The Regular Meeting of the City Council of the City of Edgewater,
Florida held 11arch 16th, 1964 was called to order by Mayor Dana T.
Armstrong at 7:30. P.M.

The Minutes of the Regular Meeting of the City Council held }~rch 2nd, 1964
and the ~linutes of the Recessed Meeting of the City Council held March 4th, 1964
were presented to each Councilman for his approval. Motion duly made by
Councilman Cairnie these minutes stand approved as submitted, seconded by
Councilman Tingle and by vote CAR..li.IED. The Roll Call vote 1'laS unanimous.

Motion duly made by Councilman Cairnie these bills be paid and be made a part
of the minutes, seconded by Councilman Ridgdill and by vote CARRIED. The
Roll Call vote was unanimous.

Councilman Ridgdill said the Mayor and Council had some discussion on the
bill from Lavin-Grafton Agency, Inc. in the amount of $306.13 but he believed
they had come to the conclusion that it was fair and just.
Mayor Armstrong explained that this bill for the insurance was for last
years insurance and not this years insurance.
OFFICERS REPORTS
Budget Report for February, 1964, was read.
Clerk's Cash Statement for February, 1964, was read.
Police Report for February, 1964, was read.
Certification of Posting, dated March 4th, 1964, was read.
11ayor Armstrong thanked everyone concerned with the above reports for
a job well done.
COHHUNICATIONS
A letter was read from the Edgewater Union Church, dated l1arch 13, 1964,
thanking the }~yor and City Council for the giving of a building permit
for the new parsonage without the usual fee.
A letter was read from the Library Board and Librarian of the Edgewater
Public Library expressing their appreciation and thanks to the City Council
for the fumigation of the Library Building.
ORDINANCES
ORDINANCE NO. 401 DESIGNATING AND APPOINTING A REGULAR POLICE OFFICER
FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, AND SETTING FORTH
CONPENSATION FOR SUCH OFFICE.
The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Tingle this ordinance be adopted, seconded by
Councilman Cairnie and nassed by vote of the City Council of the City
of Edgewater, Florida at the Regular Meeting of the said Council
held ~~rch 16th, 1964. The Roll Call vote was unanimous.
Upon motion duly made by Councilman Cairnie, seconded by Councilman Ridgdill
the requirement of reading ordinance upon second reading was waived and the
ordinance was ordered put into effect immediately, at the Regular Meeting
of the said Council held on the 16th day of ~4rch, A.D. 1964 and approved
as provided by law. The vote of said Council being unanimous.
Mayor Armstrong introduced the newly appointed police officer, Donald
Joseph Goodson.

Motion duly made by Councilman Cairnie we purchase U. S. Treasury Bonds
with the ~10,000 in the Reserve Account in the Water Department, seconded
by Councilman Ridgdill and by vote CARRIED. The Roll Call vote was unanimous.

Motion duly made by Councilman Cairnie the City Clerk be authorized to
make this expenditure of $10,000 from the Reserve Account of the Water
Department to buy U. S. Treasury Bonds, seconded by Councilman Ridgdill
and by vote CARRIED. The Roll Call vote was unanimous.

Mayor Armstrong said that at the last meeting of the City Council they
tabled a petition from Pointer Subdivision concerning the thick undergrowth
and brush in this area and the matter of cleaning it up. 7he l~yor said
last Sunday Afternoon the Council toured this area, as well as all the other
areas of the City. He said Councilman Cairnie would now make a report on
this tour.
Councilman Cairnie said Sunday the City Council saw the sorrowful mess
in the Pointer Subdivision. Much of the underbrush is on privately owned
property. There are Garbage Cans laying allover, which is against our
City Ordinance; Parts of cars are allover; Gas stoves are laying around.
He said the City can clean up the right-of-ways in this subdivision but
there was much work to be done by the people who own some of this property
in the subdivision. There are eleven unoccupied houses in this area.
Mayor Armstrong said the Council will do what is right for the residents
of this area. He said cooperation will be needed from all the people in
the City to get this area cleaned up. The first week in April, weather
permitting, will be declared Clean-Up Week for the City. We can then
get rid of some winter leftovers laying all around. The City will arrange
for transportation to get rid of this junk. We have no right to go on
privately o~~ed property even if the owners gave us permission to do so. We
can not use the tax payers money to go on someones private property. The
City will ask P. P. Cole, Hanson & McCallister and any others that may
have this kind of equipment to help in this Clean-Up week Program.
When asked if these people had been notified that they have all this
brush and weeds to be cleared, }myor Armstrong said they had been notified
but much of this property is held by Dallas Mortgage Company. He said
he saw a Titusville Paper that had eleven houses advertised for sale in
Edgewater and he said he wouldn't be surprised if they were the houses
in ~he lointer Subdivision, but the paper didn't specifically say those
houses. They were listed in the paper FOR SALE AS IS.
Mrs. Robert l~ell said the Pointer Subdivision has always teen a mess
at least since she has lived in Edgewater.
Mr. Stanley A. Seng, Sr. asked if it isn't legal to burn your own leaves, etc.
l~yor Armstrong said it is if yo~ tend to it very carefully.
Mr. Arthur Shafer asked if there isn't something that cOl11d be done ab~lt
making people clean off this property.
~~yor Armstrong said we do have ~ ordinance to this effect tut we would
be dealing with a Mortgage Company and we could have a law suit and we
could lose a lot of the tax payers money. If liens are put on the- property
we would not receive any money until the property is sold and that could take
as long as 50 years. The }~yor said when you deal with a problem like this
you have to consider all the people in the City.
Councilman Ridgdill explained that if it becomes a Health Hazard we could
have a Condemnation Suit.

}~s. Robert ~1ell asked about some sort of a Civil Defense Program
in the City of Edgewater. She said there should be something done so
that if there is an emergency the people will know what to do. She said
there are a lot of old people in Edgewater that might have to leave their
homes in case of an emergency and they should know where to go, etc.
:Hr. David L. Higgins, Sr. said 1-1r. DeMotte \1aS very anxious to distribute
literature on Civil Defense Shelters at one time. And we could qualify
for matching funds from the government and then get sirens for both ends
of the City. The Government has surplus equipment but none of it is
guaranteed.
}kyor Armstrong said he'has anticipated seeing ~w. DeMotte, who is
the head of the Civil Defense Program in this area, since November and
hasn't seen him yet. Mayor Armstrong said that some of the equipment
that was bought for the Civil Defense Program in past years was bought
from Regular Companies that make a profit on what they sell and had
nothing to do with matching funds from the Government. All they did
was stick a Civil Defense sticker on these items. Items such as radios
and a Civil Defense Car.
}myor Armstrong said the City cf New Smyrna Beach has about 19 pieces of
equipment. He said the City of Edgewater should get something.
Mayor Armstrong said in the last few months we have had some false alarms
concerning storms in this area, but at the time of these alerts the
Volunteer Fire Department and the Police Department were notified.
Councilman Cairnie said we very much need more man power.
14ayor Armstrong said the City Council will give this a great deal of thought
and try and qualify for the equipment from the Civil Defense Program.
