The Regular Meeting of the City Council of the City of Edgewater,
Florida held May 18th, 1964 was called to order by Mayor Dana T. Apms~rong
at 7:30 P.M.

The Minutes of the Regular Meeting of the City Council held May 4th, 1964
and the Minutes of the Special Meeting of the City Council held May 12th, 1964
were presented to each Councilman for his approval. Motion duly made by
Councilman Siller these minutes stand approved as submitted, seconded
by Councilman Cairnie and by vote CARRiEED. The Roll Call vote was unanimous.

OFFICERS REPORTS
Certification of Posting, by the City Clerk, dated May 6th, 1964 was read.
Certification of Posting, by the City Clerk, dated May 13th, 1964 was read.
The Police Report for the month of April, 1964, was read.
Clerk's Cash Statement for April, 1964, was read.
Budget Report for April, 1964, was read.
Library Report for the month of April, 1964, was read.
Mayor Armstrong thanked the Officers of the City, and their staff~, for their
fine reports.
COMMUNI CA TI ONS
A letter was read from the Edgewater Volunteer Fire Department, dated
May 18th, 1964, requesting $300 for Fireworks for the Fourth of July
Celebration.
A letter was read from Mr. and Mrs. H. M. Pinckney, dated May 14th, 1964,
expressing their pleasure with the water installation made on their street.
Motion duly made by Councilman Siller we grant the Fire Department $300
for the fireworks on the Fourth of July, seconded by Councilman Tingle and
by vote CARRIED. The Roll Call vote was unanimous.

RES OW TIONS
RESOLUTION NUMBER 45 APPOINTING vlIWAM O. SMITH, JR. TO THE ZONING
AND PIANNING BOARD OF THE CITY OF EDGEWA TER, FLORIDA.
The above resolution was read in full by Attorney Clark and motion duly
made by Councilman Siller this resolution be adopted, seconded by Councilman
Ridgdill and passed by vote of the City Council of the City of Edgewater,
Florida at the Regular Meeting of the said Council held on the 18th day
of May, A.D. 1964. The Roll Call vote was unanimous.
RESOWTION NUMBER 46 FAVORING THE ESTABUSHMENT OF A BANK IN THE CITY OF
EDGEWA TER, VOLUSIA COUNTY, FLORIDA.
The above resolution was read in full by Attorney Clark and motion duly
made by Councilman Tingle this resolution be adopted, seconded by Councilman
Siller and passed by vote of the City Council br the City of Edgewater,
Florida at the Regular Meeting of the said Council held on the 18th day
of May, A.D. 1964. The Roll Call vote was unanimous.
RESOWTION NUMBER 47 DECLARING THE INTENT TO PAVE CERTAIN STREETS IN THE
CITY OF EDGEWA TER, VOL USIA COUNTY, FLORIDA.
The above resolution was read in full by Attorney Clark and motion duly
made by Councilman Ridgdill this resolution be adopted, seconded by Councilman
Tingle and passed by vote of the City Council of the City of Edgewater,
Florida at the Regular Meeting of the said Council he~d on the 18th day of
May, A.D. 1964.

Mr. Frank Perry, Date Palm Drive, asked why the City was paving
30th Street.
Mayor Armstrong said it is a connection with U. S. Highway #1.
Mr. Perry asked what streets are going to be paved east of the Railraod
Track.
Mayor Armstrong said that due to the anticipated Sewer Project east of
the track, it would hot be feasible to put in paving and then tear it
up for Sewer Lines.
Mr. Perry said he wanted Date Palm Drive paved right now. He said people
are using it as a race track.
Mayor Armstrong said he lived on an unpaved street that is an expressway
to the shell pit, and his street is not being paved.
Mayor Armstrong said the County Connnissioners work on a budget just like
the City and we must get our recommendations in on this paving right away.
Mr. Pe~ asked who a person would have to see to get a street paved.
Mayor Armstrong said you would have to see the City Council.
Councilman Siller said he thought it would be foolish to pave a street
and then have to dig it up. He said this City Council has done all it can
to save the tax payers money.
Mayor Armstrong said the Council has gone over the streets in Florida Shores
very thoroughly and haved selected streets to be paved that serve the most
people as through ways.
Mr. Charles Planchak, Date Palm Drive, said there were two houses on the
streets paved last year and there are twelve houses on Date Palm Drive.
Mayor Armstrong said the City gets a rebate of $25,000 this year and it
has to be used this year. He also emphasized that the sewer lines do not
go west of the railraod track. He told Mr. Perry and Mr. Planchak he would
give them all the consideration he could on the matter of paving Date Palm Drive.
He said at one time the City got diesel. oil from the railroad to put on the
streets but since the railroad strike we have not been able to get it.
Councilman Ridgdill said that if the paving is done in the latter part of
the year it might be possible the sewer lines will already be~in and your
street might be paved.
Councilman Siller explained that these streets to be paved in Florida Shores
are main arteries for all homes in the back of Florida Shores and not
necessarily just for the ones that live on those streets.
The Roll Call Vote on the Resolution declaring the intent to pave
certain streets in the City of Edgewater, the roll call vote was unanimous.
A Proclamation, signed by the Mayor, was read declaring May 22nd, 1964
as a da~ set aside for the distribtuion of Poppies in the City of Edgewater,
Florida.
Mayor Armstrong announced that June 1, 1964 would be a day set up for
Pulblic Hearing on the Paving. It would be at the regular meeting of the
City Council held that day at 7:30 P.M.

OLD BUSINESS
The City Council will meet May 29th, 1964, with the Edgewater-New S~na
Beach Humane Society to discuss further support from the City of Edgewater.
Mayor Armstrong announced that Mr. Moorly from the State Road Department has
informed him that the de-acceleration lane at the Florida Shores entrance has
had all the preliminaries taken care of. The Engineers have approved it.
Monies have been appropriated. It is just a matter of getting the time to
do the work.

MISCELLANEOUS
Mr. Bebbington asked if the roads in Florida Shores couldn't be graded.
Mayor Armstrong said the roads are very bad out there and one car has already
turned over a couple of times. He also said the dry weather is very bad for
the roads and there isn't much that can be done. He said the city is getting
very little help from.Mr. Moynahan. We have one of our employees on jury
duty and one on vacation. It is very hard to get all the work done. We
are trying to move ahead.
~ITs. Paul Wasserott, Needle Palm Drive, said the corner of 27th Street and
Needle Palm Drive is very dangerous. The road is washed out.
Mayor Armstrong said that if it is a dangerous condition the city will
take care of it immediately.
Mayor Armstrong asked that Chief of Police Jack Hayman check on the detector
car that goes up and down the railroad track and see if it isn't going over
the speed limit. He said that it is a very dangerous situation.
Mr. Donald Mason asked that the main drive, Indian River Blvd., in Florida
Shores be kept up. He said the weeds are very high and it doesn't make a
very good appearance.
Mayor Armstrong said there are about 75 miles of roads in Florida Shores and
that makes 150 miles if you include cutting weeds on both sides of the roads
and that makes!~it almost impossible to keep up with. He said that Mr. Moynahan
has a man working that is cutting weeds but he does most of the cutting Where
there are lots to b~ sold. We have helped the situation by taking out some
of the logs on the roads so the weeds can be machine mowed.
There being no further business, motion duly made by Councilman Tingle we
now adjourn, seconded by Councilman Ridgdill. There were no objections.
