FIDRIDA HELD NOVEMBER 6TH, 1963
The Regular Meeting of the City Council of the City of Edgewater, Florida
held November 6th, 1963 was called to order by Mayor A. Hussey at 7:00 P.M.

The Minutes of the Regular Meeting of the City Council held November 4th, 1963
were presented to each Councilman for his approval. Motion duly made by
Councilman Seng these minutes stand approved as submitted, seconded by
Councilman Siller and by vote CARRIED. Roll call vote being as follows:-

CONMUNI CA TIONS
A letter of resignation as Civil Defense Co-Ordinator by David L. Wiggins, Sr.
was read. He also stated that the Volusia County Civil Defense Plan,
revised January 1963, Issue No. 25 and State of Florida Natural Disaster
Assistance Manual have been delivered to the City Clerk and he was given
receipt for same.
Motion duly made by Councilman Palmateer we accept the r.esignation of Mr.
David L. Wiggins, Sr. as Civil Defense Co-Ordinator with regret, seconded
by Councilman Siller and by vote CARRIED. Roll call vote being as follows:-

A letter of resignation as Fire Chief, by Fred Garlick, was read. The letter
stated he had served over eleven years in Volunteer Fire Department and over
ten years as Chief. The letter also stated that Paul Ream was elected as
Chief on October 17th for the new year.
Motion duly made by Councilman Siller we accept the resignation of Fred
Garlick, seconded by Councilman Seng and by vote CARRIED. Roll call vote

Mr. Fred Garlick was called to the front. A gold fireman's ex-chief badge
was presented Mr. Garlick by IvIayor A. Hussey. The Mayor complimented
Mr. Garlick for the fine work he has done for the City of Edgewater. He
said he was sorry to see !-Ir. Garlick retire. He said Mr. Garlick had
done his best for the community and he had the City of Edgewater at heart.
Mr. Garlick: Thank you. I am leaving a lot of friends and fellowship
and I have had a happy time serving everybody.
Councilman Seng also complimented }~. Garlick on a good job.
Councilman Seng also stated that another employee of the City was leaVing,
City Clerk Kathryn B. O'Connell. He said she had done a good job. She
is a good woman and a good worker. He said he would like to thank her
personally for all the work she did for us.
Councilman Siller thanked Y~s. O'Connell for what she has done for all
of us in behalf of the whole Council.

RESOLUTION NO. 26 DECLARING THE RESULTS OF THE REGULAR ELECTION HELD IN THE
CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, ON THE 5TH DAY OF NOVEMBER, A.D.
1963 AND PROVIDING FOR THE ISSUANCE OF CERTIFICATE OF ELECTION TO THE
CITY OFFICERS CHOSEN AT SAID ELECTION.
The above resolution was read in full by City Clerk O'Connell and motion
duly made by Councilman Seng this resolution be adopted, seconded by Councilman
Palmateer and passed by vote of the City Council of the City of Edgewater,
Florida at the Regular Meeting of the said Council held the 6th day of

RESOLUTION NO. 27 DETERMINING THAT THERE IS NO FURTHER BUSINESS TO C01-1E
BEFORE THE CITY COUNCIL A1~ THAT THIS ADMINISTRATION OF THE CITY OF
EDGEWATER, FLORIDA ADJOURN S~NE DIE.
The above resolution was read in full by City Clerk O'Connell and motion
duly made by Councilman Seng this resolution be adopted, seconded by
Councilman Palmateer and passed by vote of the City Council of the
City of Edgewater, Florida at the Regular Meeting of the said Council

Mayor Hussey: In tribute to Council and Office Force, I wish to state
here my thanks and gratitude for the way they stood by me in the two
years I served as Mayor. May I also include our Street Department, Water
Department, Building Inspector and Police Department. I appreciate every
effort put forth in my behalf by the whole council. I wish every success
that can be bestowed upon the new council and I hope they will endeavor
to do that which is right under God and man. I have learned to live
under my Creator. Mr. Dana Armstrong, may God look down on you
in the future. He sees all of us, all the time.

Mr. Hussey presented to Mayor Armstrong the gavel of the City and
hoped he would use it to the best interest of the City.
Mayor Armstrong: I am grateful that you have elevated me to this office
of the Mayor of the City of Edgewater. I will perform my duties to the
best of my ability. I am proud of the gentlemen you have elected and
feel they are very well qualified. We ~rill have a united and cooperative
City Council. We will serve you in the best interest of all the people
of the City of Edgewater.

