REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA HELD APRIL 1, 1963.
The Regular Meeting of the City Council of the City of Edgewater,
Florida held April 1, 1963 was caJ~ed to order by Mayor A. Hussey
at 7:30 P.M.
Mayor Hussey: Our Attorney, Louis Ossinsky, Sr., can not be here
tonight. He is in Supreme Court today and ""fill be in Ne\\I' Orleans
tomorrO\\I' in Supreme Court. I would like to introduce to you
Mr. Louis Ossinsky, Jr. who will sit in at our meeting tonight.

each Councilman for his approval. Motion duly made by Councilman Siller
these minutes stand approved as submitted, seconded by Councilman Drury

OFFICERS REPORTS
The Building Officials Report for the month of March, 1963 was read.
The City Clerk read a certification of posting the follovnng:

Ordinance No. 346, amending Section 13 of Ordinance 219.
Resolution appointing members to the Board of Governors for
the Community Center of the City of Edgewater, Florida.
Resolution authorizing the proposal of DeWitt McGee &
Associates be submitted to the Florida Development Corporation
and requesting the Florida Development Corporation to make
application to the Housing & Home Finance Agency for a
Federal Planning Assistance Grant as provided in Section 701
of the Housing Act of 1954, as amended.
Resolution establishing City of Edgewater Civil Defense
Resolution naming David L. Wiggins, Sr. as Civil Defem~
Co-ordinator
Resolution approving the Volusia County Plans for Civil Defense
A Report was made by the City Clerk on: her attendance at the 21st Annual
Short Course for Municipal Clerks & Finance Officers held March 17-20th,
1963 at the University of Florida at Gainesville.
Councilwan Siller thanked Mrs. O'Connell on behalf of the Mayor and
Council for the very nice report.
A Report was read from the Edgewater Playground Committee glvlng a
report on the size of the Pier area and the equipment that will be
needed and asked that the Council approve their plan and approve
the money needed.
Councilman Seng stated that he knew this committee had done a very
good job. He said they had done their work to the best of their
ability.

Motion duly made by Councilman Seng we give the Playground Committee
the authority to purchase this playground equipment, seconded
by Councilman Siller and by vote CARRIED. Roll call vote being

COr-ll-IDNI CATIONS
A letter was read from the Chamber of Commerce to John Deibler,
Police Chief, asking for police protection at the corner of U.S.
Highw'ay #1 and Park Avenue. The Elementa!'jT School bus will discharge
the children at two different times, 2:45 P.M and 3:15 P.M.
A letter was read from John W. Carter, President of the Little League,
expressing his appreciation for the road improvements made to the ball
park.
A letter was read from the Florida Institute fer Continuing University
Studies. It stated that they have a program on Water and Sewage Treatment.
It would be necessary to have an OK from the Council to allow Mr. Paul
Ream to go to this meeting and allow for his expenses. It will be from
April l5-l9th, 1963.
After some discussion concerning the cost, motion duly made by Councilman
Palmateer that r-~. Ream be excused from his duties April 15-19, 1963
so he can attend this meeting and we allow for his expenses not to
exceed $100, seconded by CounciiL.rnan Drury and by vote CARRIED. Roll

A letter from the Florida State Road Department was presented which
stated that a traffic signal would be put on State Road #5 and Park Avenue.
l1ayor Hussey stated we have tried to get this started for a long while.
I think they have reached a point where they vJill do something. We must
now wait for the officials and see when they vJill install it.
~~yor Hussey said that the Auditor will check with the City concerning
the money to buy a]light on Park Avenue and State Road #5.

A letter was read from the New Smyrna Beach Chamber of Commerce
concerning the East Central Florida Regional Planning Council.
The letter is to be turned over to the Edgewater Chamber of Commerce.
A letter was read from Mary Lou John and Dianne Alexander asking
permission from the City Council to open a six-week Nursery Day
Camp running from April 29 to January 7, Nonday thro"l1gh Friday,
to be located at the Edgewater Union Church. The Union Church has
given them permission.
Motion duly made by Councilman Siller the Council grant the request
for the Nursery Day Camp seconded by Councilman Seng and by vote

OLD BUSINESS
Councilman Palmateer, Chairman of the Garbage Committee, said that the
Committee is stili workir.g on the Garbage Ordinance. He said a few of
the things they have not come to agreement on. We are waiting for a
reply from the Florida League of Municipalities. We want to se.e:.:-
what takes place in other cities.
Mayor Hussey said we will give the Committee further time and will
wait for a report at our next Council.. Meeting.
NEVI BUSINESS
Mayor Hussey had a letter from the residents of Monroe Drive on paving
and fire hydrants. Mayor Hussey said they had already gone over the
situation down there. vJhat will be done remains to be seen. Mayor
Hussey said that there are hydrants in that area. We ,fill take all
of that into consideration when it comes time for paving.
A question was asked about the Mosquito Control.
Councilman Siller, who is in charge of the Edgewater Mosquito Control,
said we consider June 15 to October 15 as the worst time for mosquitoes.
He said when he gets the spray and the.etime is right we will be able
to spray.. He said the machine is fixed and ..Jill be ready for use.
Nat Brown questioned as to who to make out the check to for $100
for the Playground Equipment.
Attorney Louis Ossinksy, Jr. said a Resolution has to be drawn before
the City can give the money.
Attorney Ossinsky recommended that the City Clerk write a letter to
the Company that they are getting the Playground Equipment from and
tell them that the City authorizes the purchase and see if they can
extend the 30 day discount.
