Motion duly made by Councilman Siller the minutes of October 21st, 1963 stand approved as submitted, seconded by Councilman Seng and by vote CARRIED. Roll call vote being as follows:- Councilman Siller Councilman Seng Councilman Palmateer Councilman Drury Mayor Hussey Yea Yea Yea Absent Yea Motion duly made by Councilman Seng the minutes of October 29th and November 2nd, 1963 stand approved as submitted, seconded by Councilman Palmateer and by vote CARRIED. Budget Report for October, 1963 was read. Building Official's Report for October, 1963 and Report on the last Fiscal Year was read. Librarian's Report for October, 1963 was read. Fire Department Report from November 1, 1962 to November 1, 1963 was read. Certification of Posting dated October 22nd, 1963 was read. CONHUNICATIONS A letter was read from H. M. &axon, County Commissioner, stating that as soon as they have a few more roads ready for that same kind of work, the marking of Riverside Drive will be done. The City Clerk stated that we have no reply from the State up to this time. ORDINANCES ORDINANCE NO. 368 AMENDING SUBPARAGRAPH (b) OF SECTION 6 OF ORDINANCE NO. 219 OF THE CITY OF EDGEi^IA.TER, FLORIDA, BY ADDING THERETO SUB-SUB PARAGRAPH (8) WHICH CREATES AND DEFINES RESIDENCE A-5 DISTRICT IN SAID CITY; AMENDING SECTION 7 OF ORDINANCE NO. 219 OF SAID CITY BY ADDING THERETO AND CREATING SUBPARAGRAPH (i) TO PROVIDE ZONING LINITATIONS .AND RESTRICTIONS FOR SAID RESIDENCE A-5 DISTRICT; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING WHEN THIS ORDINANCE SHALL TAKE EFFECT. The above Ordinance was read in full by Attorney Louis Ossinsky, Jr. and motion duly made by Councilman Seng this Ordinance be adopted, seconded by Councilman Palmateer and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held November 4th, 1963. I J Upon motion duly made by Councilman Siller, seconded by Councilman Seng the requirement of reading said Ordinance upon second reading was waived and by vote CARRIED. The vote of said Council being as follows:- Councilman Siller Councilman Seng Councilman Palmateer Councilman Drury Mayor Hussey Yea Yea Yea Ibsent Yea ORDINANCE NO. 369 ACCEPTING BIDS FOR CAST IRON FITTINGS AND SPECIALS, VALVES OF VARIOUS TYPES AND SIZES, FIRE HYDRANTS, CEMENT ASBESTOS OR CAST IRON PIPE, GALVANIZED STEEL PIPE; REJECTING ALL 0'lliER BIDS; AUTHORIZING ORDER AND PURCHASE OF MATERIAlS PURSUANT TO SUCH BIDS SO ACCEPTED; . REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; It.ND PROVIDING WHEN THIS ORDINANCE SHALL TAKE EFFECT. The above Ordinance was read in full by City Attorney Louis Ossinsky, Jr. and motion duly made by Councilman Palmateer this Ordinance be adopted with the correction of the Johns-Manville Sales Corp. bid to read $8,850 seconded by Councilman Siller and passed by vote of the City Council of the City of Edgeaater, Florida at the Regular Meeting of the said Council held November 4th, 1963. ' v v \J \J Motion duly made by Councilman Palmateer the City Clerk be authorized to correct the Ordinance concerning the Johns Manville Bid which was in error, seconded by Councilman Siller and by vote CARRIED. Roll call vote being as follows:- Councilman Siller Councilman Seng Councilman Palmateer Councilman Drury Mayor Hussey Yea Yea Yea Absent Yea OLD BUSINESS None NEVi BUSINESS Motion duly made by Councilman Palmateer the City Clerk be given the authority to transfer $10,000 from Revenue Fund to Depreciation Fund for Capital Improvement in Water Department, seconded by Councilman Seng and by vote CARRIED. The Attorney asked if any of this money was pJ.edged. The City Clerk said that it was set up in the Ordinance that this money could be transferred. Roll call vote being as follows:- Councilman Siller Councilman Seng Councilman Palmateer Councilman Drury Mayor Hussey Yea Yea Yea Absent Yea Mr. Charles Scavardo asked: Why did the City of Edgewater annex Florida Shores when they knew they couldn't cope with that vast development? I built in 1957. Mayor Hussey, I understand you were on the Council then. I received a tax bill for $343. I want a plain and simple answer. Mayor Hussey said he had nothing to do with the annexation of Florida Shores. Councilman Sang: Florida Shores was taken in by referendum. The People in Edgewater voted to take it in. When I voted YEA on taking in Florida Shores, I said I hoped the Florida Shores people understood it would be many a day until we can take care of it. Mr. Scavardo asked: Are we being negJ.ected? I was never notified about the referendum. Councilman Seng: You have not been neglected by a long shot. Councilman Seng: You are one of the few people in Florida Shores that pay that much tax. Mr. Wiggins said that $40,000comes to the City from Florida Shores. The people that live in Florida Shores are not paying that money; it is the people with the vacant property that pay that.
