The Regular Meeting of the City Council of the City of Edgewater, Florida
held November 18th, 1963 was called to order by Mayor Dana T. Armstrong
at 7:30 P.M.

The Minutes of the Continued Meeting of November 13th, 1963 and the }{inutes
of the Special Meeting of November 14th, 1963 were presented to each
Councilman for his approval. Motion duly made by Councilman Siller
these minutes stand approved as submitted, seconded by Councilman Ridgdill
and by vote CARRIED. The roll call vote was unanimous.

Mayor Dana T. Armstrong presented Mr. Jefferson W. Clark who has been
accepted as City Attorney. l~. Armstrong then asked that the Ordinance
hiring Mr. Clark be read.
ORDINANCE
ORDINANCE NO. 373 DESIGNATING AND APPOINTING A CITY ATTORNEY FOR THE CITY
OF EDGEWATER, VOLUSIA CCUNTY, FLORIDA, AND SETTING FORTH COMPENSATION
FOR SUCH OFFICE.
The above ordinance was read in full by Mr. Jefferson W. Clark and motion
duly made by Councilman Siller this ordinance be adopted, seconded by
Councilman Tingle and passed by vote of the City Council of the City
of Edgewater, Florida at the Regular Meeting of the said Council held
November 18th, 1963. The roll call vote ..las unanimous.
Upon motion duly made by Councilman Siller, seconded by Councilman Cairnie
the requirement of reading said Ordinance upon second reading was waived
and by vote CARRIED. The roll call vote was unanimous.

Motion .duly made by Councilman Cairnie these bills be paid and be made
a part of the minutes, seconded by Councilman Tingle and by vote CARRIED.

OFFICERS REPCRTS
Certification of Posting dated November 8th, 1963 was read.
Certification of Posting dated November 14th, 1963 was read.
A report ~as read from the Board of Governors of the Community Center
for the period of time between November 1961 thru October 1963 and gave
an itemized list of all expenditures and receipts. It also told the
different functions that take place in the Community Center.
Mayor Armstrong commended the Board of Governors on the fine report they
submitted and the fine work they have been doing. He said they have done
an excellent job.
Motion duly made by Councilman Ridgdill we accept the report of the Board
of Governors, seconded by Councilman Tingle and by vote CARRIED. The
roll call vote was unanimous.
C ONMU NI CAT IONS
A letter was read from John Zeilman, dated November 16th, 1963 askfurlg
the Council to consider the following three items:
1. To open each Council Meeting with a Prayer for Guidance.
2. To abide by the Robert's Rules of Procedure.
3. To adopt the 'FOUR WAY TEST'.
A letter was read from Gloria Wilson, dated November 16th, 1963, commending
the City Council for opening the Council Meeting with pray~r.

A letter was read from the Housing and Home Finance Agency, dated
November 6th, 1963, concerning Application No. PFL-Fla-672, Water &
Sewer Facilitie~ They said they are in the final stages of review
and expect to be in position to make a final decision regarding
approval within the near future.
A letter was read from Thelma Hennig, Secretar,y of the Board of Governors,
dated November 18th, 1963, stating that at a Special Meeting of the Board
of Governors a motion was passed that Youth Night Continue in Edgewater,
but they would like the City Council to employ a director.

OLD BUSINESS
A letter was read from the Edgewater Volunteer Fire Department, dated
November 5, 1963, listing the newly elected officers. Elected Fire
Chief was faul Ream. Other officers were Dave McCallister, Herbert
Boreck, Edward Steighner, Ken Robinson, Roger Dahlhaus, Richard Hanson,
Thomas Tedei, Robert Kennedy and John Marrocco.
Motion duly made by Councilman Siller we accept the letter from the
Edgewater Volunteer Fire Department and approve who they have elected
as Officers in this Department, seconded by Councilman Cairnie and by
vote CARRIED. The Roll call vote was unanimous.
Mayor Armstrong presented a plaque from the American Water Works Assoc.
to the City of Edgewater, which was an award of merit in recognition
of an Excellent Safety Record in the Water Works Industry.
Mayor Armstrong said we should be very proud of the Water Department
and commended them on their good work. He explained that out of
90 participants we received this Special Safety Award. 14ayor Ar.mstrong
said this award was in recognition of wo~ done before he came into office
but said that they have done a good job.
Mayor Armstrong stated that Councilman Cairnie is now on the Board of
Governors. Since he is serving the City in another capacity we must
find a replacement. Councilman Cairnie, Zone #3, has suggested
Mr. Frank W. Ewen., to be his replacement.
Motion duly made by Councilman Siller that Mr. Frank W. Ewen, zone #3,
be appointed to the Board of Governors to replace Mr. Cairnie, seconded
by Councilman Ridgdill and by 'vote CARRIED. The Roll call vote was
unanimous.
Motion duly made by Councilman Cairnie the entire Board of Governors
be re-appointed with the exception of Harold Cairnie who is to be
replaced by Frank W. Ewen, seconded by Councilman Siller and by vote
CARRIED. The Roll call vote was unanimous.
Motion duly made by Councilman Cairnie we appoint Hrs. Mary Thornton,
Coquina Drive, as Director of Youth Night or any other activity for
the youth of the City of Edgewater, seconded by Councilman Ridgdill.
Councilman Cairnie amended this motion to include the pay for Mrs. Thornton
which is to be $1 an hour, this amendment seconded by Councilman Ridgdill
and by vote CARRIED. The Roll call vote on the amendment was unanimous.
The Roll call vote on the entire motion was uanimous.
Mr. Adolph LaBonde, Building Official, asked that the City of Edgewater
join the Southern Standard Building Congress Assoc. and the fee for a
full year is $25. He said it is very worthwhile to belong to.
Mayor Armstrong said the Council will give this deep consideration.

The audience was given a chance to ask questions but there were none.
Mayor Armstrong thanked everyone for their attendance at this meeting.

He said the Council knows there are a lot of things to be done but it
will take time to get to all of them.
There being no further business motion duly made by Councilman Cairnie
we now adjourn, seconded by Councilman Ridgdill. There were no objections.
