The above resolution was read in full by Deputy Clerk Helen Ii. Jones and motion duly made by Councilman Palmateer this resolution be adopted seconded by Councilman Siller and passed by vote of the City council of the City of Edgewater, Florida at the Regular Meeting of the said Council held March 18, 1963. Roll call vote being as follows:- Councilman Seng Councilman Siller Councilman Palmateer Councilman Drury Mayor Hussey Absent Yea Yea Yea Yea A RESOIDTION AUTHORIZING THAT THE PROPOSAL OF DEWITT McGEE & ASSOCIATES BE SUBMITTED TO THE FLORIDA DEVELOPMENT CORPORATION AND REQUESTING THE FLORIDA DEVELOPMENT CORPORATION TO MAKE APPLICATION TO THE HOUSING & HOl-IE FINANCE AGENCY FOR A FEDERAL PIANNING ASSISTANCE GRANT AS PROVIDED IN SECTION 701 OF THE HOUSING ACT OF 1954, AS AMENDED. A RESOLUTION ESTABLISHING CITY OF EDGEWATER CIVIL DEFENSE COUNCIL The above resolution was read in full by Deputy Clerk Helen W. A letter was read from Helen D. Grayson giving her selection for the Playground Conunittee. They were as follows: John ltl. Carter, John Harrocco, St~ A. Seng, Jr. and James F. Grayson. Mayor Hussey: I regret to say in reference to Mr. Zeilman's first letter, I thought I had given the letter to the Clerk. Somehow it was misplaced. There was nothing on my part in delaying your letter. Any letter like that I want read. l-fotion duly made by Councilman Palmateer this letter from 1fr. Zeilman be tabled so we can study it more closely. Councilman Drury suggested the letter be turned over to the Planning Engineer. Nr. Drury said he would like to see Roberts Road paved but thinks it is a County Job. 1fuyor Hussey: I have contact.ed another firm pertaining to the paving of streets. I have nothing definite on the situation up to this point. Councilman Siller seconded the motion by Councilman Palmateer to table the letter from John Zeilman. Roll call vote being as follows:- Councilman Seng Absent Councilman Siller Yea Councilman Palmateer Yea Councilman Drury Yea 1fayor Hussey Yea On the advise of the Attorney, motion duly ~ade by Councilman Palmateer that six copies of the Resolutions appointing David L. i'Tiggins as Civil Defense Co-ordinator and approving the Volusia County Civil Defense, in addition to the six copies being sent in the resolution establishing City of Edgewater Civil Defense Council, be sent to Fred DeMott, Director of Volusia County Civil Defense, seconded by Councilman Siller and by vote CARRIED. Copy of letter to be sent was given to the Clerk by the Attorney. Seconded by Councilman Drury and 'btl vote CARRIED. Grayson, seconded by Councilman Siller and by vote CARRIED. Roll call-'vote being as follm'ls:- Councilman Seng Absent Councilman Siller Yea Councilman Palmateer Yea Councilman Drury Yea Mayor Hussey Yea OLD BUSINESS Mr. Robert Fuller was present at the Council Meeting requesting his subdivision be approved by the Council. Attorney Ossinsky: I had thought at a previous conference we had left instructions that the deed show easements on both sides of Coquina Street. He does show easements for utilities but on wrong side of lot. Attorney Ossinsky suggested that Mr. Fuller get the matter straightened up so that it is in accord with City Ordinance #278 and then when that is done the City Council will call a Special Meeting to take up this matter. A letter was read from the Florida Development Commission to Vws. Hazel Massey stating that they had received information from City Attorney Louis Ossinsky, Sr. which was sufficient to certify the Edgewater Public Library for participation:~ the Surplus Property Program. It said to execute the attached applications and return two copies of the enclosed terms and conditions. The letter was turned over to Attorney Ossinsky. Attorney Ossinsky gave it back-to the Clerk to fill out, after which he will be glad to check it. Attorney Ossinsky said that at the same time they have a Special Meeting for Mr. Fuller they could include the Read Subdivision. Mr. Gillespie was at the meeting but Mr. Read wasn't present and probably had not had time to get all the information he needed. Concerning the garbage collections Mayor Hussey said he appointed a committee to look into this matter. He said it might take a little time but eventually we will probably be able to make an adjustment. " .. 'V u Q \J NEW BUSINESS Attorney Ossinsky: 1,'le had conference with County Conunissioner Harris Saxon in connection with Sewage Treatment Plant. He.has, by letter, communicated with the City and said 12 acres of land to be used for Treatment Plant and Pit Area will be given to the City on the 21st day of l1arch, 1963 and certified copy of deed would be sent to the City. Concerning a bulkhead, Attorney Ossinsky said we face the Indian River. He said he was before the Internal Improvement Board in Tallahassee and got a plat showing property sold by the 1.1. Board. He said he wanted photostatic copies made of these plats. He said the bulkhead is important and it should be taken care of as soon as possible. It should have some degree of consistency. Mayor Hussey: This has been talked about for a number of years but they never seem to get anywhere. Attorney Ossinsky said he wanted two copies made, one for Briley Wild and the other for the office. He wanted the original sent to him. Mr. David Wiggins, Sr.: The Florida Shores Drainage System is in the worst shape it has been in for a long time. What has been done about getting some equipment for cleaning the canals? Mayor Hussey: We have in deed been l'lorking on this situation for some time. If you haven't the money you can't do it. I have talked it over with members of the Council and we will try and get a piece of equipment that has been used. I called Jacksonville and the man will be here tomorrow to discuss this and so I can see the equipment. We will look at a piece of equipment that ,..as owned by the County and is too small for them. ~w. John Zeilman said that the developers of Florida Shores should be expected to do some of the work in the subdivision. He said he had a letter he had sent to John Moynahan which was notarized by the City Clerk, Frank Dippery, concerning this matter. It is not up to the last administration or this administration to clean up Florida Shores but it is up to the Developers of Florida Shores. Mayor Hussey asked that the Attorney communicate ,'lith Florida Shores Developers and see what their reaction will be, even though we are trying to get equipment. If we get a piece of equipment we can do something on our own. Nat Brown said thaLif they look, the City can find an agreement somewhere between 1957-1958 guaranteeing that Florida Shores Developers woulQleave equipment to be used in Florida Shores. Mr. Wiggins said Mr. Moynahan said he had offered a grader to the City of Edgewater some time ago ~dth the understanding that the grader would be usedconly in Florida Shores and it was turned down. Attorney Ossinsky requested a copy of any agreement with Florida Shores pertaining to this matter be turned over to him. Mr. Robert Maxwell said he had seen an agreement and all it had on it was the signature of John Hoynahan and no one from the City had their name on it.
