND CONDUCT SERVEYS WITHIN THE CITY LIMITS OF THE CITY
OF EDGEWATER, FLORIDA WITHOUT THE PERMISSION OF THE CITY COUNCIL,
PROVIDING A PENALTY FOR VIOLATIONS THEREOF AND PROVIDING AN
EFFECTIVE DATE THEREFOR.
Councilman Ganta duly made a motion adopting the Ordinance, being
seconded by Councilwoman Crigger.
Mr. George Dimm asked the Mayor if this Ordinance meant the Chamber
of Commerce or Florida Shores Association could not solicit for
members.
Mayor Armstrong stated it is the same Ordinance only a penalty
clause has been added.
Mr. Dimm: You did not answer my question.
City Attorney Charles Hall: Yes, it does mean you cannot.
Upon~roll call vote adopting Ordinance 745, said motion CARRIED,
with Councilman Severance and Councilman Wiggins Abstaining
Councilman Ganta duly made a motion to waive the second reading.
Said motion being seconded by Councilwoman Crigger. Upon roll call
vote, said motion CARRIED with Councilman Severance and Councilman
Wiggins Abstaining.
ORDINANCE NO. 746: AN ORDINANCE REPEALING AND RESCIND-
ING ORDINANCE NO. 696 AND PROVIDING AN EFFECTIVE DATE THEREFOR.
A motion for adoption was duly made by Councilwoman Crigger and
seconded by Councilman Ganta.

Councilman Severance: I believe we agreed at the last regular
meeting to discuss this at the next workshop meeting and we did not.
Now I find it on the agenda and we did not discuss it. It should
not be put on the agenda without the Council knowing.
Mayor Armstrong: We have been waiting to hear from the Internal
Revenue and we agreed to rewrite the Ordinance. The Policemen
voted not to go on 40 Hours because they did not want to lose any
pay by going to 40 Hours.
Councilman Severance: I suggest we table this until we discuss it.
Upon roll call vote for adoption of the Ordinance, said motion
CARRIED with Councilman Severance and Councilman Wiggins voting No.
A motion waiving the second reading of the Ordinance was duly made
by Councilman Ganta and seconded by Councilwoman Crigger. Upon roll
call vote, said motion CARRIED with Councilman Severance and
Councilman Wiggins voting No.
OLD BUSINESS
Councilman Severance duly made a motion to rescind the Ordinance
accepting the Chief1s resignation with pay retroactive. Said motion
was seconded by Councilman Wiggins. Upon roll call vote, said
motion did not carry.
Chief Dounhoo addressed the Council stating he had contacted each
Council Member on the weekend of his dismissal regarding the
reasons for same, at which each Councilman gave the same reasons
and would like to make it clear I have not done anything I am
ashamed of.
Councilman Severance stated he asked each Councilman if they would
back up what they said at the meeting to fire Chief Dounhoo and
they all said yes. Everyone has backed up their answers except
MAyor Armstrong.
NEW BUSINESS
Cornelia A. Kinsey, City Clerk, read the certification of funds
for purchasing a Police Car.
The bids for a Police CAr being opened and read by the City Clerk
were as follows:

$3,299.00 (without trade-in)
$2,999.00 (with trade-in)
$3,450.00 (without trade-in)
Watkins Ford
Councilman Wiggins duly made a motion to table the bids for further
consideration, being seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED.
Mayor Armstrong announced bids are being taken for painting of
the Community Center.
An announcement was also made by Mayor Armstrong of the workshop
meeting being held on Tuesday, March 7, 1972 to meet with Cable
TV Communications and the Voluntary Fire Department.
MISCELLANEOUS
Mr. Ernie LeClair made a brief speech concerning the need of support
from the Citizens of Edgewater to the Police Department and it
this is not received, then outside help should be obtained.
There being no further business, Councilman Wiggins moved to adjourn
being seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
