REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, FLORIDA
HELD JANUARY 20TH, 1964
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong at 7:30 P.M.
on January 20th, 1964.

The ~1inutes of the Regular 1.1eeting of the City Council of the City
of Edgewater, Florida held January 6th, 1964 was presented to each
Councilman for his approval. Motion duly made by Councilman
Cairnie these minutes stand approved as submitted, seconded by
Councilman Ridgdill and by vote CARRIED. The Roll call vote was
unanimous.

Motion duly made by Councilman Cairnie these bills be paid and be
made a part of the minutes, seconded by Councilman Tingle and by
vote CARRIED. The Roll call vote 11/as unanimous.
OFFICBRS REPORTS
The Police Report for the month of December, 1963, was read.
Certification of Posting dated January 9th, 1964, was read.
CONMUNICATIONS-
Concerning a letter presented to the Council concerning irregularities
by the Building Official, }~yorArmstrong stated that our Attorney
has not had a chance to check this letter. Mayor Armstrong said
that there would be a report or hearing at the next regular meeting
of the City Council.

ORDINANCES
ORDINANCE NO. 396 FORNULATING AN EXTENSION POLICY FOR i'lATER
SUPPLY TREATHENT AND DISTRIBUTION SYSTEl'1 FOR THE CITY OF EDGElil\.TE.I1.,
FLORIDA.
The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Cairnie this ordinance be adopted, seconded
by Councilman Ridgdill and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council
held January 20th, 1964. The roll call vote was unanimous.
Upon motion duly made by Councilman Cairnie, seconded by Councilman
Ridgdill the requirement of reading ordinance upon second reading
was waived and the ordinance was ordered put into effect innnediately,
at the Regtuar Meeting of the said Council held on the 20th day of
January, A.D. 1964 and approved as provided by law. The vote of
said Council being unanimous.

Motion duly made by Councilman Cairnie the net revenue from the
sale of dog tags be turned over to the Edgewater-New Smyrna Beach
Humane Society, seconded by Councilman Tingle and by vote CARRIED.
The roll call vote was unanimous.
MISCELLANEOUS
Hayor Armstrong stated that Wednesday Night, January 22nd, 1964
there would be a Public Hearing on the Proposed Sewage and Water
Extension Program. He said there would be slides shown; engineers
will be available to be questioned on the Program in its entirety;
Fiscal Agents will be there to discuss any questions asked; Attorney
Clark will be there to answer any legal questions; and the Council
will be there to discuss any questions directed to them. He said
he would like a good attendance at this hearing. He stated that
there would be another hearing on January 29th, 1964.
AttDrney Clark urged everyone to come to this hearing. He said this
is not being ramrodded through. He said he didn't think there would
be time enough for a referendum vote but he said the Council wanted
to know the opinions of the people on this-matter.
Questions were asked about stray dogs in the City and l1ayor Armstrong
said that the Council was looking into this. He said there is an
Ordinance on this problem but he said the Council wanted to be fair
to all concerned.
A question was asked concerning the canals in Florida Shores and }~yor
Armstrong said he met vlith Hr. Hoynahan and said he is working on
a plan where the canals can be cleaned out.
Councilman Ridgdill said he was very concerned about the situation in
Florida Shores and hoped something could be done about it.

Mr. Charles Thompson from Florida Shores said that he has lived
in Florida Shores seven years and it has been going downgrade
every year.
Mrs. Dorothy Murton thanked the Council for helping get the
Edgewater Cottages at the corner of Ridgewood Avenue and Snyder St. cleaned up.
Mayor Al~strong said that Mr. LaBonde should get the credit for
this, because he is the one that got it cleaned up.
Mrs. Thelma Hennig said that the dogs in Edgewater have been
a considerable nuisance and she felt that if the Humane Society
picked up these dogs and charged the owners to get them back,
it would make some of the people think tvnce about letting their
dogs run loose.
Mayor Armstrong, in behalf of the whole Council, expressed his
regret of the death of Mr. Lawson, a Member of the Edgewater Zoning
and Planning Board.
Motion duly made by Councilman Cairnie we recess this meeting until
Wednesday, January 22nd, 1964 at 7:30 P.M., seconded by Councilman
Tingle and there were no objections.