The Entire Council thahked Mr. & Mrs. Lenz & family for their telegrams
of best wishes.

Councilman Siller said that Mrs. O'Connell had given Mrs. Helen Jones
a high recommendation as being qualified to be City Clerk.
Mrs. O'Connell said shehas had 10 years experience with the City of
New Smyrna Beach.
Motion duly made by Councilman Siller, Mrs. Helen Jones be appointed
City Clerk of the City of Edgewater, Florida, seconded by Councilman
Ridgdill and by vote CARRIED. Roll call vote being as follows:-

RESOLUTION NO. 28 DESIGNATING AND APPOINTING BANK OF rID<1 SMYRNA
AS THE DEPOSITORY OF FUNDS OF THE CITY OF EDGEWATER, FLORIDA, AND
FURTHER DESIGNATING THE AUTHORIZED SIGNATURES FOR THE \OlITHDRAWAL OF
CITY FUNDS.
The above resolution was read in full by Kathryn B. O'Connell
and motion duly made by Councilman Siller this resolution be adopted,
seconded by Councilman Cairnie and passed by vote of the City Council
of the City of Edgewater, Florida at the Regular Meeting of the said
Council held the 6th day of November, A.D. 1963. Roll call vote being

Mrs. O'Connell said that the whole time she has worked for the City
of Edgewater tiny have had the Bank of New Smyrna as the City Depository.
She said they had been very cooperative. And certain times the head
bookkeeper has gone out of her way to deliver bankstatements to the
City personally when they were needed in a hurry.
Councilman Siller questioned as to whether the City attorney would be
retained as separate party from city employees.

Mr. Louis Ossinsky, Jr. said that the Attorney serves at the
will of the Council.
Councilman Siller said the Council has not gotten together to decide
on a City Attorney at this time.
Motion duly made by Councilman Siller that with the exception of the
Police Chief, all City Employees be retained on a temporary basis
until the time we can draw up resolutions or ordinances making them
permanent, seconded by Councilman Ridgdill.
Mr. John Deibler asked if they were going to appoint a Police Chief
tonight.
Councilman Siller said not tonight.
Mr. Deibler asked if he was released as of tonight and he was told '7es".

Motion duly made by Councilman Siller the office of City Attorney be
held vacant until time Council decides on appointment, seconded by Councilman
Cairnie and by vote CARRIED. Roll call vote being as follows:-

Attorney Louis Ossinsky, Jr. said he had another meeting to go to and
if he wasn't needed he would leave. He stated that in behalf of his
father, the concern of Ossinsky and Krol and himself that it was a
pleasure to serve the City of Edgewater and former Council. He said
he holds no animosity towards anyone. He said if the Council needs any
information, etc. they'should feel free to contact him.
A letter was read from the Volunteer Fire Department, signed by
Edward Steighner concerning the new officers in the Volunteer Fire
Department.
Motion duly made by Councilman Cairnie we table this until we have
a reorginization meeting, seconded by Councilman Siller. There
was no roll call.
Motion duly made by Councilman Siller we adopt the Robert's Rules of
Order, seconded by Councilman Ridgdill and by vote CARRIED. Roll call

Motion duly made by Councilman Siller that the Council authorize Mayor
Armstrong to supervise public works administration including the Police
Department temporarily until we have reorginization meeting to determine
just who is to control the departments, seconded by Councilman Cairnie
and by vote CARRIED. Roll call vote being as follows:-

Mayor Armstrong asked that .the entire Council meet with him
Friday night at 7:30 P.M. at the City Hall but at this meeting there
will be no legislation passed. It will just be a discussion of
issues that concern the Council.
Councilman Siller complimented Mrs. 0' Connell on the wonderful job
she as done. He said he wished her all the success in her new job.
Mrs. O'Connell said that she has worked for the City of Edgewater 7i
years. She said she has loved the people. She said she always tried
to do her best. She said a month ago a nice young couple offered a
job to her and she thought this would be a good time to leave.
Mayor Armstrong said he has known Mrs. 0 I Qonnell a long time, and
considered her a very dear friend. She is very pleasant and very
easy to get along with and he said he tried to convince her to stay.
Former Councilman Seng wished the new council all the luck in the
world. He said if there was anything he could do he would be glad
to help.
The Mayor and Council introduced their wives to the citizens of Edgewater.
Motion duly made by Councilman Siller we recess this meeting until
7:30 P.M. on November 13, 1963, seconded by Councilman Ridgdill and
