The Regular Meeting of the City Council of the City of Edgewater,
Florida held December 16th, 1963 was called to order by Mayor
Dana T. Armstrong at 7:30 P.M.

Present
The Minutes of the Regular Meeting of the City Council held
December 2nd, 1963 were presented to each Councilman for his
approval. Motion duly made by Councilman Cairnie these minutes
stand approved as submitted, seconded by Councilman Ridgdill
and by vote CARRIED. The roll call vote was unanimous with the
exception of Councilman SillIer who was absent.

Motion duly made by Councilman Cairnie these bills be paid and
be made a part of the minutes, seconded by Councilman Ridgdill
and by vote CARRIED. Roll call vote was unanimous with the
exception of Councilman Siller who was absent.
OFFICERS REPORTS
Certification of Posting dated December 3rd, 1963 was read.
Budget Report for November, 1963, was read.
Clerk's Cash Statement for November, 1963, was read.
Police Report for November, 1963, was read.
COMMUNICATIONS
A letter was read from Councilman Carl A. Siller dated December 7, 1963
requesting he be granted a leave of absence until the regularly
scheduled meeting of April 6, 1964.
Councilman Siller emphasized in his letter that he has missed only
one meeting during his term as an elected official of the City
and that was occasioned by illness.
Councilman Cairnie said he felt Councilman Siller should be
granted the leave of absence and said he didn't want to lose
him from the Council.
Motion duly made by Councilman Cairnie that Councilman Siller be
granted the leave of absence he requested.
Councilman Ridgdill explained that a Councilman can be absent three
meetings without having a leave of absence granted. Further than
that the Council has to approve it. He will only be gone two
or three meetings beyond the three.
Councilman Ridgdill seconded the motion of Councilman Cairnie to
grant Councilman Siller a leave of absence.
}~yor Armstrong stated that he has given this matter considerable
attention. He said he felt Mr. Siller has done a good job and has
a good record. He stated that }~. Siller is employed indirectly
by the Federal Government and is involved in shooting Atlas Missiles.
His job, as an instructor, is an honor. With all the procedures
that would have to be done for another election, l1r. Siller would
be back to run for the job of Councilman which he would have
vacated. The Roll call vote on the motion to grant the leave of
absence was unanimous with the exception of Councilman Siller who
was absent.
Mayor Armstrong said that, if anyone in precinct one has anything
they want to know or have done they should call the Mayor or any
of the Counci~en, and they will be given careful consideration.
ORDINANCES
ORDINANCE NO. 389 DESIGNATING AND APPOINTING A REGULAR POLICE OFFICER
FOR THE CITY OF EDGEVJATER, VOLUSIA COUNTY, FLORIDA, AND SETTING
FORTH COMPENSATION FOR SUCH OFFICE.

The above ordinance was read in full by Attorney Clark and motion
duly made by Councilman Ridgdill this ordinance be adopted, seconded
by Councilman Cairnie and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council
held December 16th, 1963.
Mr. David L. Wiggins: Where does he (Robert Baker) live in Edgewater?
Mayor Armstrong: He lives in New Smyrna Beach.
Mr. Wiggins: Wasn't there anyone in Edgewater?
Mayor Armstrong: At the time there wasn't.
The Roll call vote of the three Councilmen and the Mayor was unanimous.
Uoon motion duly made by Councilman Cairnie, seconded by Councilman
Ridgdill the requirement of reading said Ordinance upon second reading
was waived and by vote CARRIED. The Roll call vote of the three
Councilmen and Mayor was unanimous.
Motion duly made by Councilman Cairnie this Ordinance be passed on
the waiving of the second reading, seconded by Councilman Tingle
and passed at the Regular Meeting of the said Council held on the
16th day of December, A.D. 1963 and approved as provided by law.
The Roll call vote of the three Councilmen and Mayor was unanimous.
Mayor Armstrong stated that the Garbage Ordinance that was to be
passed tonight was incomplete.

Motion duly made by Councilman Cairnie we accept the lowest bid
from Albert H. Kinsey Insurance in the amount of $4,622.03 for our
City Insurance, seconded by Councilman Tingle and by vote CARRIED.
The Roll call vote of the three Councilmen and }~yor was unanimous.

l1otion duly made by Councilman Ridgdill the City Clerk be
authorized to advertise for bids on a new police car; bids
to be returned to City Hall by Thursday, January 2nd, 1964
by 4:00 P.M. seconded by Councilman Cairnie and by vote
CARRIED. The Roll call vote of the three Councilmen and
the Mayor was unanimous.
Mayor Armstrong said the specifications are at City Hall.
mSCELLANEOUS
Mrs. Thelma Hennig asked if the insurance that was accepted
by the Council covers the Library.
~~YDr Armstrong said it did.
Mayor Armstrong introduced Mr. Kinsey who was successful in
bidding for the City Insurance.
There being no further business motion duly made by Councilman
Cairnie we now adjourn, seconded by Councilman Ridgdill and
there were no objections.
