The Roll Call vote v.as unanimous. OFFICERS REPORTS Police Report for the month of January, 1964, was read. The Library Report for the month of January, 1964, was read. Budget Report for the month of January, 1964, was read. Clerk's Cash Statement for the month of January, 1964, was read. Certification of Posting dated February 4th, 1964, was read. Mayor Armstrong thanked the Police Department, Library and City Clerk and her staff for their reports. He said that the reports were self-explanatory. ORDINANCES ORDINANCE NO. 397 DESIGNATING AND APPOINTING A REGULAR POLICE OFFICER FOR THE CITY OF EDGE\lIATER, VOWSIA COUNTY, FLORIDA, AND SE'ITING FORTH COHPENSA TION FOR SUCH OFFICE. The above ordinance was read in ftul by Attorney Clark and motion duly made by Councilman Cairnie this ordinance be adopted, seconded by Councilman Tingle and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held February 17th, 1964. Mayor Armstrong said that ~~. Fugate is the City's extra policeman. 'He works the swing shift. By putting' him on a straight salary of $100 per month, it takes him out of the capacity of a Special Officer and makes him a Regular Officer. The Roll Call vote on the previous motion was unanimous. Upon motion duly made by Councilman Cairnie, seconded by Councilman Ridgdill the requirement of reading ordinance upon second reading was waived and the ordinance was ordered put into effect immediately, at the Regular Heeting of the said Council held on the 17th day of February, A.D. 1964 and approved as provided by-law. The vote of said Council being unanimous. RESOWTIONS RESOLUTION NO. 34 LIMITING THE VOTING TO FREEHOLDERS OF THE CITY OF EDGElfATER, VOIDSB. COUNTY, FLORIDA, AT THE SPECIAL ELECTION OF SAID CITY TO BF HELD ON MARCH 3, 1964; DESIGNATING THE PRESENTATION OF THE ISSUE TO BE VOTED UPON; AND PROVIDING FOR THE PREPARATION AND PRINTING OF BALLOTS FOR SAID ELECTION. The above Resolution was read in full by Attorney Clark and motion duly made by Councilman Cairhie this resolution be adopted, seconded by Councilman Tingle and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held on the 17th day of February, A.D. 1964. The Roll Call vote was unanimous. " v .' v (J " u OLD BUSINESS None NEW BUSINESS Amendment to Contract dated September 14, 1962 ,i.Lth Briley, Wild & Associates covering Water Supply, Treatment and Distribution Sanitary Sewage Collection and Treatment, was read. This Amendment was requested by the Housing and Home Finance Agency. There is no extra expense to the City. It is for administrative details. Mayor Armstrong explained that in the contract with Briley, Wild & Assoc. the engineers were excused from certain things that the Government re~lires them to do. All this amendment does is require they do these things. Motion duly made by CouncilwBn Cairnie we accept the Amendment to the contract of Briley, Wild & Associates, seconded by Councilman Ridgdill and by vote CARRIED. The Roll Call vote was unanimous. -------------------------- A Deed, dated September 1959 for the extension of New York Avenue) was read. The Deed is from Pietro and Maria Florio. Motion duly made by Councjlman Tingle this deed be accepted, seconded by Councilman Cairnie. }~yor Armstrong explained that this deed has been recorded in Deland, but there is nothing to substantiate this in City Hall. It has not been acted upon officially by a City Council. The Roll Call vote on the previous motion was unanimous. Motion duly made by Councilman Cairnie the City Clerk be authorized to advertise for bids on a New Diesel Tractor, Back-Hoe and Front Pay-Loader which the City definitely needs for the work needed to be done in The City. The Bids are to be in City Hall by February 28th, 1964 at 4:00 P.M. Specifications can be picked up at City Hall after Wednesday of this week, during business hours. Motion seconded by Councilman Tingle and by vote CARRIED. The Roll Call vote was unanimous. :MISCELLANEOUS Councilman Ridgdill explained that the City Library was very much in need of termite control. }~yor Armstrong said that there are two types of termites in the Library. He said that the one type definitely needs a gas operation to rid the Library of termites. He said that after the first treatment it is very inexpensive each year, but the first treatment will cost about $300. Mayor 'Armstrong said he hoped that the people of Edgewater would bear with us while we do this. The operation takes about 48 hours. It may be necessary to close the Library one day. He said, depending on the time it is done, the Library may be closed on one Friday or one Monday. He said that the procedure is that a Guard be posted out in front of the Library because there has to be a Gas Mask put around the Library which is dangerous if anyone gets near it. He said it is not necessary