The Regular meeting of the City Council of Edgewater, Florida, was
called to order by Mayor Cairnie at 7:30 P.~l., Monday, December 7, 1970.

Councilman Lodico duly moved for payment of said bills and accounts,
said motion being seconded by Councilman Wiggins. Upon roll call
vote, said motion CARRIED.

COMMUNICATIONS
A letter from Mr. George Reed requesting permission to build a dock
on his property was read by the City Clerk.
The Mayor suggested that the City Clerk write Mr. Reed and find out
their exact plans and location of dock.
A letter from Girl Scout Troop #405, Merritt Island, expressing their
appreciation for the City's kindness when their bus broke down in
Edgewater on their way home from a trip, was also read by the City Clerk.

Councilman Wiggins duly made a motion to adopt this Ordinance being
seconded by Councilman Fugate. Upon Roll call vote, said motion CARRIED.
Councilman Wiggins duly made a motion that the Second Reading be
Waived being seconded. by Councilman Fugate. Upon roll call vote,
said motion CARRIED.
ORDINANCE NO. 673: AN ORDINANCE RAISING THE SALARY OF
ELSIE L. WARD, CITY CLERK FOR THE CITY OF EDGEWATER, FLORIDA, AND
PROVIDING AN EFFECTIVE DATE THEREFOR.
Councilman Fugate duly the motion to adopt the said Ordinance being
seconded by Councilman Ganta. Upon roll call vote, said motion
CARRIED.
Councilman Fugate duly moved to waive the Second Reading being seconded
by Councilman Wiggins. Upon roll call vote, said motion CARRIED.
ORDINANCE NO. 674: AN ORDINANCE RAISING THE SALARY OF
PAUL R. REAM AND OF HENRY I. MIDKIFF OF THE WATER DEPARTMENT OF THE
CITY OF EDGEWATER, AND SIGURD OHRWALL AND KENNETH G. COOPER OF THE
SEWER DEPARTMENT OF THE CITY OF EDGEWATER, AND PROVIDING AN EFFECTIVE
DATE THEREFOR.
A motion was duly made to adopt the said Ordinance by Councilman
Ganta and seconded by Councilman Lodico. Upon roll call vote, said
motion CARRIED.
A motion to waivure the second Reading was duly made by Councilman
Ganta and seconded by Councilman Lodico. Upon roll call vote, said
motion CARRIED.
ORDINANCE NO. 675: AN ORDINANCE DESIGNATING AN RE-
APPOINTING A CITY ATTORNEY FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY,
FLORIDA, AND SETTING FORTH COMPENSATION FOR SAID OFFICE.
A motion to adopt the said Ordinance was duly made by Councilman
Wiggins and seconded by Councilman Ganta. Upon roll call vote, said
motion CARRIED.
Councilman Wiggins duly moved to Waive the Second Reading being
seconded by Councilman Ganta. Upon roll call vote, said motion
CARRIED.
RESOLUTIONS
RESOLUTION NO. 377: A RESOLUTION INCREASING THE SALARY
OF CLYDE W. HEATH, CHIEF OF POLICE FOR THE CITY OF EDGEWATER, FLORIDA,
TO THE SUM OF $625.00 PER MONTH; AND INCREASING THE SALARY OF W.K.
BUCHER, PATROLMEN TO THE SUM OF $500.00 PER MONTH, AND INCREASING
THE SALARY OF SGT. N.W. McCALL, SR. TO THE SUM OF $525.00 PER MONTH,
AND INCREASING THE SALARY OF G.R. KATEZ TO $490.00 PER MONTH, THEN
$500.00 PER MONTH AT THE COMPLETION OF HIS 200 HOURS SCHOOLING AND
PROVIDING AN EFFECTIVE DATE THEREFOR.
A motion was duly made to adopt the said Resolution by Councilman
Wiggins and seconded by Councilman Fugate. Upon roll call vote,
said motion CARRIED.
RESOLUTION NO. 378:
LEONA CARDEN, LIBRARIAN,
SALARY OF MURIEL IHNKEN,
PER MONTH, AND PROVIDING
A RESOLUTION RAISING THE SALARY OF
TO THE SUM OF $265.00 PER MONTH, AND THE
ASSISTANT LIBRARIAN, TO THE SUM OF $230.00
AN EFFECTIVE DATE THEREFOR.

