HELD JANUARY 6TH, 1964
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong at 7:30 P.M.
on January 6th, 1964.

The Minutes of the Special Meeting of the City Council held December 13, 1963,
the minutes of the Regular Meeting of the City Council held December 16, 1963
and the minutes of the Special Meeting of the City Council held
January 3, 1964 were presented to each Councilman for his approval. Motion
duly made by Councilman Cairnie these minutes stand approved as submitted,
seconded by Councilman Ridgdill and by vote CARRIED. The Roll call vote
was unanimous.

Motion duly made by Councilman Cairnie these bills be paid and be
made a part of the minutes, seconded by Councilman Tingle and by
vote CARRIED. The Roll call vote was unanimous.
OFFICERS REPORTS
Certification of Posting dated December 18th, 1963 was read.
The Building Officials Report for the month of December, 1963, was read.
The Librarian Report for the month of December, 1963, was read.
The Budget Report for the month of December, 1963, was read.
The Clerk's Cash Statement for the month of December, 1963, was read.
Attorney Clark clarified that, of the $1,120.17 paid for Attorney Fees
last month, $900 was for the previous attorney.
ORDINANCES
ORDINANCE NO. 390 OF THE CITY OF EDGEWATER, VOWSIA COUNTY, FLORIDA,
PROVIDING FOR THE COLIECTION OF GARBAGE AND TRASH; PRESCRIBING
GARBAGE CANS AND TRASH CONTAINERS; DIRECTING A SEPARATION OF
GARBAGE FROl1 TRASH; PROVIDING FOR THE RE110VAL, INSPECTION AND
DISPOSAL OF GARBAGE AND TRASH CANS, AND FOR OTHER PURPOSES; AND
PROVIDING PENALTIES FOR VIOLATION THEREOF.
The above ordinance was read in full by Attorney Clark and motion duly
made by Councilman Tingle this ordinance be adopted, seconded by
Councilman Cairnie and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council
held January 6th, 1964. The Roll call vote was unanimous.
In answer to a question from the audience, ~~yor Armstrong explained
that at trailer parks, the charge for Garbage pick-up for trailers is
$.75 per trailer if it is centrally located. If not centrally located,
it is $1.50 per trailer.
vfuen asked if this Ordinance covered the removing of garbage cans from the
street after the Garbage is picked up, Attorney Clarl: said it did. He said
he felt a reasonable time to get the garbage cans in would be in the afternoon
or evening if the Garbage is picked up in the morning.

Upon motion duly made by Councilman Cairnie, seconded by Councilman
Ridgdill, the requirement of reading ordinance upon second reading
was waived and the ordinance was ordered put into effect immediately,
at the regular meeting of the said Council held on the 6th day of
January, A.D. 1964 and approved as provided by law.. The vote of
said Council being unanimous.
ORDINANCE NO. 391 ACCEPTING THE BID OF STANDARD ACCIDENT INSURANCE
COMPANY AND GLEN FALLS INSURANCE COMPANY AND REJECTING ALL OTHER
BIDS.
The above ordinance was read in full by Attorney Clark and motion duly
made by Councilman Tingle this ordinance be adopted, seconded by
Councilman Cairnie and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council
he~d January 6th, 1964. The Roll call vote was unanimous.

Bids on the new Police Car for the City were read from the following

ORDINANCE NO. 392 ACCEPTING BID OF WATKINS FORD, INC. OF NEW
Sl-'IYRNA BEACH, FLORIDA AND REJECTING ALL OTHER BIDS.
The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Tingle this ordinance be adopted, seconded
by Councilman Cairnie and passed by vote of the City Council of
the City of Edgewater, Florida at the RegJlar Meeting of the said
Council held January 6th, 1964. The roll call vote was unanimous.
Upon motion duly made by Councilman Cairnie, seconded by Councilman
Ridgdill the requirement of reading said Ordinance upon second reading
was waived and by vote CARRIED. The roll call vote was unanimous.
Hotion duly made by Councilman Cairnie this Ordinance be passed on the
waiving of the second, seconded by Councilman Tingle and passed at
the Regular Meeting of the said Council held on the 6th day of January,
A.D. 1964 and approved as provided by law. The vote of said Council
being unanimous.
ORDINANCE NO. 393 DESIGNATING AND APPOINTING A CITY CLERK FOR THE CITY
OF EDGEWA TER, VOLUSIA COUNTY, FLORIDA, AND SETTING FORTH COMPENSATION
FOR SUCH OFFICE.

