The roll call vote of those present was unanimous. OFFICERS REPORTS The Police Report for the month of September, A.D. 1965, was read. The Building Official's Report for the month of September, 1965, was read. The Librarian's Report for the month of September, 1965, was read. Certification of Posting dated September 21st, 1965, was read. Mayor Armstrong expressed his appreciation to the Police Department, Library Board, Building Official, City Clerk and herrstaff for the above reports and the excellent manner in which they were submitted. COMl-iUNICA TION S None The City Clerk read the proposed General Fund Budget for 1965-66 for the second time. ORD INANCE ORDINANCE NO. 450 APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITI OF EDGETtTA TER, VOLUSIA COONTI, FLORIDA, FOR THE FISCAL YEAR BEGINNING NOVEMBER 1ST, 1965 AND ENDING OCTOBER 31ST, 1966, TO THE VARIOUS ITEMS <F THE CITI BUDGET. The above ordinance was read in full by Attorney Mathas and motion duly made by Councilman Cairnie this ordinance be adopted, seconded by Councilman Siller and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of said Council held October 4th, 1965. The roll call vote of those present was unanimous. Upon motion duly made by Councilman Siller, seconded by Councilman Tingle the requirement of reading Ordinance upon second reading was waived and the ordinance was ordered put into effect immediately at the Regular Meeting of said Council held on the 4th day of October, A.D. 1965, and approved as provided by law. The roll call vote of those present was unanimous. }fuyor Armstrong explained that the City Council always waives the second reading of Ordinances because the City Charter reads the second reading must be ~nthin 7 days after the first reading and it would then be necessary for the Council to call a Special Meeting to have the second reading. ~ L' r The City Clerk read the Water and Sewer De9artment proposed Budget for 1965-66 for the second time. The roll call vote of those present was unanimous. RESOWTIONS RESOLUTION NO. 83 DECLARING THE INTENT TO PAVE CERTAIN STREETS IN THE CITY OF EDGEWATER, FLORIDA. Motion duly made by Councilman Tingle this Resolution be amended to include paving on "l^Iilkinson Drive, seconded by Councilman Siller. The roll call vote of those present was unanimous. Mayor Armstrong said there will be a public hearing at the next regular meeting of the City Council (October 18th, 1965) to hear any objections to the paving or any other comments. The above Resolution was read in full by Attorney Mathas and motion duly made by Councilman Siller this resolution be adopted as amended, seconded by Councilman Cairnie and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council of the City of Edgewa~er, Florida held this 4th day of October, A.D. 1965. RESOlUTION NO. 84 APPOINTING AN ElECTION ClERK, INSPECTORS AND A SPECIAL OFFICER FOR THE PRDiARY ElECTION:'TO BE':JfELD IN THE CITY OF EDGEWATER, VOlUSIA COUNTY, FLORIDA ON OC TOBER 19TH, 1965. The roll call vote of those present was unanimous. Mr. Paxton addressed the City Council with regard to buying a shaxe of stock for a Welcome Station which will'be at the Connecting Road to Inter State #4 and U. S. #1 at National Gardens. It is being built by the Humble Oil Company and the purpose is to direct traffic to U. S. #1 and all'~cities on the east coast of Florida. Mayor Armstrong said he would discuss this matter with l-1r. John Grafton, newly elected President of the Chamber of Commerce, and maybe this cuuld be made a joint effort between the city and the Chamber of Commerce. The Mayor added that a station such as this is the only way the Cities on the coast can overcome these interstate ~ghways. The Mayor said this would have to be done on a yearly basis so as not to go beyond the term of the present council. OLD BUSINESS None NE\1 BUSINESS Councilman Siller asked if the new school would interfere with the Little League Ball Park. Mayor Armstrong said he didn't think it would. He said it might change the road leading to the ball park but not the ball park itself. Page 3 of 4 pages u o o o . ~ Mayor Armstrong said there have been a number of complaints about the sulphur in the Water System. He said it is harmless::-but does have a bad odor. ~he reason for this is they are over pumping on one well. A detailed examination of the whole system has been made and it was found that there are red worms in the System. This problem is not uncommon. The Health Department said these worms are harmless. We checked with the Engineers as to the best time to work on this problem. Friday Night until Sunday Night, 35 pounds of H.T.H. was put in the tank and all water was pumped from the well field. He said this will have to be done one more time and then the problem should be eliminated. Mr. Bebbington, Florida Shores, asked when the notices were going to be sent out notifying the residents of Florida Shores they would have to hook up to the Water System. Mayor Armstrong said he is working on this now and all notices will be sent out before the project is completed. Councilman Cairnie thanked Mr. LaBonde and Mr. Ream for all the work they did in erecting the Park and Pier sign. Mayor Armstrong also thanked Mr. Fred Cotnoir who assisted in the Project. Councilman Cairnie presented to the Council plans for the installation of a roller skating rink in the Edgwater Park. The rink would be within the fence as would all the swings, slides, etc. The rink will be multi-purpose and could be enlarged if so desired at a later date. The size is 108' x 20'. Motion duly made by Councilman Cairnie we adopt the plan submitted for the roller skating rink and also move all the swings, slides, etc. inside the fence, seconded by Councilman Siller and by vote CARRIED. The roll call vote of those present was unanimous. Motion duly made by Councilman Cairnie the City construct picnic tables and benches at the Park at the South end of Edgewater, seconded by Councilman Tingle and by vote CARRIED. The roll call vote of those present was unanimous. Mr. Robert Maxwell announced that on October 14th, 1965 at 7:30 P.M. there will be a man from the Social Security Office in the Community Center to explain the new Medicare Benefits and everyone is invited. Mayor Armstrong suggested the Games Party for November 2nd, 1965 be changed to another date ov cancelled as there will be two elections that date and both rooms in the Community Center will be used. There being no further business, motion duly made by Councilman Cairnie we now adjourn, seconded by Councilman Tingle and there were no objections. Minutes taken by Marie Robinson.
