The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie on Monday,
November 1, 1971, at 7:30 P.M.

Mayor Cairnie asked for everyone to stick to business and no
po1iticing since this is the last meeting for some of the Council.
APPROVAL OF MINUTES
Councilman Wiggins duly made a motion to approve the minutes of
Regular Meeting on October 18, 1971, Special Meeting on October
22, 1971 and Recessed Meeting on October 20, 1971: Said motion was
seconded by Councilman Fugate. Upon roll call vote, said motion
CARRIED with Mayor Cairnie Abstaining.

A motion was duly made by Councilman lodico to pay the said bills
and accounts, being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED with Mayor Cairnie Abstaining.

COMMUNICATIONS
A letter from the Police Standards Board stating that Chief Dounhoo
has all the necessary documents required by the State for Chief
of Police was read by the City Clerk.
ORDINANCES
ORDINANCE-NO. 705: AN ORDINANCE AUTHORIZING THE CHIEF
OF POLICE OF THE CITY OF EDGEWATER, FLORIDA TO APPOINT AND DESIGNATE
AUXILIARY POLICEMEN FOR THE CITY OF EDGEWATER, FLORIDA AND TO PRO-
VIDE THE CONDITIONS UPON WHICH INDIVIDUALS MAY SERVE AS AUXILIARY
POLICEMEN FOR THE CITY OF EDGEWATER, FLORIDA; PROVIDING THAT SAID
AUXILIARY POLICEMEN SHAll MEET SUCH REQUIREMENTS AS ARE SET FORTH
BY THE POLICE STANDARDS COUNCIL OF THE STATE OF FLORIDA; PROVIDING
THAT SAID AUXILIARY POLICEMEN SHAll NOT RECEIVE ANY COMPENSATION
FROM THE CITY OF EDGEWATER, FLORIDA; PROVIDING THAT SAID AUXILIARY
POLICEMEN SHAll HAVE THE POWERS OF REGULAR POLICEMEN FOR THE CITY
OF EDGEWATER, FLORIDA, AND PROVIDING AN EFFECTIVE DATE THEREFOR.
Councilman Fugate duly made a motion to adopt the said Ordinance
and seconded by Councilman Wiggins. Upon roll call vote, said
motion CARRIED with Mayor Cairnie Abstaining.
Councilman Wiggins: What is the condition of the insurance for
these men?
Councilman Fugate: Mr. Tumblin said after the men are appointed,
the insurance company'will need a letter from the City Clerk stating
this then they will be covered.
Councilman lodico stated that it was illegal to appoint auxiliary
policemen until this Ordinance was passed and the men who have been
riding with the Officers were not covered by insurance.
Councilman Wiggins duly made a motion to waive the second reading
of the Ordinance and seconded by Councilman Fugate. Upon roll call
vote, said motion CARRIED with Mayor Cairnie Abstaining.
ORDINANCE NO 706: AN ORDINANCE AMENDING ORDINANCE
no. 147 RELATING TO THE lICENSING OF DOGS WITHIN THE CORPORATE lIMITS
OF THE CITY OF EDGEWATER BY PROVIDING A SUB-SECTION 2 {a} REQUIRING
All OWNERS OF DOGS TO, AS A PREREQUISITE TO OBTAINING A lICENSE FOR
SAID DOG, PRODUCE PROOF OF A RABIES INNOCUlATION WITHIN THE PAST
YEAR, OR PROOF FROM A VETERINARIAN THAT SAID DOG CANNOT WITHSTAND A
RABIES INNOCUlATION, AND PROVIDING A EFFECTIVE DATE THEREFOR.

Councilman Wiggins duly made a motion to adopt the said Ordinance,
being seconded by Councilman Lodico. Upon roll call vote, said
motion CARRIED with Mayor Cairnie Abstaining.
A motion for waivure of the second reading was duly made by
Councilman Fugate and seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED with Mayor Cairnie Abstaining.
MISCELLANEOUS
Mr. Cutshaw reported that 910 feet of sidewalk has been poured.
The only holdup will be crossing the railroad tracks. Mr. Cutshaw
stated he has not heard from the Railroad Company but they will
pour the sidewalks up to the right of way on each side of the
railroad tracks and they should be completed within two weeks.
Mayor Cairnie asked that the people give the city crew a hand for
such a good job they have done.
There being no further business, Councilman Fugate duly made a
motion to adjourn, being seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.
