The Regular Meeting of the City Council of the City of Edgewater, Florida
held September 21st, 1964 was called to order by Mayor Dana T. Arw$trong
at 7:30 P.l.f.

The }unutes of the Regular Meeting of the City Council held September 7th, 1964
and the }~nutes of the Recessed Meeting of the City Council held September 8th, 1964
were presented to each Councilman for his approval. Motion duly made by
Councilman Siller these minutes stand approved as submitted, seconded by
Counci:uM.n Cairnie and by vote CAIffiIED. The roll call vote was unanimous.
}~yor Armstrong explained that on September 7th, 1964 the council met in
regular session but did not have a quorum so he and the City Clerk recessed
the meeting until September 8th, 19~4.

RESOLUTION NUMBER 57 AUTHORIZING ~VILLIDl CAIRNIE TO EXECUTE A PUBLIC
ENTITY ESTABLISHED UNDER THE LAtJS OF THE STATE OF FLORIDA.
The above resolution ~ms read in full by Attorney Clark and motion duly
made by Councilman Siller ~his resolution be adopted, seconded by Councilman
Ridgdill and passed by vot~ of the City Council of the City of Edgewater,
Florida at the Regular Meeting of the said Council held this 21st day of
September, A.D. 19[4. The roll call vote wro unanimous with the exception
of Councilms.n Cairnie who abstained.
RESOLUTION NUHBER 58 PROPOSING TO INCORPORATE TERRITORY TO THE CITY
OF EDGEWA TER, VOLUSIA COUNTY, FLORIDA.
The above resolution was read in full by Attorney Clark and motion duly
made by Councilman Siller this resolution be adopted, seconded by Councilman
Cairnie and passed by vote of the City Council of the City of Edgewater,
Florida at thec"Regular Heeting of the said Council held this 21st day of
September, A.D. 1964. The roll call vote was unanimous.
}~yor Armstrong explained that due to a technicality the annexation of
Silver Ridge was not carried to the fullest extent according to the charter
of the City of Edge~mter.

PROCLAHATION DECLARING THE PERIOD OF . i:nIE ENDING OCTOBER 3RD, 1964
AS DRrJE FOR REGISTRATION AND CALL ON ALL CITIZENS OF EDGEWATER TO REGISTER
AND VOTE.
l~or Armstrong said the books ~dll close October 3rd, 1964. He advised that
if anyone present knew of anyone who has not registered they should see that
they register.

l~yor Armstrong said there has been some discussion about changing
the speed limit in Florida Shores. He said 25 M.P.H. is quite slow
for modern automobiles. The }~yor said he believed it would be better
to raise the speed limit throughout Florida Shores and not just on
Indian River Blvd.
l{r. Bebbington, President of the Florida Shores Property Owners Association,
stated that 60% of the signs can't be seen and 20% are rusty so you can't
see the signs an~ay.
Mayor Armstrong saQd that if the speed is changed on Indian River Blvd.
and not the North and South Streets we ,~ll need fifty new signs and
posts vmich cost $3.75 each plus the cost of installing them.
Mr. Bebbington said all you would have to buy is new signs not new posts.
Councilman Ridgdill said he wanted to do what the people in Florida Shores
want him to do.
Mayor Armstrong said that in checking he finds that 90% of the people
on Indian River Blvd drive between 30 and 40 K.P.H. Mayor Armstrong
said if the Council wants to raise it to 35 M.P.H. he will go along with
it. He said at some time in the future he would like to get a yellow
light at the Railroad.
Mr. Joseph Blauvelt said he felt it should be 30 M.P.H. all the way through.
He also added that there are a number of children in Florida Shores now and
you have to be very careful.
}tr. Woodrow Stewart said he felt it should be higher then it is now as
it is hard to drive a car that slow.
Councilman Cairnie asked that the l1ayor take a poll of the people in
the audience who are from Florida Shores, by raising of hands. By a-
large majority they voted to have the speed limit 30 M.?H. throughout
Florida Shores.
Motion duly made by Councilman Siller the speed limit in Florida Shores
be 30 M.P.H. throughout, seconded by Councilman Cairnie and by vote CARRIED.
The roll call vote was unanimous.
}~s. Robert ~ll said the visibility on Indian River Blvd. is very poor.
There are too many high trees.
}~yor Armstrong said the City is doing all it can to clear up the Florida
Shores area but the trash pick-up since the hurricane has held them up some.
Councilman Tingle said that in the tentative budget the City has allo,~d
for a City Manager. He said nothing has been done about finding one.
Motion duly made by Councilman Tingle the City Clerk be authorized to
advertise in some newspaper for a City ~~ager. He said the City is
growing all the time and he said the city is coming to the point where
it needs a City }~nager.
Councilman Siller said the Yayor has too much to do with the

