The Roll Call Vote was unanimous. n .. u Q ~ u OFFICERS REPORTS The Building Official's Report for the month of May, 1964, was read. Certification of Posting by the City Clerk, Helen W. Jones, dated May 19th, 1964, was read. Library Report for the month of May, 1964, was read. Mayor Armstrong thanked the Department Heads and their staff for the fine reports. He also commended the Library on putting into circultation 1,373 books. This is the largest number of books ever circulated by this library in one month. CONMUNICATIONS A letter was read from Kenneth G. May stating that he would give to the City of Edgewater sufficient property for a 50 foot right of way for Ocean Avenue, running East and West, through U.S. Lot 1, East of the F .E.C. Railroad. He also said he would like to giv.e a 40 foot right of way for Old County Road, running North & South through U.S. Lot 1, from the existing Old County Road at the North boundry of Lot 1 to the North Boundry of the school board property. In return for these right of ways, he would like to have Old County Road straightened and put into goClll rePair and also would like to have Snyder Street opened from Old County Road to Hart Avenue. A letter was read from Harry S. Drury, Jr. stating his opinion that 50 per cent of the streets paved this year should be paved north of Indian River Boulevard. He suggested the paving be done from Mango and Sable Tree Drives to 30th Street and 30th Street from Sable Palm east to the railraod which is south of Indian River Blvd. The rest of the paving should be done as follows: 2 blocks north on Juniper Drive, 2 blocks north on Mango Tree Drive, 5 blocks north on Pinetree Drive, 5 blocks north on Sable Palm Drive. He also suggested that the city engineers Briley, Wild & Assoc. of Daytona Beach, Florida be consulted on the street paving project. A letter was read from the Volusia County Women's Council of the Florida Association of Realtors requesting a re~olution be passed by the City of Edgewater providing ramps and ha~rails on all new public buildings to help the handicapped persons. A letter was read from Officer Robert J. Baker stating that he had given Chief Hayman seven days notice of- his leaving his present job as a patrolman to accept another job which offers more security, salary and greater working conditions. He said that if he can help the department in any way after the 5th day of June, 1964 he would be more than happy to do so. Motion duly made by Councilman Cairnie we accept the property that Mr. May has so: generously offered to the City of Edgewater, seconded by Councilman Siller and by vote CARRIED. The Roll Call vote WeB unanimous. Mayor Armstrong said he wished Mr. Drury could have been at this meeting tonight. The Mayor said he regretted that Mr. Drury had made a connnitment- on this paving beyond his term of office. He said this paving program has been carefully studied. He said it is one of the biggest paving programs the City of Edgewater has ever undertaken, in one year. He said this was a much different thing then the water lines that were put in. He said the City had to go along with the water lines because it had already been accepted by the State Board of Health. Motion duly made by CounciJJna.n Cairnie we table this letter from }'1r. Drury, seconded Py Councilman Tingle and by vote CARRIED. The Roll Call vote was unanimous. . II u ~ ~ v Concerning the letter from the Volusia County Women's Council, Councilman Cairnie requested it be tabled until the next meeting of the City Council so the council can go over it and give it further study before a Resolution is drawn up. Concerning the resignation of Officer Baker, Mayor Armstrong said his services have been most acceptable. He was a good officer. He served the City well. He said he felt at no time should the city hold anybody back from something better. He said he regretted we had to lose Officer Baker. He wished him well in his new job. Motion duly made by Counciiman Ridgdill we accept the resignation of Robert J. Baker wi:th regrets, seconded by Councilman Cairnie and by vote CARRIED. The Roll 8all vote was unanimous. Members of the City Council thanked Mr. Baker for his service to the City. ORDINANCES None RESOLUTIONS RESOliJTION NUMBER 4I3 AUTHORIZING THE HAYOR OF THE CITY OF EDGEWATER, VOLUSIA COUNTY, FIDRIDA, TO SIGN A PROMISSORY NOTE OBLIGATING THE CITY OF EDGEWATER, FLORIDA, TO PAY 1-1UNICIPAL CODE CORPORATION, TALLAHASSEE, FLORIDA, THE SUM OF $3,836.51. The above resolution was read in full by Attorney Clark and motion duly made by Councilman Siller this resolution be adopted, seconded by Gouncilman Cairnie and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of the said Council held on the 1st day of June, A.D. 1964. The Roll Call vote was unanimous. RESOLUTION NillffiER 49 NAMING HAYOR DANA T. ARMSTRONG AS OIVIL DEFENSE CO-ORDINATOR. The above resolution was read in full by Attorney Clark and motion duly made by Councilman Siller this resolution be adopted, seconded by Councilman Ridgdill and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of the said Council held on the 1st day of June, A.D. 1964. The Roll Call vote was unanimous. OLD BUSINESS None NEW BUSINESS None MISCELLANEOUS Hayor Armstrong said signs have been requested by a nuniber of people. In some instances we have complied with these requests. Signs such as "Slow', "Children At Play", etc. He said there have been a number of arrests in Edgewater on drunk driving charges. These people do not read signs. We always hope everyone will comply with rules and regulations but just putting a sign up doesn't mean safety. He requested that children be watched very carefully by their parents. . .. u ~ u u 11r. Bert Boz, 3110 Juniper Tree Drive, said that trucks are going by his home much too fast. Mayor Armstrong said that there are signs posted and if these people are caught there is nC. excuse. PUBLIC HEARING ON THE PAVING PROGRAM FOR THE CITY OF EDGE:~'lATER, FlDRIDA. The proposed paving is Juniper Mango Royal 30th Street 21st to 30th 21st to 30th Indian River Blvd. to 30th St. Royal to F.E.C. Railroad There were no objections from the audience. Mayor A~strong said that a list of the property owners on the proposed streets .to be paved along with their lot number had been prepared. The people that have property on these streets have a right to object if they wish. There were no objections. Councilman Tingle said that traffic is slower on a bad street than it is on a good street. Mayor Armstrong requested that Attorney Clark draw up an ordinance on the paving and have it at the next Council Meeting. Councilman Ridgdill, who is Councilman in Florida Shores, part of Zone #4, thanked the council for going along with this paving. He said they have shovm good faith in this matter. He said they are now in the process of installing sewer lines in the rest of the City and so all the paving could be done in Florida Shores this year. Mr. James Glatt, 2401 Lime Tree Drive, said that a speed trap is good at times but he said that if the police department is using this mechanical timing device to check speeding carS they should sit on the highway and not on a side street. Mayor Armstrong said that you can see a police car for quite a distance if it is sitting on the highway. He said he is not speaking in favor of using this device or speaking against it. He said there were 26 cases in the Holly Hill Law Center on one day and they were all picked up in the Edgewater-Qak Hill Area. He emphasized that the Police Department is not for the purpose of making money. He said it is not the intent of the Police Department to run a trap. They are just trying to control the speed on the highway. Councilman Siller said that any time a police car sits on the highway it is an invitation for cars to speed up When they have gotten beyond seeing distance of the car., If they do not see the car they will slow down since they do not know Where the car is. He said he knows this from driving up and down the highway every day. Councilman Ridgdill said he understood the police department was not arresting people unless they were at least 10 M.P.H. over the speed limit. There being no further business, motion duly made by Councilman Cairnie we recess this meeting until 7:30 P.M. on June 3rd, 1964, seconded by Councilman Ridgdill. There were no objections.
