OFFICERS REPORTS Certification of Posting Clerk's Cash Statement, December 1971 Budget Report for December 1971 Police Report for December 1971 Library Report for December 1971 Mayor Armstrong stated the reason the disbursement for the month were high was due to the insurance which is only paid once a year. COMMUNICATIONS Mayor Armstrong read a letter from the Edgewater Public Library Board suggesting the MAyor acknowledge the members of the Board in some public way. Mayor Armstrong did so by reading aloud a list of present members and expressing appreciation of the outgoing members. ORDINANCES ORDINANCE NO. 738: AN ORDINANCE RESCINDING ORDINANCE NO. 705 RELATING TO AUXILIARY POLICEMEN FOR THE CITY OF EDGEWATER, FLORIDA, AND PROVIDING AN EFFECTIVE DATE THEREFOR. Councilman Ganta duly made a motion adopting the said Ordinance, being seconded by Councilwoman Crigger. Upon roll call vote, said motion CARRIED. A motion to waive the second reading was duly made by Councilman Ganta and seconded by Councilman Severance. Upon roll call vote, said motion CARRIED. RESOLUTIONS RESOLUTION NO. 428: A RESOLUTION AMENDING RESOLUTION NO. 414 HERETOFORE ADOPTED SO AS TO EXTEND THE PERIOD OF TIME IN WHICH THE CHIEF OF POLICE HAROLD D. DOUNHOO IS REQUIRED TO MOVE INTO THE CITY OF EDGEWATER AND FURTHER EXTENDING THE TIME IN WHICH HIS RATE OF PAY IS TO BE INCREASED FROM $550.00 PER MONTH TO $600.00 PER MONTH; PROVIDING THAT SAID EXTENSION TIME IS FOR A PERIOD OF THIRTY DAYS; PROVIDING THAT RESOLUTION NO. 414 SHALL REMAIN IN FULL FORCE AND EFFECT EXCEPT AS SPECIFICALLY HEREIN A- MENDED AND PROVIDING AN EFFECTIVE DATE THEREFOR. A motion to adopt the above Resolution was duly made by Councilman Wiggins and seconded by Councilman Severance. Upon roll call vote, said motion CARRIED. RESOLUTION NO. 72-7: RESOLUTION REQUESTING ALL ZONING BOARDS IN VOLUSIA COUNTY, FLORIDA, TO DECLARE A MORATORIUM ON THE ISSUANCE OF PERMITS AND/OR VARIANCES FOR THE ERECTION OF BILL- BOARDS AND ADVERTISING SIGNS ALONG INTERSTATE, PRIMARY AND SECONDARY ROADS FOR A PERIOD OF NINETY (90) DAYS, WITH CERTAIN EXCEPTIONS. Councilman Ganta duly made a motion to adopt the County Resolution, No. 72-7, being seconded by Councilwoman Crigger. Upon roll call vote, said motion CARRIED. -2- G . . ~ ... u ~ u .~ NEW BUSINESS Mayor Armstrong announced there would be a special workshop meeting Tuesday, January 18, 1972 for the auditors to explain the audit. MISCELLANEOUS Paul Wall announced the Fire Department would help in registering bicycles. Councilman Ganta stated he would contact the VFW and get the uniform safety stripes for bicycles. Mayor Armstrong announced the registering for the bicycles would be held on Saturdays during the month of April. Councilwoman Crigger asked that Mrs. Read, president of the PTA, be notified so she can announce the date for the bicycle regis- tration at the next PTA meeting. Mayor Armstrong stated that some of the people in the City are disregarding the Ordinance which states leaves and grass cuttings must be in containers for the street department to pick up. Mayor Armstrong stated the City would like for the people to cooperate instead of having to enforce a fine for failing to put trash in containers and hope it improves in the near future. Mayor Armstrong stated Councilman Ganta would like to rephrase a statement made by him in the minutes of January 3, 1972. An announcement was made by Mayor"Armstrong that a school is being conducted in Ocala for three days which is a benefit to the water department workers and recommending Mr. Ohrwall be sent since Mr. Ream has attended several times. Councilman Ganta duly made a motion to send Mr. Ohrwall of the Sewer Department to school in Ocala, being seconded by Councilwoman Crigger. Upon roll call vote, said motion CARRIED. WHEREAS, both the Federal and State Governments are actively reviewing the erection and existence of outdoor advertising bill- boards and signs along Interstate, Federal and.Primary roads, and WHEREAS, certain laws and rules have been passed on a Federal and State level concerning such billboards, and WHEREAS, the County Council of Volusia County, Florida, is concerned with the increasing demand for such billboards being placed appurtenant to Interstate, Primary and Secondary roads within the confines of Volusia County, Florida, and WHEREAS, it is felt that the interests of the public and of Volusia County, Florida, will best be served by uniform rules and regulations regarding such outdoor advertising billboards and signs, and WHEREAS, the establishment of such rules and regulations is contemplated in the near future, NOW THEREFORE BE .IT RESOLVED BY THE COUNTY COUNCIL OF VOLUSIA COUNTY, FLORIDA, IN REGULAR SESSION DULY ASSEMBLED IN THE COUNTY COURTHOUSE IN THE CITY OF DELAND, FLORIDA, THIS 6TH DAY OF JANUARY, A. D. 1972, AS FOLLOWS: SECTION I: That the County Council of Volusia County, Florida, does hereby request all zoning boards within the aforesaid County to declare a moratorium for a period of ninety (90) days from ~~e date of this resolution upon the issuance of any permits and/or variances for the erection of outdoor advertising billboards and advertising signs along the Interstate, Primary or Secondary roads of Volusia County, Florida.
