The Minutes of the Regular Meeting of the City Council held March 16th,
1964 and the Minutes of the Special Meeting of the City Council held
March 26th, 1964 were presented to each Councilman for his approval.
Motion duly made by Councilman Tingle these minutes stand approved
as submitted, seconded by Councilman Cairnie and by vote ~D.

Motion duly made by Councilman Cairnie these bills be paid and be
made a part of the minutes, seconded by Councilman Tingle and by
vote CARRIED. The Roll call vote was unanimous.
OFFICERS REPORTS
Library Report for the month of March, 1964, was read.
Certification of Posting dated March 17th, 1964, was read.
Certification of Posting dated March 27th, 1964, was read.
Clerk's Cash Statement for March, 1964, was read.
Budget Report for March, 1964, was read.
Building Official's Report for March, 1964, was read.
Mayor Armstrong expressed his appreciation to all departments for
the fine reports.
Mayor Armstrong explained that the Audit Report was delivered to the
City Hall late this afternoon. He said he was hoping it would be read
tonight but since we have not had time to check the figures, ete.. we will
have to wait to take this up at the next regular meeting of the
City Council which will be held April 20th, 1964.
CrnMUNICA TIONS
A letter was read from the Library Board of the City of Edgewater
requesting $30 be advanced from the Library Budget in order that
Mrs. Thelma Hennig may go to the Library Association Meetings at
West Palm Beach on April 9th, 10th and 11th.
Mayor Armstrong said that the City Council unanimously approved the
advance of $30 from the Library Budget for the trip of Mrs. Hennig
to West Palm Beach, Florida.

ORDINANCE NO. 402 INCREA.SING THE COMPENSATION OF HEIEN W. JONES,
CITY CIERK FOR THE CITY OF EDGEWATER, FLORIDA.
The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Cairnie this ordinance be adopted, seconded
by Councilman Siller and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said
Council held April 6th, 1964. The Roll call vote was unanimous.
Upon motion duly made by Councilman Siller, seconded by Councilman
Ridgdill the requirement of reading ordinance upon second reading
was waived, at the Regular Meeting of the said Council held on the
6th day of April, A..D. 1964 and approved as provided by law. The

ORDINANCE NO. 403 INCREASING THE COMPENSATION OF MARIE E.
ROBINSON, DEPUTY CITY CIERK FOR THE CITY OF EDGEWATER,
FLORIDA .
The above ordinance was read in full by Attorney Clark and
motion duly made by Councilman Tingle this ordinance be adopted,
seconded by Councilman Cairnie and passed by vote of the City
Council of the City of Edgewater, Florida at the Regular Meeting
of the said Council held April 6th, 1964. The Roll Call vote
was unanimous.

duly made by Councilman Siller this ordinance be adopted, seconded
by Councilman Tingle and passed by vote of the City Council of the
City of Edgewater, Florida, at the Regular Meeting of the said
Council held April 6th, 1964. The Roll call vote was unanimous.

duly made by Councilman Cairnie this ordinance be adopted, seconded
by Councilman Ridgdill and passed by vote of the City Council of the
City of Edgewater, Florida, at the Regular Meeting of the said
Council held April 6th, 1964. The Roll call vote was unanimous.

RESOWTIONS
RESOWTION NO. 38 DffiECTING PUBLICATION OF NGrICE OF SALE OF
$1,692,000.00 WATERWORKS AND SEWER SYSTEM REFUNDING AND IMf~WVEMENT
REVENUE BONDS, SERIES A AND B, OF THE CITY OF EDGEWATER, FLORIDA,
DATED FEBRUARY 1, 1964. .
The City Council unanimously agreed to publish the notice of the
sale of bonds in the Daytona Beach News-Journal.
Mayor Armstrong said in the Resolution it states these bids will be
open in the City Hall rather than the Community Center. Attorney Clark
said it would be alright to open the bids in the Community Center.

