Motion duly made by Councilman Siller these minutes stand approved as submitted, seconded by Councilman Cairnie and by vote CARRIED. The roll call vote was unanimous with the exceptmon of Mayor Armstrong and Councilman Ridgdill who abstained as they were not present at the July 20th meeting. The Building Official's Report for the month of July, 1964, was read. The Librarian's Report for the month of July, 1964, was read. Mayor Armstrong thanked the City Clerk and her staff, the Building Official and the Librarian for the fine reports. COHMUNI CA TIONS A letter was read from the Edgewater Baptist Church stating that they were opposed to the sale of liquor on Sunday in Edgewater. Mayor Armstrong said that a letter from Mr. Jones, former Fire Phone Operator; was read Friday Night and given consideration at that time. ORDINANCES ORDINANCE NUMBER 413 DESIGNATING AND APPOINTING A PATROU1AN FOR THE CITY OF EDGEWATER, VOLUSIA CCUNTY, FLORIDA, AND SETTING FORTH C OMPEN SA TIOO FOR SUCH OFFICE. The above ordinance was read in f~ll by Attorney Clark and motion duly made by Councilman Siller this ordinance be adopted, seconded by Councilman Cairnie and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held August 3rd, 1964. The Roll call vote was unanimous. Upon motion duly made by Councilman Siller, seconded by Councilman Cairnie the requirement of reading Ordinance upon second reading was waived and the ordinance was ordered put into effect immp-diately at the RegJar Meeting of the said Council held on the 3rd day of August, A.D. 1964, and approved as provided by law. The vote of said Council was unanimous. ORDINANCE NUMBER 414 TERMINATING SERVICES OF A SPECIAL POLICE OFFICER FOR THE CITY OF EDGEI'lATER, VOLUSIA COUNTY, FLORIDA, AND SETTING FORTH COMPENSATION DUE FOR SUCH OFFICE TO TERMINATION DATE. The above ordinance was read in full by Attorney Clark and motion duly made by Councilman Tingle this ordinance be adopted, seconded by Councilman Cairnie and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held August 3rd, 1964. The Roll call vote was unanimous. RESOLUTIONS RESOIUTION NUl.ffiER 54 DESIGNATING AND APPOINTING POLICE AND FIRE DISPA TCHERS FOR THE CITY OF EDGEWA TER, VOLUSIA COUNTY, FLORIDA. u " n ~ u u The above resolution was read in full by Attorney Clark and motion duly made by Councilman Cairnie this resolution be adopted, seconded by Councilman Ridgdill and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held this 3rd day of August, A"D" 1964" The Roll call vote was unanimous" OLD BUSINESS Attorney Richard Conner, representing Klaus Gruter and Lucille Bair, asked that the City Council make a decision on the sale of liquor on Sunday" He said he was grateful for the Councils courteous attention and their permitting him to come back so many times" He said the whole matter is an e~onomic issue and not a moral issue" He said these two businesses pay $750,,00 per year to the City for licenses, and they need these extr,a 52 days a year to make a living" There are businesses near-by ~dgewater that are open on Sunday" He $ked that the Council just give it a try" Mr" Conner presented a petition with 266 signatures on it to the Council" All being in favor of the change of hours for the sale of liquor" 230 of the signatures were Edge~ater residents" The rest are mostly people living near-by Edge\~ter" Motion duly made by Councilman Cairnie that the change of hOUES for the sale of liquor on Sunday be denied, seconded by Councalman Tingle, and by vote CARRIED" The roll call vote vias unanimous. NEW BUSINESS Motion duly made by Councilman Cairnie that the City Clerk be authorized to reinvest $18,000 in Treasury Bonds for six months, seconded by Councilman Siller and by vote CARRIED. The roll: call vote was unanimous. MISCELLANEOUS Motion duly made by Councilman Cairnie the dances in the Youth Center be cancelled for August and the Youth Director be dismissed until we have a reorganization meeting in the Fall, seconded by Councilman Tingle and by vote CARRIED" The Roll call.rvote was unanimous. Upon a request from a resident of Florida Shores, }~yor Armstrong said the Council ~all begin to move all the stop signs in Florida Shores as most of them are in the vrrong place. Also the shrubbery at the intersections on Indian River Blvd. will be moved back or cut do\~ so as to lessen the danger of accidents in Florida Shores. , }~yor Armstrong stated that the- City has about 50 gallons of weed killer and as soon as the city has a machine in operation to spread this around it will be used in Florida Shores. l1ayor also said that the paving in Florida Shores will start as soon as the County is f.inished' :va th ".their work in Orange City. He also said the water lines will be layed as soon as the city has the full crew working again. They must be layed before November 1, 1964. ~~. Zuhr from Florida Shores asked if the deposits in the City of Edge\~ter collect interest. Mayor Armstrong said they do not. }~. Zuhr said the deposits in New Smyrna Beach collect interest. Attorn~y Clark said that is a different situation since they have a lot more deposits tban this city has. 1~. Bebbington from Florida Shores asked that a police car cruise through Florida Shores between 6:30 A.M. and 8:00 A.M. and between 5:00 P.M. and 7:30 P.M. }~. Ridgdill said he used the new set up in the police department the other day and said he got very prompt and efficient serlvice. . lJ . ,.,. jII ~ J .... ~ }~. Walter Strang, Supervisor of Srnitary Sewerage ~roject, gave a progress report. He said that as of this date the following amount of pipe had been layed: 12" Pipe 10" Pipe 8" Pipe 4ll Pipe 6" Pipe Total 350 feet 1,400 feet 24,000 feet 5,139 feet 1,036 feet 31.,925 feet This averages out to about 1000 - 1200 feet every day. He said that Pumping Stations Number 3 and 6 have been started. They will get an electric pump and that will cut dOiill the noise during the sewer project. The Plant B~ogress is good. The easements are coming in better than before due to the help of everybody in the City. They vall cross the highway on approximately August 10th, 1964. The sooner they do this the sooner the de-acceleration lane can be put in. ~~yor Armstrong asked if the project vasn't ahead of schedule. l~. Strang said it was and there are about 8 crews working. We are about 2 months ahead of schedule. Mr. Strang said that on about August 13th they are to start the Water Plant Filter System.
