Councilman Wiggins duly made a motion for approval of the minutes
of March 15, 1971 meeting. Said motion was seconded by Councilman
Fugate. Upon roll call vote, said motion CARRIED.

A motion was duly made by Councilman Fugate to pay the said bills
and accounts, being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
OFFICERS REPORTS

COMt'1UNICATIONS
A letter from the Silver Ridge Association requesting that grass
be planted on the medium strip from the highway to the Silver
Ridge community was read by the City Clerk.
Mayor Cairnie stated the Street Supertindent has the request for
improvement on his agenda to be done as soon as possible.
A petition from the residents of Pine Tree Drive and 22nd Street
requesting a street light was tabled for further study by Councilman
Wiggins by motion and seconded by Councilman Fugate. Upon roll call
vote, said motion CARRIED.
The Council received a letter from the Safety Patrol requesting a
donation for a trip planned to Tallahassee.
Councilman Wiggins duly made a motion to donate $100.00 to the
Safety Patrol to send two members to Tallahassee. Said motion was
seconded by Councilman Ganta. Upon roll call vote, said motion
CARRIED.
A petition from the residents in the surrounding area of 2005 South
Riverside Drive protesting the planned use of waterfront property
of Mr. Flicker1s which was designated for commercial use of small
efficiencies only, was read by the City Clerk.
City Attorney, Charles Hall, recommended the Council revoke, by
motion, Mr. Flicker's license until the Corp of Engineers can sur-
vey the property.
Councilman Wiggins duly made a motion to revoke Mr. Flicker's
license, being seconded by Councilman Ganta. Upon roll call vote,
said motion CARRIED.

A letter from the Edgewater Recreation Association requesting equip-
ment for the department was read by the City Clerk.
A motion was duly made for the City to buy the equipment by Councilman
Ganta. The motion died for lack of second.
Councilman Wiggins stated there was not enough funds in the Recrea-
tion budget to purchase the equipment at this time.
After some discussion, Councilman Ganta duly made a motion to pur-
chase two sets of bleachers for the Recreation Department which is
needed most of all. Said motion was seconded by Councilman Fugate.
Upon roll call vote, said motion CARRIED.
A letter from the South East Volusia Athletic Association requesting
a donation to help build an athletic building in New Smyrna Beach
on land donated by the City of New Smyrna was read by the City Clerk.
Councilman Fugate duly made a motion to table the letter until the
next meeting, being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
A letter from Richard and Dolores Brotherton regarding an application
for fill permit was read by the City Clerk.

ORDINANCES
ORDINANCE NO. 682: AN ORDINANCE AMENDING ORDINANCE NO.
667, THE TENTATIVE BUDGET ORDINANCE FOR THE FISCAL YEAR BEGINNING
NOVEMBER 1, 1970, AND ENDING OCTOBER 31, 1971, SO AS TO APPROPRIATE
THE SUM OF $37,000.00 FROM ACCRUED SURPLUS TO SURPLUS FUNDS OF ES-
TIMATED INCOr~E FOR SAID FISCAL YEAR AND FURTHER APPROPRIATING THE
SAID SU~1 OF $37,000.00 TO VARIOUS FUNDS AS LISTED IN SECTION 3 FOR
THE SAID FISCAL YEAR.
Councilman Fugate duly made a motion to adopt the said Ordinance,
being seconded by Councilman Wiggins. Upon roll call vote, said
motion CARRIED.
A motion was duly made by Councilman Fugate to waive the second
reading of the said Ordinance and seconded by Councilman Wiggins.
Upon roll call vote, said motion CARRIED.
ORDINANCE NO. 683: AN ORDINANCE TERMINATING THE SER-
VICE OF JO ANNE SIKES AS CUSTODIAN FOR THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA EFFECTIVE MARCH 1, 1971.
A motion was duly made by Councilman Fugate to adopt the said
Ordinance and seconded by Councilman Ganta. Upon roll call vote,
said motion CARRIED.
Councilman Fugate duly made a motion for the second reading of the
Ordinance to be waived, seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.

RESOLUTIONS
RESOLUTION NO. 391: A RESOLUTION RE-HIRING JO ANNE
SIK~S CUSTODIAN FOR THE CITY OF EDGEWATER, FLORIDA, MAKING SAID
REAPPOINTMENT EFFECTIVE RETROACTIVELY FROM MARCH 1, 1971, SETTING
THE SALARY OF SAID CUSTODIAN, RETROACTIVELY, AND SETTING FORTH AN
EFFECTIVE DATE.
Councilman Ganta duly made a motion to accept the above Resolution,
being seconded by Councilman Fugate. Upon roll call vote, said motion
CARRIED.
RESOLUTION NO. 392: A RESOLUTION URGING THE SUPPORT OF
THE LEGISLATIVE DELEGATION FROM VOLUSIA COUNTY, FLORIDA OF AN ADD-
ITIONAL ONE CENT GASOLINE TAX TO BE RETURNED TO CITIES IN ORDER TO
PROVIDE A SOURCE OF REVENUE FOR STREET CONSTRUCTION AND MAINTENANCE.
A motion was duly made by Councilman Ganta that the said Resolution
be adopted. Said motion was seconded by Councilman Wiggins. Upon
roll call vote, said motion CARRIED with Councilman Fugate voting
Nay.
OLD BUSINESS
Councilman Wiggins duly made a motion to table the request for a
light and power box for the Edgewater Recreation Association until
he could find out the total cost involved. Said motion was seconded
by Councilman Fuqate. Upon roll call vote, said motion CARRIED with
Councilman Ganta Abstaining.

Mr. James Nichols, a resident of Florida Shores, addressed the
Council stating he thought the City should have more police protec-
tion since there have been many thefts in the past few months.
Mr. Nichols stated he would be interested in forming the Auxiliary
Police, since he was informed Edgewater did not have any.

of the Police Department, if he would like to organize the Auxiliary
Police.
The Fire Department now has equipment for emergency use, free of charge,
to the people in the community. They now have a Wheel chair and
crutches and hope to add more to it. When anyone needs to use any
of the equipment they can call the City Hall or Fire Department.
Mayor Cairnie thanked the Fire Department for undertaking such a
worthy project.
There being no further business, Councilman Fugate duly made a motion
to adjourn, being seconded by Councilman Wigqins.