The above resolution was read in full by Attorney Clark and motion
duly made by Councilman Cairnie this resolution be adopted, seconded
by Councilman Siller and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council
held this 6th day of April, A.D. 1964. The Roll call vote was unanimous.
OLD BUSINESS
Attorney Clark said that a contract between B. J. Van Ingen & Co. Inc
and Gunby & Gunby and the City of Edgewater hadn't been signed by
the previous Council. He said the reason could be the '" change in
attorneys at that time. The agreement stipulates the City will
pay the Fiscal Agent, out of city funds, $4,250. This amount will
not be paid until the bonds are sold.., '.
Motion duly made by Councilman Cairnie this agreement be accepted
by the City, seconded by Councilman Siller and by vote CARRIED. The
Roll Call vote was unanimous.
Motion duly made by Councilman Cairnie the Mayor, City Clerk and
City Attorney be authorized to sign this agreement, seconded by
Councilman Ridgdill and by vote CARRIED. The Roll call vote
was unanimous.
Mrs. Robert Maxwell asked why the money for the fiscal agents had to
come from the City Funds.
Attorney Clark said this is something that is done to prevent any
collusion that might arise between a government agent and a' fiscal
agent.
Mayor Armstrong said that the only expense that comes from city
funds in this sewerage project is for the Fiscal Agents.
NEW BUSINESS
Motion duly made by Councilman Siller the Fiscal Agents be authorized
to get sealed bids on advance loan on Sewerage Project from two local
banks, seconded by Councilman Cairnie and by vote CARRIED. The
roll call vote was as follows:

MISCEIJANEOUS
Mrs. Thelma Hennig questioned as to why the Library was charged with
$300 for fumigation of the Library. She said there is nothing set
up in their Library Budget for maintenance of the Library Building.
She said the previous council did not want anything put in the budget
for maintenance of library. She said the Board tries to 11 ve wi thin
their budget but an additional expense of $300 is just too much. She
said the Board was under the impression the City would pay for the
fumigation of the Library Building.

Mayor Armstrong said it wouldn't be fair to take this out of the
General Fund. He said the City is trying tc live within its budget too.
He said if he had his desk he could! show where the Library Board asked
that the Library be fumigated. He stated that last year the Library
was appropriated $3,500 and this year $4,000.
Mrs. Robert Maxwell said she couldn't see why the City coilldn't pay
for the fumigation of the Library.
Mayor Armstrong said that of course, at the end of the year, some
adjustments will have to be made but not at this time. He said the
City would like to cut taxes next year if possible.
The Council agreed that some arrangments could be made at the end
of the year.
Mayor Armstrong announced that this is Clean-Up Week in the City
of Edgewater and that the trash will be picked up all week. He
urged everyone that has winter left overs to get rid of it all this
week. He also said that the trash piles have to comply with our
City Ordinance but the trash can be put out every day. He said
that a week should be plenty of time for everyone to get rid of all
their trash. Garbage will be picked up as usual.
Someone from the audience complained about bobcats in his ya.rd. ~ J:fayor
Armstrong said he would check with the Game \<larden about this.
}'1rs. Robert Maxwell said that Wednesday, April 15th, 1964, is open
house in the Library and she invited the Mayor and Council to stop
by the Library. Refreshments will be served between 1 :30 and 4 :00 P.M.
This is sponsored by the American Legion.
Motion duly made by Councilman Cairnie the week of April 12 be dec1:ared
Edgewater Library Week and urge all citizens to attend the Library,
seconded by Councilman Ridgdill. There was no roll call.
Mrs. Hennig asked that a letter from the Florida State Library, Verna
Nistendirk, Director, be read. The letter was read and it said if
there is a representative at the meeting in W. Palm Beach the City
of Edgewater could very well qualify for funds for construction,
remodeling or an addition to the Library Building.
Mayor Armstrong said that there is a compulsory connection ordinance
for the water department that has not been enforced. We have a number
of citizens as well as businesses that have not connected to the City
Water. It is the responsibility of this council and l'I\Yself to see that
people abide by this ordinance. It is orily fair, just and honest
that we do not discriminate against those that pay their bills.
The sytem has been in operation 5i years. Water revenue projects
are based on the number of persons served by the lines and it is only
fair that residents who could be served by the lines to abide by the
compulsory connection ordinance. All these people will be brought to
court and every day after the court day, that the.y do not connect, constitutes
a new violation. Also a number of people are delinquent with their accounts
with the City. We will use every measure we have to get them to pay.
The City Attorney will prosecute these cases.
Attorney Clark urged these people to connect. He said the City does
not want to work a hardship on anyone. If a person can not pay the
full amount, it might be possible for them to make some kind of arrangements
to pay this amount.

Mayor also announced that liens would be put on the property
of people who are delinquent in the paving bills.
The City Attorney said that after all: this was taken care of
the bills will be kept current.
April 17th, 1964 is cut off date on these connections to the
water lines. Attorney Clark said that these people who do
not connect should be prepared to pu~ up a cash bond.
The new connections in the city have 90 days to hook up.
Councilman Kennedy asked about the paving that is to be done in
the City.
Attorney Clark said the Council will meet with Mr. Harris Saxon
on April 13th, 1964 to discuss the paving.
Motion duly made by Councilman Cairnie we now adjourn, seconded
by Councilman Ridgdi11 and there were no objections.
