The Regular Meeting of the City Council of the City of Edgewater" Florida
was called to order by Mayor A. Hussey at 7:.30 P.M. on July 1" 196.3.

The Minutes of the Regular Meeting of June 17" 196.3 and the Continued Meet-
ing of June 26th and the Special Meeting of June 20th" 196.3 were presented
to each Councilman for his approval. Motion duly made by Councilman Siller
these minutes stand approved as submitted" seconded by Councilman Seng and

.Minutes. of Regular Meeting of June 3, 1963, also one copy
of the Proclamatlon provlding for the calling and holding of a Special
Election of the City of Edgewater Tuesday, July 30th, 1963 for the purpose
of approval or disapproval of the new City charter at each of the follow-

COMMUNICATIONS
A letter was read from Jess Mathas, Clerk of the Circuit Court, stating
that the date of July 8 A.D. 1963 beginning at 9:00 O'clock A.M. has been
set for the first meeting of the Board of Equalization of Volusia County,
Florida and municipalities therein located for the purpose of equalizing
real, personal and intangible tax rolls of Volusia County for the tax
year A.D. 1963. Each of the municipalities in Volusia County. should have
a majority of their governing body present for the purpose mentioned.
The City Clerk stated that the Attorney had asked her to call Jess Mathas
and find out what time the members of the Council should be at this meeting
Mr. Mathas said that there is no definite time for anyone. Councilman Seng
and Councilman Palmateer have said they '-fill go, Mr. Drury stated he may also.
A letter was read from Jacksonville Chapter, Young Americans for Freedom
asking that the City have all chimes rung at 1:00 P.~. on July 4th to re-
mind the residents of the city of the importance of this day.
Councilman Palmateer said that arrangements have been made that chimes at
the Union Church sould at that time. Mayor Hussey said that the fire alarm
in the City will also sound at that time.

Mr. Hayhurst from the State Road Department and Mr. Mattingly were present.
Mr. Mattinglyf~resented Design }I1etals Inc. Contract was read concerning
light on corner of Park Avenue and Ridgewood Ave.
The contract for the Traffic Signal is between Design Metals, Inc. and the
City of Edgewater. Article 1 explains the scope of work. Article 2 states
the time of completion. Article 3 states the Contract sum. Article 4 is
the Contract Documents and Guarantee.

Motion duly made by Councilman Palmateer we accept the contract from Design
Metals, Inc. for installing light with the addition of one thing. A switch
is to be connected to that light which can be operated by Police Chief or
F~re Chi?f if necessary. It will be an addition of $10.00, seconded by Co un-
cJ.lman SJ.ller and by vote CARRIED. Roll call vote being as follows:-

Hr. David vJiggins asked that the City Council vlOrk with the Planning Engineers
and make a survey on the extension of water lines in Florida Shores. It is not
an expense to the City but an investment. It will encourage people to build in
this area.
Mayor Hussey said he had already asked the Water Commissioner and City Clerk
to contact engineers about this matter. He said before any paving is done we
want water lines.
Mr. D. C. Ketcham asked the following questions:
1. He asked if the City Charter was going to be put in some sort
of shorter form so that the people could understand it. He said it was only
read at one meeting and was hard to get it all at that time. He said if some-
one could just type up the differences between this charter and the old one
it would be a help.
2. He questioned about the New Smyrna Beach power supply. He
stated that at two different times the power has been off for over a one hour
period. He asked if anything was being done about terminating the contract.

Mayor Hussey said that we have a contract vdth Florida Power & Light, only if
and when New Smyrna Beach is willing to release our contract can we be released.
If we bring suit against New Smyrna Beach they can appeal it until our contract
expires in May, 1966.
Mr. Ketcham said New Smyrna Beach is guilty of breach of contract. Mayor Hussey
said they admit they are in default. He said that he understood there was no such
thing as secondary power in court. The Mayor said he had been up to New Smyrna
Beach with I-tr. Ketcham but he said he would look into it again
Concerning the Garbage Ordinance, Councilman Palmateer said they don't have the
Ordinance anmended at this time. Atta:mey is our of twn but we do hope to have
it at the next meeting.
The City Clerk stated concerning the Charter, that it is in City Hall. One girl
started wlDrking on making copies this afternon. There will be four copies, one
in City Hall at all times. Upon the reques't that it be put in short form by Mr.
Ketcham, the City Clerk said it wouldn't be possible to have this done in City
Hall.

Hayor Hussey said we could call a meeting and explain charter more thoroughly.
When the Attorney comes back I will bring it to his attention.
Concerning the Parking lines in front of the Post Office, Councilman Seng said
he felt that was done a long time ago. Mayor said he would look into it.

Concerning the sign in frot of the Union Church, Councilman Seng said this was
a matter for the State Road Department and he said if it was a hazard they would have gotten
after it by now. He said he didn't believe it was just that terribly bad. I
Mrs. Grayson asked about a list to tell where to look for certain things in the
charter. l1rs. O'Connell said there is an index in the back.
Councilman Drury asked that Briley Wild be contacted concerning the conduits
under the streets. He said if we are going to have good drainage we will need
engineers. He said it would be alright to have the County come in instead of
the Engineers.
There being no further business motion duly made by Councilma~ Palmateer we now
adjourn, seconded by Councilman Drury. There were no objections.
