REGULAR MEETING HELD
SEPTEMBER 20, 1971
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. CArnie on Monday,
September 20, 1971 at 7:30 P.M.

Councilman Lodico duly made a motion to accept the minutes of the
Regular Meeting held on September 7, 1971 with the misspelling of
his name being corrected in the minutes. Said motion was seconded
by Councilman Wiggins. Upon roll call vote, said motion CARRIED.

A motion was duly made by Councilman Lodico to pay the said bills
and accounts, being seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED.

COMMUNICATIONS
A letter from Morgan S. Campbell requesting permission to use the
City dump was read by the City Clerk.
Councilman Fugate duly made a motion to table the letter until the
Council has a chance to talk to Mr. Campbell and work something
out by the next meeting. Said motion was seconded by Councilman
Wiggins. Upon roll call vote, said motion CARRIED.
A letter from the Edgewater School P.T.A. requesting consideration
of the City constructing sidewalks for the children was read by the
City Clerk.
Councilman Fugate duly made a motion for the committee appointed,
consisting of Jo Ann Sikes, Chairman, Mrs. Philip Read, Councilman
Ganta, Councilman Fugate, Police Chief Walker, and adding Dan Cory
to study the construction of the sidewalks, being seconded by
Councilman Ganta. Upon roll call vote, said motion CARRIED.
Councilman Lodico stated since his department would be doing the
work he thought someone from his department should be on the
committee.
Councilman Fugate stated there hasn't been anything definite de-
cided and the committee is meeting Saturday, September 25, 1971
just to decide what should be done and where the sidewalks should
be built.
ORDINANCES
ORDINANCE NO. 700: AN ORDINANCE SETTING A TENTATIVE
BUDGET AND APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITY OF
EDGEWATER, VOLUSIA COUNTY, FLORIDA, FOR THE FISCAL YEAR BEGINNING
NOVEMBER 1, 1971 AND ENDING OCTOBER 31, 1972 TO THE VARIOUS ITEMS
OF THE CITY BUDGET.
Councilman Lodico duly moved for adoption of the first reading
of the tentative budget for the fiscal year, 11-1-71 to 10-31-72,
said motion being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
Paul Wall addressed the Council requesting that the Library Budget
be rearranged putting money in an Expansion Fund for future
planning of expanding the Library.
Mayor Cairnie: This can be arranged.
Councilman Wiggins: Mr. Wall, why would the money be needed?
Mr. Wall: For architectural designs and plans for expansion.
ORDINANCE NO. 701: AN ORDINANCE APPROPRIATING REVENUE
TO BE COLLECTED FOR THE WATERWORKS AND SEWER SYSTEM OF THE CITY
OF EDGEWATER, FLORIDA, FOR THE FISCAL YEAR BEGINNING NOVEMBER 1,
1971 ENDING OCTOBER 31, 1972 TO THE VARIOUS ITEMS OF THE WATER-
WORKS AND SEWER SYSTEM BUDGET.

A motion of adoption of the first reading was duly made by Councilman
Ganta and seconded by Councilman Lodico. Upon roll call vote,
said motion CARRIED.
Mayor Cairnie announced that the second reading of the tentative
budgets would be heard at the next Regular Meeting of October 4, 1971.
ORDINANCE NO 699: AN ORDINANCE APPOINTING THE CHIEF
OF POLICE OF THE CITY OF EDGEWATER AS TRAFFIC ENGINEER UNDER CHAPTER
186, FLORIDA STATUES, WHICH SAID CHAPTER HAS HERETOFORE BEEN ADOPTED
BY THE CITY OF EDGEWATER, AND SETTING FORTH AN EFFECTIVE DATE
THEREFOR.
Councilman Fugate duly made a motion to adopt the said Ordinance
and seconded by Councilman Wiggins. Upon roll call vote, said
motion CARRIED.
A motion to waive the second reading was duly made by Councilman
Fugate, being seconded by Councilman Wiggins. Upon roll call vote,
said motion CARRIED.
An ordinance amending portions of Ordinance No. 611 regarding trash
piles was tabled by motion duly made by Councilman Lodico for
further study by the Council. Said motion being seconded by
Councilman Wiggins. Upon roll call vote, said motion CARRIED.

NEW BUSINESS
Councilman Wiggins duly made a motion for the City Attorney to
draw up an Ordinance where Edgewater will not be responsible for
the loss, damage to, theft of any boat, floating contraption of
any kind or their equipment such as oars, sails, motors, anchors,
lines as well as sporting and fishing items that are either on
the waters adjacent to the pier or any City property. No boats,
floating equipment of any type or kind shall be tied to the bulk-
head and land or any property known as Edgewater City Recreation
Pier. Said motion was seconded by Councilman Fugate. Upon roll
call vote, said motion CARRIED.
MISCELLANEOUS
A motion was duly made by Councilman Fugate appointing auditors
Turney & Dupree for the fiscal year ending October 31, 1971, being
seconded by Councilman Lodico. Upon roll call vote, said motion
CARRIED.
Councilman Lodico duly made a motion to advertise for bids for
resurfacing Riverside Drive; bids to be returned by October 18, 1971
Meeting. Said motion seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.
Councilman Ganta duly made a motion to get someone to find out what
is happening to the subbase before Riverside Drive is paved.
After some discussion, Councilman Lodico seconded the motion. Upon
roll call vote, said motion did notjcarry with Councilman Ganta
voting Yea.
The Manager of the Fun-Lan Drive In asked for the lights on Thomas
Street to be painted black on the center bulb to prevent the glare
while watching the movie.
Councilman Fugate suggested the Manager get the consent of the
residents of Thomas Street on paper in favor of shading the lights
and he would go along.

There being no further business, Councilman Fugate made a motion
to adjourn and seconded by Councilman Wiggins. Upon roll call vote
said motion CARRIED.
