Regular Meeting of the City Council of the City of Edgewater,

~~. Anderson from Goodbody & Co. spoke concerning becoming the
Fiscal Agent for the City of Edgewater. He said that his company
had some 14 offices throughout the state and some 45 offices
throughout the country. He said that he had a lot of experience
-vath this kind of 11ork. He stated that he had given the l'~yor
a proposed contract. He asked if there were any corrections to
be made and Councilman Palmateer said he saw none.
}~. Tarnopol had some questions on this ~~tter and was interested
if this was going to be put out for bids.
Attorney Clark said it would be competitive.
Er. Jones from T. Nelson O'Rourke Inc., Daytona Beach spoke concerning
becoming the Fiscal Agent for the City of Edgewater. He said that
he felt that his company had some unique possibilities. He said that
he was well qualified to be the City Fiscal Agent. He said that~e
had another firm in St. Petersburg that will give some assistanc~.
He stated that he was very near the City and could come to any
of the Council meetings if it were necessary. He stated that he
had given the l1ayor a proposed contract.
The JI~nutes of the Regular Meeting of the City Council held October 22, 1962
were presented to each Councilman for his approval. Motion duly made
by Councilw~n Seng these minutes stand approved as sub~itted, seconded
by Councilw~n Siller and by vote CARRIED.

BUDDY POPPIES BY THE VETERANS OF FOREIGN WAR') OF THE UNITED
STATES, URGING CITIZENS TO CONTRIBUTE GENEROUSLY.

A letter was read from Thomas E. Duane, Sec-Treas. Edgewater
Volunteer Fire Department listing the names of the newly
elected Volunteer Fire Department Officials.
A letter was read from Robert F. haxwell, Co~~nder, American Legion
Post No. 285 listing volunteers from the Legion who are willing to
assist the City of Edgewater in any emergency that may come up.
A letter v~s read from Warren Jackson, Tax Assessor, Volusia County
submitting the final assessed valuation of the City of Edgewater for
the year 1962.
A letter was read from G.C. Alexander requesting re-zoning the reIT~inder
of Lot S16 and all of Lot #18, Sheppard - Sanchez Subdivision from
residential to commercial. Also requesting that Live Oak Street be
opened into the lot designated as Lot #16.

Motion duly ~~de by Councilman Seng to confirm the newly
appointed officials in the VollUlteer Fire Department,
seconded by Councilman Palmateer and by vote CARRIED.
There were no objections.
Hotion duly made by Councilman Seng we turn over to the
Zoning Board the request for re-zoning by 11r. G.C. Alexander,
seconded by Councilman Palmateer and by vote CARRIED. There
were no objections.
ORDIIJANCES
ORDIN"A.T'JCE NO. 333 APPROVING COHPENSATION FOR THE LIBRARIAN OF
THE PUBLIC LIBRARY OF THE CITY OF EDGKI^lA'IER, FLORIDA.
Councilman Seng asked if the previous librarian had been hired by
ordinance.
City Clerk, KathrYn B. O'Connell, said that it had been by resolution.
Councilman Seng asked if anything happened wouldn't her job
have to be terminated by ordinance.
Attorney Clark said that the City Charter stipulates that salaries
nmst be by ordinance. If the librarian was to be fired it
would be up to the Library Board.
The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Seng this ordinance be adopted, seconded
by Councilman Siller and passed by vote of the City Council of
the City of Edgewater, Florida at the Regular Meeting of the said
Council held on November 5, 1962. Roll call vote being as follows:-

Upon motion duly made by Councilman Pal.Ir.ateer, seconded by
COill1cil.Ir~ Siller and CARRIED, the requirement of reading said
ordi~~nce upon second reading was waived and the ordinance was
ordered put upon final passage.
Passed by vote of the City Council of the City of Edgewater,
Florida at the regular meeting of said Council on the 5th day
of November A.D. 1962 and approved as provided by law. The

