The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Armstrong on Monday, February
21, 1972, at 7:30 P.M.

Present
Councilwoman Crigger duly made a motion to approve the minutes of
the Regular Meeting of February 7th and the Special Meeting of
February 9th, 1972. Said motion was seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED.

A motion was duly made by Councilman Wiggins to pay said bills
and accounts, being seconded by Councilwoman Crigger. Upon roll
call vote, said motion CARRIED.

COMMUNICATIONS
Cornelia A. Kinsey, City Clerk read a letter from the New Smyrna
Beach Sr. High Band Parents Association asking for a donation to
help buy new band uniforms
Mayor Armstrong stated an appropriation was not set in the budget
for this so we can not make a definite committment now.
Councilwoman Crigger duly made a motion for the matter to be
tabled temporarily to see what could be done. Said motion was
seconded by Councilman Severance. Upon roll call vote, said motioh
CARRIED.
A letter from Harold B. McLane asking the Council's assistance in
obtaining a crossing on the Florida East Coast Railroad at the
foot of Highland Avenue was read by the City Clerk.
Mayor Armstrong recommended this be tabled til the Council could
contact Fla East Coast RR.
Councilman Wiggins duly made a motion for the letter to be tabled
until the railroad could be contacted, being seconded by
Councilwoman Crigger. Upon roll call vote, said motion CARRIED.
The City Clerk read a letter from the United Fund of East Volusia
County, Inc. requesting permission to conduct its annual campaign
during the month of March.
Mayor Armstrong read the letter answering the United Fund authoriz-
ing them to conduct their campaign, subject to registering with
the Police Department.
A motion was duly made by Councilwoman Crigger to send the letter
to the United Fund giving them permission to conduct their
campaign, being seconded by Councilman Severance. Upon roll call
vote, said motion CARRIED.
The City Clerk read a letter from Chief Dounhoo requesting that
Sgt. McCall be reduced in rank to Senior Patrolman and promote
Officer Katez to Sargeant.
Councilman Wiggins duly made a motion to table the request until
all the Council can meet to discuss this further. Said motion
was seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
A petition from Carmen Montesano applying for a variance to rezone
his property to industrial was read by the City Clerk.
Mayor Armstrong recommended the petition be referred to the zoning
Board.
Councilman Wiggins duly made a motion to turn the petition over
to the Zoning Board, being seconded by Councilwoman Crigger.
Upon roll call vote, said motion CARRIED.

ORDINANCES
ORDINANCE NO. 739: AN ORDINANCE RAISING THE SALARY OF
ELEIZABETH J. CROUSER AS DEPUTY CLERK FOR THE CITY OF EDGEWATER,
FROM #275.00 PER MONTH TO THE SUM OF $290.13 PER MONTH AND PRO-
VIDING AN EFFECTIVE DATE THEREFOR.
The Ordinance was read in full by the City Attorney Charles A. Hall.
Councilwoman Crigger duly made a motion to adopt the said Ordinance,
being seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
A motion to waive the second reading of the Ordinance was duly
made by Councilman Wiggins and seconded by Councilwoman Crigger.
Upon roll call vote, said motion CARRIED.
RESOLUTIONS
RESOLUTION NO. 429: A RESOLUTION URGING THE VOLUSIA
COUNTY COUNCIL TO ESTABLISH AND MAINTAIN A DUMPING AREA IN SOUTH-
EAST VOLUSIA COUNTY FOR THE DISPOSAL OF GARBAGE, JUNK AND OTHER
REFUSE, AUTHORIZING THE CITY CLERK TO TRANSMIT A COpy OF THIS
RESOLUTION TO THE VOLUSIA COUNTY COUNCIL AND PROVIDING AND
EFFECTIVE DATE THEREFOR.
A motion for adoption of the Resolution was duly made by
Councilman Wiggins and seconded by Councilwoman Crigger. Upon
roll call vote, said motion CARRIED.
NEW BUSINESS
Cornelia A. Kinsey, City Clerk read the certification of funds
for purchasing property adjacent to the City Barn.
Councilwoman Crigger duly made a motion to purchase the property
adjacent to the C4ty Barn, being seconded by Councilman Wiggins.
Upon roll call vote, said motion CARRIED.
Councilman Wiggins duly made a motion to advertise for police
car bids to be r-eturned by 4 P.M., March 6, 1972. Said motion
was seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
There being no further business, Councilman Wiggins moved to
adjourn, being seconded by Councilman Severance. Upon roll call
vote, said motion CARRIED.
