The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong, on Monday,
November 15, 1971, at 7:30 P.M.

A motion to pay said bills and accounts was duly made by Councilman
Wiggins and seconded by Councilman Ganta. Upon roll call vote,
said motion CARRIED.

COMMUNICATIONS
Elsie L. Ward, City Clerk read a letter from the PTA thanking the
City for constructing sidewalks along W. Ocean and Old County Road
and also requesting the City hire a Crossing Guard for this
intersection.
Mayor Armstrong stated Sheriff Duff had said the County would not
hire another guard but the City would check into the situation.
A letter from the Zoning Board recommending the variance request
of Kenneth C. May be denied was also read by the City Clerk.
Councilman Ganta duly made a motion to approve the recommendation
of the Zoning Board. Said motion was seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED with Council-
woman Crigger voting No.
A petition for rehiring J.C. Walker as Chief of Police was read by
the City Clerk.
Councilman Wiggins duly made a motion to recognize the petition for
the records but no action to be taken on it, being seconded by
Councilman Ganta. Upon roll call vote, said motion CARRIED.
An application from Arnold Flicker for a license to operate a
Boat Marina and Yard & Bail Shop was read by the City Clerk.
Mayor Armstrong suggested the application be turned over to the
City Attorney.
Attorney Charles Hall stated the original application is still
under court action and recommended the application be tabled.
A motion to table the application was duly made by Councilman
Wiggins and seconded by Councilman Ganta. Upon roll call vote,
said motion CARRIED.

and seconded by Councilwoman Crigger. Upon roll call vote, said
motion CARRIED.
A motion to waive the second reading of the above Ordinance was
duly made by Councilwoman Crigger and seconded by Councilman Ganta.
Upon roll call vote, said motion CARRIED.
ORDINANCE NO. 708: AN ORDINANCE TERMINATING ELSIE L.
WARD AS CITY CLERK OF THE CITY OF EDGEWATER, FLORIDA AND PROVIDING
AN EFFECTIVE DATE THEREFOR.
A motion of adoption was duly made by Councilman Ganta and seconded
by Councilwoman Crigger. Upon roll call vote, said motion CARRIED,
with Councilman Wiggins voting No.
After some discussion a motion to waive the second reading was
duly mdae by Councilman Ganta and seconded by Councilwoman Crigger.
Upon roll call vote, said motion CARRIED with Councilman Wiggins
voting No.
ORDINANCE NO. 709: AN ORDINANCE APPOINTING CORNELIA
KINSEY AS CITY CLERK FOR THE CITY OF EDGEWATER, FLORIDA; SETTING
FORTH HER COMPENSATION, PROVIDING SHE SHALL SERVE AT THE WILL OF
THE CITY COUNCIL, SETTING FORTH HER DUTIES AND RESPONSIBILITIES,
AND PROVIDING AN EFFECTIVE DATE THEREFOR.
Councilwoman Crigger duly made a motion to adopt the above
Ordinance, being seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED with Councilman Wiggins Abstaining.
A motion of waivure of the second reading was duly made by Council-
man Ganta and seconded by Councilwoman Crigger. Upon roll call
vote, said motion CARRIED with Councilman Wiggins Abstaining.
ORDINANCE NO. 710: AN ORDINANCE CONFIRMING AND RE-
APPOINTING CAROLYN SCHEDLER AS DEPUTY CITY CLERK; SETTING FORTH
HER SALARY; PROVIDING SHE SHALL SERVE AT THE WILL OF THE CITY
COUNCIL; SETTING FORTH HER DUTIES AND RESPONSIBILITIES, AND PRO-
VIDING AN EFFECTIVE DATE THEREFOR.
Councilwoman Crigger duly made a motion to adopt the Ordinance,
being seconded by Councilman Ganta. Upon roll call vote, said
motion CARRIED.

FLORIDA; SETTING FORTH HIS SALARY; PROVIDING HE SERVE AT THE WILL
OF THE CITY COUNCIL; DESIGNATING HIS DUTIES AND RESPONSIBILITIES
AND SETTING FORTH AN EFFECTIVE DATE THEREFOR.
A motion for adoption of the above Ordinance was duly made by
Councilman Severance and seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.
Councilwoman Crigger duly made a motion to waive the second reading
being seconded by Councilman Ganta. Upon roll call vote, said

OF THE CITY COUNCIL; DESIGNATING HIS DUTIES AND RESPONSIBILITIES

FLORIDA; SETTING FORTH HIS SALARY; PROVIDING HE SERVE AT THE WILL
OF THE CITY COUNCIL; DESIGNATING HIS DUTIES AND RESPONSIBILITIES
AND SETTING FORTH AN EFFECTIVE DATE THEREFOR.
Councilwoman Crigger duly made a motion for adoption of the said
Ordinance, being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
Councilman Severance duly made a motion to waive the second reading.
Said motion was seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
ORDINANCE NO. 715: AN ORDINANCE APPOINTING SIGURD ORWALL
AS DEPARTMENT HEAD OF THE SEWER DEPARTMENT OF THE CITY OF EDGEWATER,
FLORIDA; SETTING HIS SALARY; PROVIDING HE SHALL SERVE AT THE WILL
OF THE CITY COUNCIL; AND PROVIDING AN EFFECTIVE DATE THEREFOR.
Councilman Ganta duly made a motion to adopt the Ordinance, being
seconded by Councilwoman Crigger. Upon roll call vote, said motion
CARRIED.

