The roll call vote was unanimous with the exception of Councilman Siller who abstained on the minutes of August 17th as he was not present at that meeting. The roll call vote was unanimous. OFFICERS REPORTS The Budget Report for the month of August, 1964, was read. The Clerk's Cash Statement for the month of August, 1964, was read. The Building Officials Report for the month of August, 1964, was read. The Police Report for the month of August, 1964, was read. Certification of Posting dated August 19th, 1964, was read. Certification of Posting dated September 8th, 1964 was read. Mayor Armstrong thanked the City Officials and their staff for the fine reports. Mayor Armstrong thanked all City Employees who worked Monday Morning, Labor Day, to pick up Garbage. COMMUNI CA IT ONS A letter was read from the Florida Shores Property Owners Association, dated August 25th, 1964, petitioning the Mayor and City Council of Edgewater to have a feasibility study made on blacktopping streets~in Florida Shores within the city limits of Edgewater, Florida. The results of the study to be made public and then put to a vote of the Property Owners within Florida Shores with the understanding that the cost of this blacktopping would be assessed against said property owners. }~yor Armstrong said a Resolution will be passed later on in the evening concerning this matter. ORDINANCES ORDINANCE NUMBER 416 AMENDING SECTION 3 OF ORDINANCE NO. 409 ENTITLED "AN ORDINANCE AUTHORIZnm THE CITY ['0 BORROW AS AN INTERDf LOAN THE SUM OF $700,000.00 TO INITIATE THE CONSTRUCTION OF A NEvI SANITARY SEL<<JERAGE SYSTEM, INCLUDING COLLECTION LINES, Pill~ING STATIONS, FORCE MAINS, TREATMENT PLANT, SOFTENING UNIT FOR WATER TREATI4ENT PLANT AND APPURTENANT FACILITIES IN THE CITY OF EDGEWATER, FLORIDA; TO ISSUED PROl.JISSORY NOTES EVIDENCING SUCH INDEBTEDNESS; AND TO PROVIDE FOR THE PAYMENT THEREOF. " The above ordinance was read in full by City Clerk and motion duly made by Councilman Siller this ordinance be adopted, seconded by Councilman Cairnie and passed by vote of the City Council of the City of Edgewater, Florida at the Recessed Meeting of the Council held September 8th, 1964. The Roll call vote was unanimous. Upon motion duly ~ade by Councilman Siller, seconded by Councilman Cairnie the requirement of reading Ordinance upon second reading was waived and the Ordinance was ordered put into effect immediately at the Recessed Meeting of the said Council held on the 8th daycof September, A.D. 1964 and approved as provided by law. The vote of said Council was unanimous. OODINANCE NmIBER 417 TERHINATING SERVICES OF PATROLMAN FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, AND SETTING FORTH COHPENSATION DUE FOR SUCH OFFICE TO TERMINATION DATE. ... . , . u <.; v v .~ The above ordinance was read in full by City Clerk and motion duly made by Councilman Cairnie this ordinance be adopted, seconded by Councilman Ridgdill and passed by vote of the City Council of the City of Edgewater, Florida at the Recessed Meeting of the Council held September 8th, 1964. The Roll call vote was unanimous. Upon motion duly made by Councilman Cairnie, seconded by Councilman Ridgdill the requirement of reading Ordinance upon second reading was waived and the Ordinance was ordered put into effect immediately at the Recessed Meeting of the said Council held on the,8th day of September, A.D. 1964 and approved as'provided by law. The vote of said Council was unanimous. ~~yor Armstrong thanked General Fugate for his services rendered to the community. l~yor also explained the reason for }w. Fugate's resignation was that his son had become a regular patrolman for the City of Edgewater. RESOLUTIONS RESOLUTION NillffiER 56 AUTHORIZING A FEASIBILITY REPORT FOR DRAINAGE AND PAVING D-ffiWVEHENTS IN FLORIDA SHORES SUBDIVISION. :Theiabove- resolutior was read in.. full.by City Clerk and mbtion duly made by Councilman Cairnie this resolution be adopted, seconded by Councilman Siller and passed by vote of the City Council of the City of Edgewater, Florida at the Recessed Heeting of tne said C6imcil hela' this ~8th day' of September~~A.D. 1964. Tbe roll call came after some discussion. Councilman Siller emphasized he would not accept this resolution if it did not say DRAINANGE AND PAVING. Concerning Section #2 of this Resolution, Councilman Ridgdill as~ed if our City Engineers would be able to do tn~s feasibility study. }~yor Armstrong said that if the City was going to make the report our Engineers could do it, but the City is not going to engage in the feasibility study. }~or Armstrong also said that all we are doing is waiving any restrictions against them (Florida Shores Property Owners Association) for a feasibility report being made. Councilman Siller agreed the City Could not accept any report unless it included drainage, as he felt the major issue was the drainage problem. Councilman Siller asked who would take care of the maintenance of these streets in a few years. V~yor Armstrong said they must put in 30 foot streets if there are storm sewers, otherwise you can put in 40 foot streets. rne City can not accept anything unless it is according to the County Plat Law and approved by City Engineers. All contractors must post performance bonds. The roll call on Resolution Number 56 was unanaimous. The }~yor asked that a copy of the resolution be sent to ~~. HayDr Armstrong said in regards to re-surfacing AlA, he "rent to a luncheon where this was discussed and they are letting bids on re-surfacing and also "ull put a new bridge over Haulover Canal. . v u v .J OLD BUSINESS Councilman Sil!er said that at the last meeting, at which he could not be present, a motion was made by Councilman Ridgdill to contact Genter & Batten as Auditors. He 'VlOndered what the }I.tayor found out. ~~yor Armstrong said he contacted them but had received no definite a~ount as to the cost. The Council agreed to leave the financial arrangements to the discretion of the }1ayor and City Clerk. }~or announced that the Zoning Board has released notice for publication for zoning of Edgewater Mobile Homes. Trailer Park. Mayor said that they had some requests from the Fire Department and ",ould take these up at the next informal meeting. Councilman Cairnie said that a radio for the Fire Truck seems very feasible and is under consideration. }1ayor Armstrong said that there will be a need in the near future for a service truck in the Utility System. Since there are sufficient funds in the Water Department he felt we should consi~er purchasing a new truck. Motion duly made by Councilwan Cairnie we put out bids for a utility truck" and turn in the International Cab and Chassis, seconded by Councilman Ridgdill. Councilwan Siller said we should specify whether we want 1964 or 1965~ ~"or get a bid on each year. The roll call vote on the above motion was unanimous. The bids.are to be returned to City Hall by 4:00 P.M.,FRiday, October 2nd, 1964. }1ayor Armstrong suggested we paint the Civil Defense Truck Red and mark it FIRE DEPARTMENT NUMBER 3 ai!d use it as an extra equipment truck. Fred Garlick said that he thought it would be a good idea to use this truck as an extra equipment truck.
