The Regular Meeting of the City Council of the City of Edgewater,
Florida held ~~rch 2nd, 1964 was called to order by Mayor

The }linutes of the Reg~lar Meeting of the City Council held
February 17th, 1964 and the Minutes of the Special Meeting of the
City Council held February 28th, 1964 were presented to each
Councilman for his approval. Motion duly made by Councilman
Cairnie these minutes stand approved as submitted, seconded by
Councilman Tingle and by vote CARRIED. The Roll call vote was
unanimous.

OFFICERS REPORTS
The Building Official's Report for the month of February, 1964, was read.
Certification of Posting dated February 18th, 1964, was read.
Certification of Appropriations dated }furch 2, 1964, was read.
Library Report for the month of February, 1964, was read.
}fuyor Armstrong, on behalf of the whole Council, thanked the Building
Official, the Librarian and the City Clerk and her staff for their
fine reports.
CO~~IDNICATIONS
A Petition was read, with 27 signatures attached, which stated
that the owners and renters of the Carl Pointer Subdivision and
surrounding areas of Edgewater request the members of the Board of
Commissioners of the City of Edgewater, Florida, take the necessary
steps to have the dense undergrowth cleaned from vacant lots
and unrented nroperties of this area as it presents a menace
to the residents because of fires, insects, reptiles, etc.
A letter was read from the New Smyrna Beach Fire Department to the
Edgewater Fire Department expressing their thanks for the assistance
given them by the Edgewater Fire Department.
A letter vIas read from Mr. & Mrs. David L. Wiggins, Jr. exnressing
their appreication and thanks to Police Chief Jack Hayman. for the
efficient way in which he handled the breaking and entering of
their home on Wednesday, February 19th, 1964.
The City Clerk read the figures on the bids submitted to the City
for the Diesel Tractor, Back-hoe and Front End Loader. These bids
were opened at the Special Meeting of the City Council held
February 28th, 1964. 'They were as follows:

Concerning the above mentioned petitiOf }~yo~ Armstrong said this
undergrowth does constitute a hazardous condition but also said that
most of this property is privately owned. He said he believed a
Mortgage Company owned most of this property. He said that the
City Council will do all it can to contact the owners and have them
clear it. He said the City Council will go along with cutting any
of the weeds that are on the right of way.
Councilman Cairnie said the Council will table this until the next
meeting and see what they can find out.

The above Resolution was read in full by Attorney Clark and motion
duly made by Councilman Cairnie this resolution be adopted, seconded
by Councilman Ridgdill and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council
held on the 2nd day of V~rch, A.D. 1964. The Roll Call vote was
unanimous.

The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Tingle this ordinance be adopted, seconded
by Councilman Cairnie and passed by vote of the City Council of
the City of Edgewater, Florida at the Regular l-ietlting of the
said Council held l~rch 2, 1964. The Roll call vote was unanimous.
Upon motion duly made by Councilman Cairnie, seconded by Councilman
Ridgdill the requirement of reading ordinance upon second reading
was waived and the ordinance was ordered put into effect immediately,
at the RegUlar Meeting of the said Council held on the 2nd day of

Motion duly made by Councilman Cairnie thE ordinance be accepted
pending the approval of the election tomorrow, seconded by Councilman
Tingle.
Attorney Clark asked that this Ordinance take effect immediately
so that the City does not have any delay in getting this project
started.
Mrs. Robert Maxwell said that she didn't think it would be right to
pass the ordinance tonight because then there would be no need
to vote tomorrow.
Attorney Clark explained that if the Sewage Proposal is defeated
tomorrow, all the City has to do is pass an ordinance repealing
the above mentioned ordinance. He stated that time is of the
essence. He said it is a very tight schedule and every day counts.
Councilman Cairnie withdrew his motion to accept this ordinance
pending the approval of the election. Councilman Tingle withdrew
his second to this motion.
The above ordinance was read in full and motion duly made by Councilman
Cairnie this ordinance be adopted, seconded by Councilman Tingle
and passed by vote of the City Council of the City of Edgewater,
Florida at the Regular Meeting of the said Council held March 2, 1964.
The Roll Call vote was unanimous.
Upon motion duly made by Councilman Cairnie, seconded by Councilman
Ridgdill the requirement of reading ordinance upon second reading
was waived and the ordinance was ordered put into effect immediately
at the Regular Meeting of the said Council held on the 2nd day
of March, A.D. 1964 and approved as provided by law. The vote of
said Council was unanimous.
Mayor Armstrong expressed his appreciation to the public for the
way they demonstrated their patience when the Library was exterminated.
OLD BUSINESS
None
N.E\'1 BUSINESS
Wayne Wolfe, President of the Edgewater Youth Center, expressed
his appreciation to the City for opening the youth center again
on Saturday Night. He said there are a few things that should
be changed in the Youth Center. He said it should not be open
to ten, eleven or twelve year. old children. He said they are just
a nuisance. He said that }tr. Hinson, who plays the records
over at the Youth Center, will not come back until he gets an
apology from Jack Hayman, Chief of Police. He said that the Chief
of Police turned off a record while it was playing. Wayne Wolfe
also stated that he thought it was fine if the parents come to the
Youth Center and help supervise, but if they do not come it should
still be open since they have a capable director in Mrs. Thornton.
He said he also felt the Youth Center should be open from 7:30
to 11:00. as it was before.
Mayor Armstrong said that all of these matters should be taken up vdth
the Board of Governors, with the City Council s~tting in on the meeting.
He said that if there are any amendments to the rules for running the
Youth Center, the Board of Governors and the Council should discuss
this with members of the Youth Organization. Concerning the apology
requested from Mr. HaJ~' l{ayor Armstrong said he didn't know anything
about it but said he would check and see what the circumstances were.
He said he hoped the whole thing would be worked out for the satisfaction
of the Youth of the City.

Mayor Armstrong said he was dovm to the Youth Center Saturday
Night and noticed that the group "las smaller then usual. Wayne
Wolfe said this was primarily because of the young children
that attended the Youth Center.
11ayor Armstrong said it may be possible to get something to
entertain the younger children. He said that will have to be
looked into.
MISCELLANEOUS
Mrs. Robert l~lell said she was not speaking for or against the
Sewage Program, but there is a letter that has been circulated
concerning the Sewage Program that has no signatures on it. She
said she didn't think it was fair to send out a letter without
someones signature on it. She said she has lived in Edgewater
a number of years and there have been many of these unsigned
letters through these years.
Mayor Armstrong said that the letter Mrs. ~~ell was referring to
has only one paragraph in it that is true and correct. All the
rest has errors. He said he didn't think the letter would have too
much effect on the election. Mayor Armstrong said he talked to
11r. Ralph Miller, Postmaster, and he said that there is nothing
that can be done about these letters, since the letter was sent
first class mail.
11ayor Armstrong reminded everyone that there is an election tomorrow
and urged everyone to vote. Poles are open from 7:00 A.M. to 7:00 P.M.
There being rio,further business, motion duly made by Councilman
Cairnie we recess this meeting until 4:00 P.M. Wednesday, ~arch 4, 1964,
seconded by Councilman Ridgdill and there were no objections.
