HELD OCTOBER 18TH, 1965

The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong at 7:30 P.M.
on October 18th, 1965.

The Minutes of the Regular Meeting of the City Council held October 4th, 1965
were presented to each Councilman for his approval. Motion duly made by
Councilman Tingle these minutes stand approved as submitted, seconded by
Councilman Siller and by vote CARRIED. The roll call vote was unanimous
with the exception of Councilman Ridgdill who abstained.

Motion duly made by Councilman Siller these bills be paid and be made
a part of the minutes, seconded by Councilman Cairnie and by vote CARRIED.
The roll call vote was unanimous.
OFFICERS REPORTS
The Clerk's Cash Statement for the month of September, 1965, was read.
The Budget Report for the month of September, 1965, was re~.
Certification of Posting dated October 5th, 1965, was read.

Mayor Armstrong expressed his appreciation to the City Clerk and her
staff for the above reports.
COMMUNICATIONS
A letter was read from the Women's Auxiliary, Fish Memorial Hospital,
New Smyrna Beach, Florida, inviting the Mayor and all citizens of Edgewater
to a reception for Mr. & Mrs. Joseph Cloud and family on Friday, October 22nd,
from 7:30 P.M. to 9:30 P.M. at the Municipal Yacht Club on Riverside Drive.
Mr. Cloud. is the new Administrator of Fish Memorial Hospital.
Mayor Armstrong said an ordinance would be read on paving certain streets in
Edgewater, Florida and thenC'.a Public Hearing will be held.

ORDINANCE
ORDINANCE NUMBER 452 AUTHORIZING THE PAVING OF CERTAIN STREETS IN THE
CITY OF EDGEWATER, FLORIDA.
The above ordinance was read in full by Attorney Mathas and motion duly
made by Councilman Siller this ordinance be adopted, seconded by Councilman
Ridgdill and passed by vote of the City Council of the City of Edgewater,
Flovida at the Regular Meeting of said Council held on October 18th, 1965.
PUBLIC HEARING: There were no objections from the Council or from the Audience.
The roll call vote on the above ordinance was unanimous.
Upon motion duly made by Councilman Siller, seconded by Councilman Ridgdill
the requirement of reading Ordinance upon second reading was waived and the
ordinance was ordered put into effect irrunediately at the Regular Meeting
of said Council held on the 18th day of October, A.D. 1965, and approved
as provided by law. The roll call vote wastUnanimous.
RESOLUTIONS

OLD BUSINESS
Mayor Armstrong stated he was very proud of the Water Department and announced
that Paul Ream, Water Department Supt., would be going to Jacksonville next
month to receive an award for the safe way the Water Department in Edgewater
has been Gperated over the past year. There have been no injuries to personnel
in the Water Department for the past year.
NEW BUSINESS
None
MISCELLANEOUS
Mayor Armstrong stated that tomorrow, October 19th, 1965, is Primary Election
Day in Edgewater, Florida. He urged everyone to go out and vote. This is the
first Primary Election in Edgewater.
Mayor Armstrong said this meeting will have to be recessed until Wednesday Morning
before noon in order to canvass the Tuesday Election Returns. He said he will
have an ordinance prepared at that time which will enable the Council to juggle
the budget so that no account will be in the red. He said there should be about
$20,000 in surplus money at the end of the year so the new council, whoever they
may be, will have something to work with at the start of the new year.

Mayor Armstrong said that 20 new fire} plugs have been put in the
City of Edgewater in the last two years. This costs the City about
$50 per plug which comes out of the Fire Department Budget. He said
the Fire Department has not had too much money to work with in the last
few years and they should be corrunended on what they have done.
Richard Hanson, Fire Chief, said the Edgewater Fire Department is on
stand-by alert for New Smyrna Beach until they get their truck repaired.
No matter what happens, there will be a piece of equipment available in
Edgewater in case there is a fire here.
Mayor Armstrong announced that the Primary Election tomorrow, October 19th, 1965,
is City Wide. Everyone can vote.
Councilman Cairnie said the roller skating rink is installed and only needs
one more coat of hardener and it will be ready for use. Weather permitting, the
City will move the playground equipment inside the fence.
Richard Hanson requested a light be put in the Bar-B-Que Pit out at the
Park. There is no light at this time. Mayor Armstrong said he would make a
note of this request.
Mayor Armstrong read from a letter he has drafted to be sent to Mayor William
S. Hathaway and City Conunissioners in New Smyrna Beach. The letter in brief stated
that if the City of Edgewater does not receive a reply to its letter bf August 18th
within s1i.X:bY,'; days, it is proposed to grant Florida Power & Light Company permission
to proceed with the construction of its lines in advance of the date to begin service.
~ After construction of the new lines has been ordered bhere will be no
interest in the purchase of the City of New Smyrna Beach facilities by the City
of Edgewater.
Motion duly made by Councilman Cairnie this letter be signed by the Mayor, City
Seal be put on it, sent registered mail and stipulate we must have a reply within
sixty days, motion seconded by Councilman Ridgdill.
Mayor Armstrong said there never has been any member of the City Council contrary
to the mechanics of changing to Florida Power & Light at any time.
Motion duly made by Councilman Siller the motion of Councilman Cairni:e be amended
to read 30 days instead of $0 days, seconded Py Councilman Tingle and by vote CARRIED.
The roll call vote was unanimous.
The roll call vote on the motion as amended was unanimous.

Mr. John Zellman said there was some work left to be done on Roberts Road by the
County Workers. He said the job was left unfinished. Mayor Armstrong said the
County Conunissioner of District #5 has a lot more territory to take care of
and he had to do some work in Oak Hill. The Mayor said that in the new years
budget he is sure Mr. Saxon will have more help and then be able to get more work
done.
Mr. Zeilman also said the ditch in front of his place was clogged up. Mayor Armstrong
said he will make a note of this.
Councilman Siller said that weeds have grown up around the sign at the South City
Limits of Edgewater. Mayor Armstrong said he would take care of this as soon as possible.
Motion duly made by Councilman Cairnie we recess this meeting until 10:30 A.M. on
Wednesday, October 20th, 1965, seconded by Councilman Ridgdill. The roll call vote
was unanimous.