made by Qouncilman Tingle this ordinance be adopted, seconded by Councilman
Ridgdill and passed by vote of the City Council of the City of Edgewater,

COMPENSATION FOR SUCH OFFICE.
The above ordinance was read in full by Attorney Clark and motion duly
made by Councilman Tingle this ordinance be adopted, seconded by Councilman
Ridgdill and passed by vote of the City Council of the City of Edgewater,
Florida at the r.egular meeting of the said Council held January 6th, 1964.
The roll call vote was unanimous.

Mayor Armstrong announced that there would be a Public Hearing,
January 22, 1964 at 7:30 P.M. in the Community Center, for the purpose
of discussing the Proposed Sewage System for the City of Edgewater.
He stated that the City Engineers would be there and asked that
everyone come to this hearing.
Attorney Clark stated that the Fiscal Agents as well as the City
Engineers will be present at this hearing. He said he would also be
there to answer any questions that might come up from the legal point
of the proposed sewage program.
Mayor Armstrong announced that there would be another hearing on the
same matter on January 29th, 1964 at 7:30 P.M. in the Community Center.

Mayor Armstrong announced that Eugene Hodges had a petition
for all freeholders in Turnbull Bay District #24 to petition
County Commissioners for an election. The petition requires
25% of the freeholders signatures. The purpose of the petition
is to call a special election to build a new bridge in New
Smyrna Beach.
Mr. Hodges said it is a very important thing for this area and hoped
everyone would sign this petition.
14ayor Armstrong said that many people have been anxious for the bridge
to be moved further south. But the state owns the property and so it
must be built in the same place.
Mayor Armstrong said that there had been a considerable amount of
damage done in the City of Edgewater. Many signs, traffic signs,
and stop signs have been destroyed. It is an act of vandalism.
He said it is a disgrace to the City and there is a severe penalty
for this. He said the Police Department is looking into this very
thoroughly.
Mayor Armstrong said that BB Guns and Pelt Guns are also illegal.
Whoever is doing this destruction is even shooting guns from windows
of a moving car and hitting windows where the occupants are home.
Mayor Armstrong said that the previous Council had signed an agreement
to codify the City Records. Municipal Code Corp. did the codifying.
He said the total cost of this is $5,171. They (tHe previous council)
had fifty copies of these books printed and the cost of each book to
the public would be $101.25. He said he saw no reason why we needed
fifty copies or even twenty~five copies. He said that the Council
was in the process of checking the legality of the contract that was
signed. He said the cost of the book equals out to about $7.50 a page.
Attorney Clark said it was done by a private firm which also did the
codifying in New Srrwrna Beach. He said it was considerably less
in New Smyrna Beach.
Mayor Armstrong announded that Dog Tags will be on sale Saturday,
January 11, 1964 from 1:00 P.M. - 4:00 P.M.. The Veterinarian
will be present at that time to give the rabie shots to the dogs.
This will be done in the fire station.
When asked if there were any laws in the City of Edgewater for controlling
dogs, l~yor Armstronp said that there were but also added that this is
a very difficult problem and the Police Department has their hands full
right now ,v.ith comnlaints concerning dogs.
After a number of questions had been asked concerning the Railroad Crossing
in Florida Shores and the speed of the trains, Mayor Armstrong said
this Council would look into this once again and see what can be done.
Mayor Armstrong said that the petition that Eugene Hodges holds should
be turned in by January 16th, 1964 so the County Commissioners can act
upon it.
There being no further business, motion duly made by Councilman Cairnie
we now adjourn, seconded by 60uncilman Ridgdill and there were no obgections.