to take the books out of the Library. . ~ t.) I J u -' l{rs. Thelma Hennig, on behalf of the Library Board, thanked the City. George Kennedy asked if the City was liable to Briley, Wild & Associates for any money if the Sewer Project does not go through. . Attorney Clark explained that, in the event this Sewer Project doesn't materialize, the approximate cost of the City Engineers would ~e about ~64,000. He said he understood this to be true but he had not checked the contract recently and couldn't say for sure. He said he couldn't give Mr. Kennedy a direct answer because he didn't know the extent of the City's obligation. Attorney Clark said that the City tried to explain this situation at the two pub1_ic hearings. l{r. Kennedy said that if the Sewers don't go through it may be necessary to tax the freeholders ~200 per person to payoff this debt. Attorney Clark said before the election on March 3, 1964 the City will put articles in the paper urging the peon1e to vote for this program-and also state in the paper that the City vn11 be up against a great loss if it doesn't go through. }k. Kennedy said he was in favor of the Sewers but he said he didn't think the people understood it. Attorney Clark said that the Mayor and he will be at the Florida Shores Property Owners Association Meeting on Friday to discuss the Sewer Project. Mayor Armstrong said that the highest the City can raise the millage is 30 mills. But there can be a 10% increase in case of a specific purpose. He stated that because of Homestead Exemption it will cut dovm to a very few who will have to pay this bill if the Sewer Project does not go through. He explained that a lot of people are against the Sewer Project because it will not serve them. But if they don't get sewers, and I am one of those that won't, they won't have to pay anything. He stated that if they get sewers later on they will have to pay a tap fee similar to the one you have to pay for water. Mr. Donald Mason, President of the Florida Shores Property Owners Association, said he hoped the Sewer Project would go through. He saif if it doesn't, in a few years the Board of Health is going to require we have them. He said he felt most of the people in Florida Shores would vote for the Sewers. Very few are against it. Mr. Mason asked about the Water Extension in Florida Shores. Mayor Armstrong said that the City is putting in the 21t Line first. Because of the high water, it will be necessary to wait a little while for the 61t Line. He also said the City is working on the Drainage problem. l u o " ~ Mr. Paul Ream, Fire Chief, announced that on March 19th there will be a Blood Drawing in the City for the Firemens Association. }hyor Armstrong thanked Mr. Ream for the announcement and said it is very imnortant that we have a supply of blood in this area. Mrs. Thelma Hennig said that a Blood Drawing in this area is very imnortant. She gave an examnle of a person in this City needing blood and having to go to Daytona to get it. She said Ruth Driskel is going to have an operation soon and she may very well need a lot of blood. Mr. David Wiggins, Sr. asked about the de-acceleration lane at the entrance of Florida Shores. 14ayor Armstrong said he has tried to meet with Mr. State Road Department but as yet has not seen him. as he knew anything about the de-acceleration lane everyone knO"I. Moorley of the He said as soon he would let Mayor Armstrong brought up the matter of the Saturday Night Youth Activities in the Community Center. He said he has talked with the Council and they are all in favor of these parties but they should be run according to the rules. He said the Board of Governors should set up the rules and they should be approved by the Council. The audience participated in the discussion and everyone was under the agreement that it should be properly supervised and some of the narents should take an active part in these Saturday Night Parties. Mrs. Helen Grayson said that when she ran the Youth Program they had no trouble. She said it is necessary to have rules and run the party according to the rules. Mayor Armstrong said he has been down to the Saturday Night Parites every Saturday Night since he was elected, with one excention and then Councilman Cairnie covered for him. Councilman Cairnie said there should be some set rules, it should be limited to Edgewater Children and parents should participate. Councilman Ridgdill and Councilman Tingle both agreed that the Youth Center should be opened as soon as possible for the Children. The Council agreed that if Y~s. Grayson could get some parents to help her the City would be very much in favor of opening the Youth Center again. }ws. Grayson said she would be glad to do it but as soon as her book comes out for publication she will have to drop everything.
