Fred Garlick Present Present Absent Present Present Present Absent Present Present The Minutes of the Special Meeting of December 15th, 1962 were presented to each Councilman for his approval. Motion duly made by Councilman Siller these minutes stand approved as submitted, seconded by Councilman Dury and by vote CARRIED. BILlS & ACCOUNTS Lavin-Grafton Agency, Inc. Roll call vote being as follows:- Councilman Siller Councilman Seng Councilman Palmateer Councilman Drury Mayor Hussey Yea Absent Ye~ Yea Yea OFFICER'S REPORT ..., The Clerk read the Police Chief's report for the month of November 1962. COMMUNICATIONS The Clerk read the report of Representative Don Ross, of the Florida Industrial Coimnission, Workmen's Compensation Division, De.partment of Industrial Safety, requiring completion of certain safety measures. Motiqn duly made by Councilman Palmateer seconded by Councilman Drury that these requirements be complied with, and by vote C.AR.RIED. Letter was read from the Travelers Insurance Company, confirming their survey of City owned property and reporting that satisfactory housekeeping l'7aS found in City Hall, Conmnmi ty Building, Library and Water Plant BUildings. City Pier also found to be properly maintained; inspection of public works dep't. vehicles revealed in good order and provided with necessary road safety accessories. Employees should be encouraged to work safely at all times. Accident wise, 2 compensation an4, 2 vehicle accidents have been reported for this year, none of which appear to be of a serious nature. . u u v u The subject of appointing a new patrolman, Donald Neady was brought up. Motion duly made by Councilman Palmateer seconded by Councilman Drury that he be appoi.I:lted for a six ~nths probation period aild by vote CARRIED. Roll call vote being as follows:- Councilman Siller Councilman Seng Councilman Palmateer Councilman Drury Mayor Hussey Yea 4bsent ~ea Yea Yea John Grafton brought up the possibility of getting a lower rate on the fire insurance program by increasing the valuation of the buildings, thus bringing the insurance ona plblic and institutional form that the Travelers would write as a complete package of $500.00 This would necessitate a Statement of Values, made up by a chosen contractor . Mr. Armstrong questioned about a reappraisal of the buildings, if the valuation were increased, the possibility of the .premium being higher. Mr. Grafton replied that if it were possible to get the insurance on the public and institutional plan there would be a 25% discount, that he personally would guarantee that if it were not advantageous the City would not be compelled to take it. He suggested that the Mayor check with the contractors to get an estimate. Motion duly made by Councilman Palmateer that the appraisal be made and we find out if the plan 'WOuld benefit the City seconded by Councilman Drury and by vote CARRIED. RolJ,. call vote being as follows:'; Councilman Siller Councilman Seng Councilman Palmateer Counci1ma.n Drury Mayor Hussey Yea Absent ~ea Yea Yea John Grafton explained that it 'WOuld be ne~essary for the City to write a Letter of Authority, appointing Lavin-Grafton Agency, Inc. as Agent of. Record with specific locations of. the properties involved. He left a form for the City Clerk to copy, also a form for the contractor to list the valuation of the various buildings. Mayor Hussey announced that the City is in the process of changing attorneys, that the Council feels that they are not getting the right support from.our attorney, that they had decided to. make a charl,ge. The Mayor stated that personally he had nothing against Mr. Clark, that he is a fine young man. Councilman Siller said that Attorney Clark is a good man, no reflection on him, but he had had no experience on a job of this kind. Councilman Palmateer suggested that as Attorney Clark is away it would be better to wait until he returns, that it would be cowardly to do this while the Attorney is away, not fair, that he is a nice young man. Mayor Hussey stated that Ossinsky & Krol, attorneys who have an office in Daytona are interested in this area, and he has recommended them to the Council. Councilman Palmateer expressed that he is in favor of Ossinsky & Krol, but not unt~ after Clark returns. II .. v u (,) v Councilman Siller stated that Attorney Clark has so many of the legaJ. pi.pers that it 'WOuld be better, to wait for his return that we 'WOuld be unable to go ahead anyway. Mr. Armstrong stated that he had admiration for the young man, but if he is not satisfactory that .is up to the Council. He said that according to the City charter a firm could not be hired, onJy one attorney to s~rve, not allow! to use one attorney one time, then switch to a J8rtne~. Councilman Siller stated that we had never had an answer from New Snwrna. Beach about the electrical ccntract, that this is one of the things we have been talking about. Councilman Palmateer said he thought we should have ceased to ply the New Snvrna Beach electric bills. Mayor Hussey said the City is obligated to pay their bills. Councilman Palmateer said the money could have been placed in escrow, then New Snvrna Beach would have had to prove that the contract had not been broken by them. Discussion about light on sign at North end of City was discussed, also the sign to set at South end. As there was no further business, motion duly made by Councilman Palmateer we do now adjourn, seconded by Councilman Drury, and so PARRIED.