Councilman Fugate duly moved to adopt the said Resolution being
seconded by Councilman Ganta. Upon roll call vote, said motion
CARRIED.
RESOLUTION NO. 379: A RESOLUTION APPOINTING DAVID L.
WIGGINS AS COORDINATOR OF THE PARK, PIER AND RECREATION DEPARTMENT
AND CHARLES GANTA AS COORDINATOR OF THE WATER AND SEWER DEPARTMENT
OF THE CITY OF EDGEWATER, PROVIDING FOR THEIR TENURE, DUTIES AND
RESPONSIBILITIES, AND SETTING AN EFFECTIVE DATE THEREFOR.
A motion was duly made to adopt the said Resolution by Councilman
Fugate and seconded by Councilman Lodico. Upon roll call vote, said
motion CARRIED.
NEW BUSINESS
Mr. Bebbington raised the question on what we are doing about the
sewage system. He stated we need to get it up to date.
Mayor Cairnie stated the City Clerk wrate to Outlaw Engineering in
Melbourne to find out their opinion and we haven't heard from them.
Councilman Lodico suggested that we call Outlaw Engineering and
make an appointment for the Council to meet with them and decide on
something now.
Attorney Hall received the letter from the census Bureau informing
us of the population of Edgewater, which is 3,259.
Councilman Lodico made a motion to draw up specifications for a
garbage truck larger than the one just purchased by the Trash
Department. Councilman Fugate seconded the motion for specifications
to be drawn up and be discussed by the Council.
After some discussion on the expenses the old garbage truck is costing
to operate and the injuries which might be caused to men loading
trash onto the truck, the said motion CARRIED.
MISCELLANEOUS
The Trash Department is having trouble loading leaves onto the trash
truck. They have complained about them sliding through the fork
and the wind blowing the leaves while they are trying to load them
onto the truck.
Councilman Lodico read Section 8 of Ordinance #611 regarding leaves
and grass clippings where trash of this sort should be containers.
Mr. Paul Wall brought up the situation of the Library needing a
smaller light demand meter. This resulted from a study of Florida
Power and Light Company. The Library was refunded a check for
$171.49 on over-charge on the meter.
Mr. Paul Wall also stated the fact that it is time to reappoint
the new Library Board. He also stated that there is no need to
have a Board if they can't have the power which is stated in the
By-Laws. The Library Board has to get the approval of the Council be-
fore they can purchase anything.
Mayor Cairnie stated the Library Board would be discussed at the
next workshop meeting.
Mr. Bebbington stated he thought it was unfair for home owners to
have to pay more for sewage than mobile home owners. He suggested
that a committee should go over this Ordinance and clear it up so
they pay the same.

MISCELLANEOUS, cont.
Mayor Cairnie stated the Council would meet with the Trailer Park
Owners and see what could be done about the situation.
Councilman Lodico ~uestioned who is in charge of seeing that the
new mobile home park pays for garbage. (See note below)
Councilman Fugate stated there are two city limit signs and until
they are fixed, he thinks he is not in the city limits and he can
have a private company pick up his garbage.
Councilman Lodico suggested that the city go pick up his garbage
and bill him for it because he is in the city limits.
There being no further business, Councilman Fugate duly moved to
adjourn the meeting being seconded by Councilman Wiggins.

Councilman Lodico asked that the name of the new mobile home park
mentioned above, be mentioned in the minutes by name, which is the
Pyramid Mobile Home Park.