AS HEAD OF THE WATER DEPARTMENT OF THE CITY OF EDGEWATER, FLORIDA;
SETTING HIS SALARY; PROVIDING HE SHALL SERVE AT THE WILL OF THE
CITY COUNCIL; AND PROVIDING AN EFFECTIVE DATE THEREFOR.
A motion was duly made by Councilwoman Crigger to adopt the
Ordinance. SAid motion was seconded by Councilman Ganta. Upon
roll call vote, said motion CARRIED.
Councilwoman Crigger duly made a motion to waive the second reading,
being seconded by Councilman Ganta. Upon roll call vote, said
motion CARRIED.
ORDINANCE NO. 717: AN ORDINANCE APPOINTING KENNETH
COOPER AS ASSISTANT TO THE WATER PLANT OPERATOR FOR THE CITY OF
EDGEWATER, FLORIDA; SETTING HIS SALARY; PROVIDING HE SHALL SERVE AT THE
WILL OF THE CITY COUNCIL; AND PROVIDING AN EFFECTIVE DATE THEREFOR.
A motion was duly made by Councilwoman Crigger to adopt the
Ordinance. SAid motion was seconded by Councilman Ganta. Upon
roll call vote, said motion CARRIED.

APPOINTING RUTH SEDGWICK AS CLERK OF THE WATER AND SEWER DEPARTMENTS
OF THE CITY OF EDGEWATER, FLORIDA; SETTING HER SALARY; PROVIDING
SHE SHALL SERVE AT THE WILL OF THE CITY COUNCIL; AND PROVIDING AN
EFFECTIVE DATE THEREFOR.
Councilwoman Crigger duly made a motion to adopt the Ordinance,
being seconded by Councilman Severance. Upon roll call vote,
said motion CARRIED.

THE WILL OF THE CITY COUNCIL AND PROVIDING AN EFFECTIVE DATE THEREFOR.
A motion for adoption for the above Ordinance was duly made by
Councilwoman Crigger and seconded by Councilman Severance. Upon
roll call vote, said motion CARRIED.

ORDINANCE NO. 720: AN ORDINANCE CONFIRMING AND RE-
APPOINTING JOANNE SIKES AS CUSTODIAN OF THE CITY HALL, EDGEWATER,
FLORIDA; SETTING FORTH HER SALARY; PROVIDING SHE SHALL SERVE AT
THE WILL OF THE CITY COUNCIL AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
Councilman Ganta duly made a motion to adopt the Ordinance. SAid
motion was seconded by Councilwoman Crigger. Upon roll call vote,
said motion CARRIED.

RESOLUTION NO. 418: A RESOLUTION DESIGNAT1NG AND
APPOINTING BANK OF NEW SMYRNA, NEW SMYRNA BEACH, FLORIDA, AS
THE DEPOSITORY OF ALL WATER-WORKS AND SEWER SYSTEM FUNDS OF THE
CITY OF EDGEWATER, FLORIDA, AND FURTHER DESIGNATING THE AUTHORIZED
SIGNATURES FOR THE WITHDRAWAL OF CITY FUNDS FROM SAID DEPOSITORY.
Councilwoman Crigger duly made a motion to adopt the said Resolution,
being seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
RESOLUTION NO. 419: A RESOLUTION DESIGNATING AND
APPOINTING THE FIRST NATIONAL BANK OF NEW SMYRNA BEACH, NEW SMYRNA
BEACH, FLORIDA, AS THE DEPOSITORY OF ALL GENERAL FUNDS OF THE
CITY OF EDGEWATER, FLORIDA, AND FURTHER DESIGNATING THE AUTHORIZED
SIGNATURES FOR THE WITHDRAWAL OF CITY FUNDS FROM SAID DEPOSITORY.
Councilman Wiggins duly made a motion to adopt the Resolution.
Said motion being seconded by Councilman Severance. Upon roll
call vote, said motion CARRIED.
Councilman Ganta duly made a motion appointing Councilwoman Crigger
as Vice Mayor. Said motion was seconded by Councilman Severance.
Upon roll call vote, said motion CARRIED.
RESOLUTION NO. 420: A RESOLUTION DECLARING MARIAN
CRIGGER TO BE VICE MAYOR OF THE CITY OF EDGEWATER, FLORIDA, AFTER
ELECTION THEREFOR, PROVIDING SAID VICE MAYOR SHALL SERVE FOR
A TERM OF ONE YEAR, AND PROVIDING AND EFFECTIVE DATE THEREFOR.
Councilman Ganta duly made a motion to adopt the Resolution, being
seconded by Councilman Severance. Upon roll call vote, said
motion CARRIED.
OLD BUSINESS
Mr. Lodico asked the Council if they were going to appoint an
Acting Mayor.
Mayor Armstrong stated there does not have to be an Acting Mayor,
but if one is needed the Council can at anytime appoint one.
Mr. Paul Wall stated there is to be no burning of trash when you
have trash pickup at least twice a week under a new State law.
NEW BUSINESS
The bids received for insurance covering the City were opened
and read by the City Clerk, Cornelia Kinsey. Bids being as
follows: O'Rourke Insurance Company could not comply with
the bid specifications.

Councilman Wiggins duly made a motion to accept the INA Insurance
rejecting all other bids. Said motion being seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED.
MISCELLANEOUS
Councilwoman Crigger duly made a motion to authorize the Mayor
to supervise each department and operate any necessary business
until an Ordinance is drawn up by the next meeting confirming
duties of the Mayor. SAid motion being seconded by Councilman
Ganta. Upon roll call vote, said motion CARRIED.
There being no further business, Councilman Severance made a motion
to adjourn, being seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED.
