Motion duly made by Councilman Siller these. minutes stand approved as submitted, seconded by Councilman Cairnie and by vote CARRIED. The roll call vote was unanimous. OFFICERS REPORTS The Library Report for the Month of July, 1965, was read. The Police Report for the Month of July, 1965, was read. Certification of Posting dated August 3rd, 1965, was read. Certification of Posting dated August 4th, 1965, was read. Clerk's Cash Statement for the month of July, 1965, was read. The Budget Report for the month of July, 1965, was read. The May-or thanked all the Department Heads and their staff for the above reports. COMMUNICATIONS A letter was read from LaVerne Johnson, Patrolman for the City of Edgewater, asking the Mayor and Councilmen to accept his resignation effective September 8th, 1965 as he is moving up north. He thanked the Mayor and Councilmen for employing him and said he enjoyed working for the City of Edgewater. A letter was read from Mr. & Mrs. Emil Johnson, 137 Turgot Avenue, Edgewater, Florida, dated August 11th, 1965, suggesting some things that should be done in the City to improve the living conditions. Motion duly made by Councilman Cairnie we accept the resignation of Patrolman LaVerne Johnson with regrets and stated he had turned out to be a pretty good officer, seconded by Councilman Ridgdill and by vote CARRIED. The Roll Call vote was unanimous. Concerning the letter from Mr. & Mrs. Johnson, May-or Armstrong said the Council is giving a lot of consideration to the problem of clearing lots. He said Councilman Cairnie is now looking into the possibility of new ordinance covering the clearing of lots. The Mayor said it may be necessary to appoint Mr. LaBonde the Sanitation Inspector in order to arrive at a good Lot Clearing Ordinance. The Mayor thanked Mr. & Mrs. Johnson for their interest and he said the Council will do the best they can to rectify the situation. Councilman Tingle said that if an ordinance is drawn up it will have to effect everyone, not just a certain few. ORDINANCES ORDINANCE NUMBER 447 PROVIDING FOR THE RATE OF TAXATION FOR ALL PROPERTY IN THE CITY OF EDGEWATER, VOllJSIA COUNTY, FLORIDA, FOR THE YEAR 1965, AND AUTHORIZING THE NOTIFICATION OF THE MILIAGE TO THE TAX ASSESSOR OF VOllJSIA COUNTY, FLORIDA. The above ordinance was read in full by Attorney Mathas and motion duly made by Councilman Cairnie this ordinance be adopted, seconded by Councilman Ridgdill ,and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of said Council held August 16th, 1965. The roll call vote,after some discussion, was unanimous with the exception of Councilman Tingle who voted NAY. Councilman Ridgdill said he hated not lowering the taxes but said he couldn't do otherwise. Mayor Armstrong said the taxes would have to be lowered next year due to the fact that there will be a reassessment in Volusia County. Page 2 of 4 pages I U o o " u Councilman Tingle said he felt the taxes should be lowered this year. He said the millage is beyond reason. He said there has been about $300,000 in new building in Edgewater and this will bring additional revenue to the City. Some people don't pay any taxes at all so it doesn't make any difference to them what the millage is. The people that have money are the onesthat pay the taxes. we Councilman Cairnie said if we lower the millage, will cut our income. Then how will the City be able to render the services the people expect. Mayor Armstrong said that if we had a lot of industry in the City it would be possible to lower the millage. We don't want to go backward. Councilman Siller said he would like to lower the millage but said he had to vote YEA as it takes a good deal of money to run the City. Upon motion duly made by Councilman Cairnie, seconded by Councilman Ridgdill the requirement of reading Ordinance upon second reading was waived and the ordinance was ordered put into effect immediately at the Regular Meeting of the said Council held on the 16th day of August, A.D. 1965, and approved as provided by law. The roll call vote was unanimous with the exception of Councilman Tingle who voted NAY. RESOIUTIONS RESOIUTION NUMBER 80 APPOINTING AN ELECTION CLERK, INSPECTORS AND A SPECIAL OFFICER FOR THE SPECIAL ElECTION TO BE HELD IN THE CITY OF EDGEWATER, VOWSIA COUNTY, FWRIDA ON SEPTEMBER 7TH, 1965. The above Resolution was read in full by Attorney Mathas and motion cluly made by Councilman Siller this res01ution be adopted, seconded by Councilman Tingle and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held this 16th day of August, A.D. 1965. The roll call vote was unanimous. OLD BUSINESS None NEW BUSINESS Motion duly made by Councilman Siller the City Clerk be authorized to advertise by letter and public notice for a Station Wagon for the Building Official. Specifications will be in City Hall tomorrow. Motion seconded by Councilman Cairnie and by vote CARRIED. The roll call vote was unanimous. MISCEllANEOUS Mr. Philip Bebbington, Juniper Tree Drive, thanked Councilman Ridgdill for attending this meeting. He asked that Mr. Ridgdill continue to attend. Councilman Ridgdill: I appreciate Mr. Bebbington' s interes~ I have not been on vacation; I have to work for a living and in order to attend this meeting tonight I had to take off from work; It is required that each councilman attend one meeting every month and I have done this; Mr. Bebbington can check with the City Clerk if he so desires; I try to serve the voters as best I can and I am always as near as the nearest telephone; Zone #4 has never had it 50 good; They should be proud of what has been done. Mr. Bebbington said he thought Councilman Ridgdill should have been present when the City voted on t he Water Extension. Councilman Ridgdill said this was nothing new. W~ have had lIIaIlY meetings with the Engineers and the Water Extension was being done with the surplus from the Sewer Project. Page 3 of 4 pages I L ' U o <) JI U Mayor Armstrong: I do not want to take sides on the issue; Councilman Ridgdill checks with me every day; A lot of things that come up in Zone #4 I take care of; J~st as I do in the other zones; I do every thing possible to keep the Council informed. Mayor Armstrong said the sign post painters are still working. He said': a number of times they have beEn rained out. Councilman Tingle said he has received a number of complaints about the green color being used on the Street Signs. Mayor Armstrong said he has had a lot of favorable comment as well as a few complaints. He said the color can be changed 2 years from now, but said a lot of" the cities are using this color and fine it works very well. Mr. Donald Mason, Florida Shores, said the council should pull together and in that way get things done. He said there has been a big improvement in Florida Shores in the last two years. Mayor Armstrong said he will meet with the City Clerk on Labor Day and recess the council meeting until the 8th of September. Mayor Armstrong said he felt the Council and himself made a co~ttment to the Youth of the City to do something this year for their benefit. He said there is money in the recreation account and felt people that are interested should make a recommendation as to what it should be used for. Councilman Siller and Mayor Armstrong said they knew nothing of abolishing the Little League Ball Park when the school is erected. Councilman Cairnie said August 23rd, 1965 the American Legion will present a forum on the Referendum vote. It will be non political. He suggested the Mayor and Councilmen attend this forum.
