The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie on Monday,
March 15, 1971, at 7:30 P.M.

Present
Councilman Lodico duly made a motion for approval of the minutes
of the March 1, 1971 meeting. Said ~otion was seconded by Councilman
Wiggins. Upon roll call vote, saj~ motion CARRIED.
Councilman Lodico asked that a correction in the reading of the
Resolution in the minutes be made; authorizing the Mayor and City
Clerk to sign any and all papers for the State of Florida deleting
the United States Government and Federal and STate Grants.

A motion was duly made by Councilman Wiggins that the said bills and
accounts be paid, being seconded by Councilman Fugate. Upon roll
call vote, said motion CARRIED.
Councilman Lodico duly made a motion to reinvest the surplus money
in Bonds, adding enough to make Fifty Thousand ($50,000.00) Dollars.
Said motion was seconded by Councilman Fugate. Upon roll call vote,
said motion CARRIED.

A letter from the Edgewater Recreation Association requesting a
street light at the west end of the picnic shelter and power box
installed on the'shelter, was read by the City Clerk.
Councilman Wiggins duly made a motion to table the request until
he has a chance to look in to the situation. Said motion was
seconded by Councilman Lodico. Upon roll call vote, said motion
CARRIED.
A letter of resignation from C. W. Heath, Chief of Police was also
read by the City Clerk.
ORDINANCES
ORDINANCE NO. 681: AN ORDINANCE ACCEPTING THE RESIG-
NATION OF POLICE CHIEF CLYDE W. HEATH AND TERMINATING HIS EMPLOY-
MENT AS CHIEF OF POLICE FOR THE CITY OF EDGEWATER, FLORIDA EFFEC-
TIVE AT MIDNIGHT MARCH 15, 1971.
A motion was duly made by Councilman Fugate to adopt the said
Ordinance, being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.
Councilman Lodico duly made a motion to waive the second reading of
the Ordinance and seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED.
Mayor Cairnie stated he had enjoyed working with Chief Heath and
wished him the best of luck in his new job.
Councilman Lodico also wished the Chief the best of luck in his

ORDINANCES, cont
An Ordinance increasing the salary of Jo Ann Sikes, the City Hall
Custodian, was read by the City Attorney.
Councilman Fugate duly made a motion to accept the Ordinance, being
seconded by Councilman Wiggins.
Councilman Lodico brought up the question of whether the raise
should be by Ordinance or REsolution. Since the Council had dis-
cussed using Resolutions instead of Ordinances, it would be a good
time to start.
City Attorney, Charles Hall, advised Councilman Lodico that she was
hired by Ordinance so she would have to be terminated by Ordinance
then rehired by Resolution in order to raise her salary by Resolution.
Councilman Fugate and Councilman Wiggins withdrew their motion in
order to change the Ordinance into a Resolution which would be pre-
sented at the next regular meeting.
NEW BUSINESS
Councilman Fugate duly made a motion to rescind the motion he made at
the last meeting for Mrs. Carden, the Librarian, to make a Library
report every 3 months. Said motion was seconded by Councilman Lodico.
Upon roll call vote, said motion CARRIED.
A motion was duly made by Councilman Fugate for Mrs. Carden, the
Librarian, to come before the Council at their workshop meetings to
make a Library report when needed at her request and/or at the
request of the Council. Said motion was seconded by Councilman
Wiggins. Upon roll call vote, said motion CARRIED.
~lISCELLANEOUS
Councilman Lodico reminded the people of the Clean Up Day for
EDgewater on March 20th.
Councilman Lodico asked why Mr. Montesano's boat, which was damaged,
wasn't paid for by the insurance?
Attorney Hall stated the Insurance Company decided not to pay since
the boa t was 0 n .C i t Y prOD e r t y and not 0 n his per son alp r 0 per t y .
There being no further business, Councilman Fugate made a motion
to adjourn, being seconded by Councilman Wiggins.
