HELD DECEMBER 17, 1962 The Regular Meeting of the C:i, ty Council of the City of Edgewater, Florida held December 17, 1962 was called to order by Mayor A. Hussey at 7 :30 P.M. ROLL CALL Mayor A. O'Connell Deplty Clerk Marie Robinson Present Present Present Present Present Absent Present Present Present Present The Minutes of the Special Meeting of November 29th, Regular Meeting of December 3rd, Special Meet;ngs of December 5th, December 10th, and December 15th, 1962, and Hearing of December 1st, 1962 were presented to each Councilman for his approval.. Motion duly made by Oouncilman Palmateer these minutes stand approved as submitted, seconded by Councilman Siller. After some discussion, Mr. Seng said that at the meeting of December 15th the Council "accepted t~e lowest bi~ for the City Insurance. He said he didn't think that it was right since according to the letter he received as notification of the meeting the council was just to open the bids. After some discussion Councilman Siller withdrew his second of accepting the minutes. Motion duly made by Councilman Siller we accept the minutes with the exception of the minutes of December 15, 1962, seconded by Councilman Seng and by vote CARRIED. Budget Report for the month of November was read. COMMUNICATIONS A letter was read from H.M. Saxon, County Commissioner for District 5. The letter concerned the monies being spent in Edgewater from the County and charges that would be made to the City. A letter was read from Warren L. Gunther, President of the Chamber of Commerce, expressing their thanks to the City of Edgewater for their contribution and co-operation in the "Highway Christmas Lightil}g" A letter was read from ~oseph Emry, Jr., Chairman of the Zoning and Planning Board concerning a request from G.C. Alexander that Live Oak Street be opened into the Lot designated as Lot 16, Sheppard-Sanchez Subdivision. A letter was read from Joseph Emry, Jr., Chairman of the Zoning and Planning Board, saying that the Board unanimously recommended the variance of Mr. G.C. Alexander be granted. Councilman Seng stated that the letter from Mr. Saxon seems to be more than he ever offered before. It sounds like a good offer. Motion duly made by Councilman Seng that the letter from Mr. Saxon be accepted as read, seconded by Councilman Siller and there were no objections. Councilman Palmateer questioned why the City had to put $5,000 into the bridge between New S~a Beach and Edgewater when the street belongs to the County. Councilman Seng said he believed New Smyrna Beach and Edgewater each paid $5,000 and the county paid the balance. Mr. Joseph Blauvelt said that the City has been getting the short end of the deal i'rom the County. He said he didn't think this oi'i'er that was read tonight was a generous oi'i'er at all. Mayor Hussey said he had inspected ther'ditch. And if they don't dig any nearer to the street then they are now, he said, it 'WOuldn't do any harm. The Mayor said he 'WOuld contact Hanson & McCallister about this. The Council discussed the canal at the end of Flagler Avenue and Councilman Palmateer said that Hanson & McCallister had the easements to the canal. He said the City dlid have the easements' at one time but it was only temporary. .. Mr. Dana Armstrong asked why they had to close the canal. He said that if the Council talked to Hanson & McCallister they 'WOuld probably be willing to open the canal. He said the canal helps this area verY much. Mr. Nat Brown said we have spent thousands of dollars there and we shouldn't let one person jeopardize every one. NEW BUSINESS Motion duly made by Councilman Palmateer the City appoint Gunby & Son as Fiscal Agents for the City of Edgewater for raising of funds for the ~ewage Disposal System. He said that this firm had given the lowest estimate. Seconded by Councilman Seng. It was asked if there were any legal obligations on the City if they don't put in the Sewage System. Councilman Siller said that:.if we donH sell the bonds there is no fee for the City. , . v '-.J Q v , . }fayor Hussey said the people are going to be told what is going on. The Council unanimously agreed. " Nat Brown said he had donated $150 for the float for the City. He said a little help from the city would get the whole job done. Councillnan Palmateer said that he believed Mr. Grafton was still head of the Park and Pier Committee and said he could tell us some- thing about the playground equipnent. Mr. Grafton: He said he had a price of $65.00 for a 12 toot fence at the far endoof the pier. He said he got an approximate price cot $850 for equipment with four swings, Teeter totter, jungle jim, ..small merry-go-round, and a slide. He said the price could be varied slightly one way or the other. . He said that he didn't have the ~xact figures with him but he thought he remembered a bicycle rack liOuld cost something like $75.00. . . Nat Brown said he thought that the City might be able to get a better deal through the school board. Mrs. Thelma Hennigh said she thought there should be rest rooms out on the playground for the children. Mr. Grafton asked that if the City dug up any trees or had some trees for the park and pier they would appreciate it. He said that some of the new trees that are up now are. doing very nicely. . . Nat Brown said he had a lot of trees on Western Avenue that the City could have. Mayor Hussey said that many questions are asked about the drainage.~ in Florida Shores. We will proceed some time in . January or February to go as far as we can on the ditch cleaning. We are limited in,money. We will try to get the equipment in there and do as much as we can. He said that after the first of March the weeds start to grow fast. The Mayor said he felt some of the people do not understand that we have a small amount to work with every year. He said that the city had a small crew of men and the people must remember that two men are always on the garbage truck. , Y .J ,J 'I l-t u Q v The Mayor read from "Survey of School Plants", which had been presented to him by Mr. Smiley. "A new elementary school will be needed in the Edgewater area to provide relief for the Faulkner Street and Read- Pattillo Schools. The 40 acre site has been procured and is ~pproved. The school should be built with an ititial ~apacity of 386 plpils but should be planned to have an ultimate capacity of 900. This new school is classified as C-l for grades K-6." .The Mayor said that is all he can find out at the present time about a school. He said he hopes very nnlch to get one. Councilman Siller thanked everyone who had any part in decorating the City. Councilman Seng said that the ones that were there really enjoyed themselves. The Meeting was recessed until 7 :30 P.M.