Upon motio!l duly made by Councilw.an Palmateer and seconded by
Councilman Siller the second reading be waived.
}~. Dana Armstrong asked if the Council was going to charge a
fee for trash collections.
Attorney Clark said that our garbage collections are in the
red about $6,000.
~~. Armst~ung said a lot of people in the city are getting free
trash collection.
Councilw~n Palw~teer said there are some trailer parks in the
City that are getting garbage and trash collection for less
than 2 cents per unit.
Hr. :Iat Brov'ffi said that there should be something in the ordinance
that allows builders to burn refuse. He said that they had
always been able to do that ',before.
Attorney Clark said that according to this ordinance trash such
as that will have to be hauled away.
Councilman Siller withdrew~is second/for the second reading of
the Garbage Ordinance.
Councilw~n Zeilman said that he had ro~de a suggestion that some
trash be burned with special permission. tfI guess that Nas over'-lookcd.tf
Motion duly made by Councilw~n Seng we transfer $2,500 from
~~rgency and Contingencies to a Special Fund for Civil Defense.
He said that l1e had received some equipnent from the Civil
Defense and will be getting more.
}~. DeMott, head of the Civil Defense said that he was the one
that asked the 11ayor and Council to ~ransfer the money for the good of
the City. He said the Mayor and Council have been very co-operative
and are rulling to help all that they can.
Councilman Siller said that the reason we must have a Special Fund
is that we can't spend money othervuse unless it is out for bids.
If.r. De}~ott said a few words about Civil Defense and said that there
is no shelter in Edgewater but the schools in N.S.B. are the
nearest.
Councilman Zeilman seconded the motion by Councilw~n Seng concerning
the J2,500 to be transferred from Emergency and Contingency to
Civil Defense and by vote CARRIED. Roll call vote being as follows:-

Councilman Palmateer said'that some t~e ago we got a request
from the Zoning Board to hire a plar~er for the City. The
City has gotten some correspondence concerning this watter.
He stated that }~. DeWitt McGee & Associates seemed to be the
best one. We get 2/3 of the fee for the engineer from the
Federal Government. J.iotion duly wade by Councilman Palmateer
"\1e hire Hr. }~cGee. His fee vnll be between five and ten thousand
dollars a year. City share would be 1/3. Seconded by

l-frs. Thelma Hennig said that Hrs. Paul Weichel had donated 4 gallons
of blood. She said that it "\1aS a "\1onderful thing and asked that
anybody that could donate blood do so. You must be betHeen the
ages of 21 and 59. She said that there is a little boy in
the hospital that needs the blood very badly.
Concerning the letter from the t"\10 bar OHners in Edgewater
Councilman Palmateer proposed that this be tabled. No objections.
Councilman Siller said that tonight we were suppose to
.have the second reading on the train ordinance, but since
the crisis in Cub~ and since the Railroads play a big part
in the defence of our nation we will \ffiit until a later date
to have the second reading. }:otion duly wade by Councilwan
Siller we wait til a later date for the second reading of
the train ordinance, seconded by Councilwan Seng and by

Councilwan Siller said th~t he was requested to ask why the
sign hadn't been put up on Hrs. LeM.aD'S property as the Council
had said they "\1ould do, by }1r. Hason.
Hayor Hussey said it was a bit of neglect on his part. "1 thought
someone was taking care of this." He said he v/Ould see to it
tha tit was taken care of right ai'l~ .

}rrs. Hennig asked if the Council was going to take care of
cutting the grass around the park. She said the Garden Club
used to do it. She said if the Council wanted them to they
would take it over agin.
Councilman Seng proposed that it be turned back to the Garden
Club. Nobody objected.
Someone complained about the signs being down on i^lest Palm ~'lay.
Hayor Hussey said they would be put back up.
}~. }~lell asked if the ~ayor would see that the street is
Ilarked off on Veterans Day for the ceremonies here in Edgewatcr.