Councilman Cairnie said that this tovm, at present time, is not
ready for a City Manager. He said: he realizes the l-Jayor is loaded
down with work. He said he would rather see a situation where the
Mayor was paid a better salary and devote more time to being City
}~nager. He said it will cost $10 or $12 Thousand Dollars for a good
City }~nager. He said the City could use this money for better
roads fn the next few years.
Someone questioned as to how much I~S set up in the Budget for a City
YJanager.
Mayor Armstrong said he was not sure but thought it was about $7,200.
l1r. Blauvelt said that possibly the City could get a young man as City
}~nager who could gain experience with the City.
Councilman Siller said in raising the salary of the }~or you can run
into difficulty. We know this Mayor is qualified but we do not know
who will be here in the future. But we do know a City Manager "rill
be qualified.
Councilman Tingle said we change Councils here every two years but
a City Manager would go on from year to year.
1'..r. Bebbington said a City 11anager could lose his job just as the
11ayor and Council could.
Councilman Siller said that if he is good he will stay.
l1r. Harry Drury suggested the City Council hire an engineer to report to
the Hayor.
l1ayor Armstrong: The problan is not yours, it is mine; I can't be
everywhere; I am graciously helped by the Councilmen; I have to check
many complaints; l1r. Strang checks the sewer complaints and we get a
copy of each complaint. If he doesn't check out the complaints then
we have to do it; in order to have a city manager it might be necessary
to have Civil Service and other things would have to be looked into.

Councilman Ridgdill said he hadn't thought too much about a City :Hanager.
He said he wanted the people to get all they could out of their tax dollars.
He said: he...didn't know if a city manager would help.
Councilman Tingle said he has lived here a number of years and if we
had had a city manager before we would be in much better financial shape
then we are now.
l1ayor Armstrong objected to this and said the City has saved more money
in the last year then ever before.
pouncilman Tingle said that with all the money we have spent in the past
years we could have had a city manager for two years. v./e could make an
ordinance thatccouldn't be repealed by the next council in order to keep
a city manager.
Mayor Armstrong said the City can not pass an ordinance that can not be
repealed by the next council.
}trs. l~ell said that when they were thinking about hiring a man to cut
the weeds in Florida Shores }~. Tingle said the City couldn't afford it.
She said the }~yor is doing a good job, but added the Council should
get him some help.

Councilman Tingle said he did not want anyone to minunderstand
him. He said he is not knocking the }~yor who has done a good job.
Councilman Siller said that if the citizens helped him it would be easier.
And also added the Mayor is not compensated for this work he does.

}~yor Armstrong: I think we are coming to a city manager or maybe a
purchasing agent; this person must be familiar with prices or he could
put us in bad financial shape; we will have a surplus this year; we are
working with the Mosquito Control on some kind of specimen for cleaning
the canals in Florida Shores and throughout Edgewater; we will el~nate
some of these problems; we have made much progress.
Councilman Ridgdill said he has gotten a number of calls from Zone 4
concerning the garbage and trash pick up. He said he believed the
Street Department has done all it can to eleviate this problem as
fast as it can. He asked that the citizens of Edgewater bear with us
a little longer.
l1ayor Armstrong said the Street Department picked up 40 loads of
trash Saturday. They picked up on Labor Day. They were not forced
to do this work. They worked seven days straight after the last
hurricane. They should be commended for the work they did.
Itrs. Maxwell said tha{~Moynahan is pushing some of the trees and rubbish
from the storm back on vacant lots.
Mayor Armstrong said that we have an ordinance covering this type of thing.
}~. Ted Peck asked if the street men were paid over time or time and a
half for working this extra time on trash pick up.
Mayor Armstrong said they were.
v~. Peck also asked if this trash pick up is being done in the most
f easi ble manner. He said a City Hanager would knm'l thi s .
Eayor Armstrong said the city is doing this in the most feasible manner
possible. He emphasized that 11hen you pay for garbage you are automatically
eligible for trash. So even if you do not have trash you are helping
someone else as well as cleaning up streets where you drive.
The }~yor said the Resolution appointing Councilman Cairnie to get Federal
Aid for Edgewater from this disaster was going to help the city of Edgewater.
We are eligible for this aid. He said Councilman Cairnie has done a
fine job on this project and the City Clerk ~as helped him with the boo~eping
end of it.
Councilman Tingle questioned a previous statement saying that he was not
in favor of hiring extra help for the City.
Mrs. V.d.ller said that when the Council was :.hinking about hiring someone
to help cut the weeds, etc. l1r. Tingle voted against it.
Councilman Tingle said he never said anything about hiring extra people.

14r. Bebbington asked about the streets that were dug up in Florida
Shores in order to let the water run out. (during the hurricane)
}~or Armstrong said the City is giving this a good deal of study
to find out what should be done there.
}~. Drury said the drainage is very inadequate in Florida Shores. He
feels a survey should be made.
Mayor Armstrong said he was very familiar with the drainage problem
and said he has checked with the Governor, 1'~. Hoynahan and many other
people and agencies concerning this drainage problem. He said as of
now we do not own the drainage ditches. He said time is very important
and soon we will find,out one ivay or the other.
The engineering report from Briley, Wild & Associates was read. This
report has been made a part of the minutes.
}~. Strang, from Briley,Wild & Associates, said that if anyone has any
complaints they should call the City Hall or Information and they can
get the office phone number.
14r. Edward Price, Fern Palm Drive, asked if he were going to get
serviced by the Sewers.
Mayor Armstrong said it is not in the proposed plan but felt sure
that in the first extension he would be serviced.
The city clerk read two acknowledgments of Appreciation for the
work done by Ernest E. LeClair and William Britian during Hurricanes
"Cleo" and "Dora".
}~. Bebbington asked about the dragline.
l1ayor Armstrong said it has been in operation for about two weeks and
we have a young man working for the City that runs it very well. But
we have not used it for drainage yet.
There being no further business motion duly wade by Councilman Cairnie
we now adjourn, seconded by Councilman Ridgdill and there were no objections.
