A motion was duly made to pay the said bills and accounts by Councilman Wiggins and seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED. COMMUNICATIONS ORDINANCES NONE ORDINANCE NO. 684: AN ORDINANCE PROMULGATING AND SETTING FORTH A VACATION SCHEDULE AND POLICY FOR THE POLICE DEPART- MENT OF THE CITY OF EDGEWATER, FLORIDA, INCLUDING DISPATCHERS, SETTING FORTH OFFICIAL HOLIDAYS FOR SAID POLICE DEPARTMENT; AND PROVIDING AN EFFECTIVE DATE THEREFOR. Councilman Fugate duly made a motion to adopt the above Ordinance, being seconded by Councilman Wiggins. Upon roll call vote, said motion CARRIED. A motion was duly made to waive the second reading of the Ordinance by Councilman Lodico and seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED. ORDINANCE NO. 685: AN ORDINANCE PROHIBITING THE USE OF INBOARD OR OUTBOARD MOTORS OR MOTORS OF ANY TYPE ON BOATS OR WATERCRAFT ON ANY LAKE, CANAL, DITCH OR BODY OF WATER IN FLORIDA SHORES IN THE CITY OF EDGEWATER, FLORIDA, PROHIBITING THE STORING OF OR LEAVING OF BOATS OR OTHER WATERCRAFT UNATTENDED IN OR ON OR UPON THE SHORE OF ANY LAKE, CANAL, DITCH OR BODY OF WATER IN FLORIDA SHORES IN THE CITY OF EDGEWATER, FLORIDA, PROHIBITING THE ERECTION OR CONSTRUCTION OF ANY FURTHER DOCKS OR OTHER STRUCTURES UPON ANY LAKE, CANAL,DITCH OR BODY OF WATER IN FLORIDA SHORES, SETTING FORTH PENALTIES FOR VIOLATIONS THEREOF AND PROVIDING AN EFFECTIVE DATE THEREFOR. Councilman Wiggins duly made a motion to adopt the Ordinance. SAid motion was seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED. A motion was duly made by Councilman Wiggins for the second reading of the Ordinance be waived. Said motion was seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED. OLD BUSINESS Councilman Lodico duly made a motion to deny the request for a street light at 22nd and Pine Tree Drive, being seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED with Councilman Wiggins Abstaining. Councilman Wiggins stated he had checked the situation and the houses are a block away from the corner. The residents are ex- pecting too much light from the one pole. Councilman Wiggins duly made a motion to deny the request for a light and power box for the Recreation Department until he receives the actual cost from the Recreation Department. Another request will have to be made. Said motion was seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED. A motion was duly made by Councilman Lodico to deny the letter from Southeast Volusia Athletic Association requesting a donation to help build an Athletic building in New Smyrna. Said motion was seconded by Councilman Fugate. Upon roll call vote, said motion CARRIED. -2- 'r , 1 u Q o u NEW BUSINESS Councilman Wiggins duly made a motion for the City to write the County Manager of Deland that sufficient funds be used to build a boat ramp at the City of Edgewater's Park & Pier. Councilman Fugate seconded the motion. Upon roll call vote. said motion CARRIED. ~lISCELLANEOUS The Proclamation for Library Week. which will be April 19 through April 24. 1971. was read by Mayor Cairnie. A motion was duly made by Councilman Wiggins to revoke the license of Mr. Flicker until the Corp of Engineers grants him permission to build a dock. being seconded by Councilman Lodico. Upon roll call vote. said motion CARRIED. Mayor Cairnie stated MR. Flicker was given a license for operating boat storage only. It did not allow him to construct a marina out into the river. Attorney Matz. representing Mr. Flicker. stated until Mr. Flicker constructs out into the water he has not violated any laws. Councilman Lodico expressed his appreciation for the job the men of the street department are doing. There being no further business Councilman Fugate made a motion to adjourn and seconded by Councilman Wiggins. Time of Adjournment: 8:15 P.M.
