2022-R-07 - School Scholarship Committee RESOLUTION NO.2022-R-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING THE SCHOOL SCHOLARSHIP PROGRAM FOR HIGH SCHOOL STUDENTS FROM THE CITY OF EDGEWATER; CREATING A FUNDING SOURCE FOR SCHOLARSHIPS AND ESTABLISHING MINIMUM REQUIREMENTS FOR THE SELECTION OF SCHOLARSHIP RECIPIENTS; PROVIDING FOR CONFLICTING PROVISIONS, AN EFFECTIVE DATE AND ADOPTION. WHEREAS, the City of Edgewater, Florida has made a strong commitment to provide educational opportunities to the youth of the City of Edgewater; and WHEREAS,the City's commitment to enhancing education is demonstrated by the support of its residents and businesses within the City;and WHEREAS,the City established the Scholarship Program by adopting Resolution 2011-R- 03 on March 7,2011;and WHEREAS, the City dissolved the School Scholarship Committee and delegated such duties to the Economic Development Advisory Board by adopting Resolution 2017-R-05 on February 6, 2017; and WHEREAS, it is the City's commitment to increase the number of graduating high school students that enroll in education beyond their high school years; and WHEREAS, it is the City's commitment to help support local schools. NOW, THEREFORE,be it resolved by the City Council of the City of Edgewater, Florida: Section 1. Purpose of School Scholarship Program. The purpose of the School Scholarship Program is to promote additional education beyond high school graduation. The program is designated to create educational opportunities for students residing in the City of Edgewater to encourage them to pursue college, university or qualified Career and Technical Training Programs R'-• b;passages are deleted 1 Underlined passages are added 2022-R-07 r t after graduating from high school and to assist local schools with enhanced educational r opportunities. Section 2. Creation of Scholarship Program. The City Council hereby authorizes the creation of a School Scholarship Program. Scholarships shall be awarded to graduating high school students on an annual basis. All recipients must be a resident of the City of Edgewater and graduating from a public or accredited private school in Volusia County. Section 3. Fundine. The Scholarships shall be funded from donations solicited through the monthly utility bills and any additional donations received as being allocated for the Scholarship Program. The City shall pay the scholarship funds directly to the recipient's choice of college, university or qualified Career and Technical Training Program. The City Manager or designee is authorized to create a fiend in order to collect and appropriate funds for the Scholarship Program. Section 4. Minimum Criteria, The Scholarship Committee shall establish criteria to select graduating high school scholarship recipients in addition to the following minimum criteria: (a) Applicants must be a resident of the City of Edgewater; and (b) Applicants must be enrolled in a public or an accredited private school within Volusia County;and (c) Applicants must have demonstrated twenty(20) hours of community service within a local community; and (d) Applicants shall write a 500 word essay to include their experience with the required community service hours and their future education goals and subsequent career plans. Section 5. All resolutions or parts of resolution in conflict herewith are hereby repealed. Section 6. This resolution shall take effect upon adoption.
