The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong at 7:30 P.M.
on September 20th, 1965.

Mayor Armstrong and Councilman Cairnie signed the minutes of September 7th, 1965
as they were the only two members of the Council present.
The Minutes of the Recessed Meeting of the City Council held September 8th at
10:30 A.M. and the Recessed Meeting of the City Council held September 8th at
4 :30 P.M. were presented to each. Councilman for his approval. Motion duly made
by Councilman Tingle these minutes stand approved~as submitted, seconded by
Councilman Cairnie and by vote CARRIED. The roll call vote being as follows:

Motion duly made by Councilman Tingle these bills be paid and be made
a part of the minutes, seconded by Councilman Cairnie and by vote CARRIED.
The roll call vote was unanimous.
OFFICERS REPORTS
The Library Report for the month of August, 1965, was read.
Certification of Posting dated September 8th, 1965, was read.
Mayor Armstrong expressed his appreciation to the City Clerk and the
Librarian for the above reports.
COMMUNICATIONS
A letter was read from Mrs. Wiley Smith, Chairman, Edgewater Civic Garden
Club, requesting the sand spurs be removed from the Playground. She also
requested some shade trees be added to help beautify the park.
A letter was read from Paul W. Richards, Chief, Construction Grants,
Water Supply & Pollution Control from the Department of Health, Education
and Welfare stating a financial audit of our accounts and records, relating
to the construction of our sewerage project, has been completed, and the
final payment of Federal Funds has been certified. The project is now.'
complete, as far as Federal financial participation is concerned.
The City Council discussed several different methods of eliminating
the sand spurs in the playground. The Mayor thanked the Garden Club for
their letter and said the City Council would give this problem a good deal
of thought.
Councilman Siller suggested that if anyone in the City had a few extra shade
trees he should let the Mayor know and maybe we could use these trees in the park.
The Council also discussed the possibility of putting a roller skating rink out
in the playground for the children. This rink would be multi-purpose. It could
be used for card parties, dances, etc..
The Mayor asked if a~yone in the audience or on the Council wanted to volunteer
their services to aqquire some information on the cost, etc. of putting in:'a
skating rink; lh~y could then present it to the council for their study.
The Mayor said he would acknowledge the letter from the Garden Club.
The Mayor said he would also acknowledge the letter from the Department of
Health, Euucation and Welfare. The Mayor said the City has been restored the
full amount of the Federal Grant in the amount of $162,600.00.

ORDINANCE NUMBER 449 ACCEPTING BID OF WATKINS FORD, INC. OF NEvi SMYRNA BEACH,
FIDRIDA AND REJECTING ALL OTHER BIDS
The above ordinance was read in full by Kttorney Mathas and motion duly
made by Councilman Siller this ordinance be adopted, seconded by Councilman
Tingle and passed by vote of the City Council of the City of Edgewater, Florida
at the Regular Meeting of said Council held September 20th, 1965. The roll
call vote was unanimous.
Upon motion duly made by Councilman Siller, seconded by Councilman Cairnie
the requirement of reading Ordinance upon second reading was waived and the
ordinance was ordered put into effect immediately at the Regular Meeting
of sa1d Council held on the 20th day of September, A.D. 1965, and approved
as provided by law. The roll call vote was unanimous.

NEVi BUSINESS
The Proposed Budget for 1965-66 was read.
Mayor Armstrong said the Budget is based on anticipated revenue.
Councilman Siller suggested that money be set aside for a City Manager so
that if the next council should decide they want a City Manager they could
hire one.
The Council agreed toput $1 in the Budget for a City Manager and if the
next Council should desire to have a City Manager they could transfer the
money necessary to cover the expense.
Motion duly made by Councilman Cairnie we tentatively approve the budget
sugject to second reading, seconded by Councilman Ridgdill and by vote CARRIED.
The roll call vote was unanimous.
MISCELLANEOUS
Councilman Cairnie thanked Mr. LaBonde, the Building Official, for all the
work he did in hooking up the generator system for the City during the threat
of Hurricane Betsy.
Councilman Cairnie read a notice in the Builders Exchange stating that
plans are in the hands of the Architects for the building of a school in
Edgewater.
Councilman Siller said the school is to be in session in the Fall of 1966.
Mayor Armstrong said he has an appointment either tomorrow or Wednesday with
the Engineers of the School Board and Architects regarding the school site.
We ..1ill try and work out the most sui table"way to set the building, etc.
He said they are about ready to advertise for bids.
Mayor Armstrong said the plans for 1-95 are on the drawing boards; there
..Qll be an interchange west of Edgewater.
Mayor Armstrong said he believes the Mosquito Control is doing the best it
can to rid Edgewater of mosquitoes. He said he is in contact with them every day.
~fuyor Armstrong announced that all' petitions for l~or and Councilman must be
turned in by closing time on Wednesday, September 22nd, 1965.
The Mayor introduced ~1r. Kentworthy; Local Manager, Southern Bell Tel. & Tel. Co.
Motion duly made by Councilman Cairnie we recess this meeting until 10:00 A~H.
Thursday, September 23rd, 1965 to canvass the petitions, seconded by Councilman
Ridgdill and by vote CARRIED. The roll call vote was unanimous.
