The Regular Meeting of the City Council of the City of Edgewater, Florida
was called to order by May'or Dana T. Armstrong at 7:30 P.M. on August 2nd,1965.

~e Minutes of the Regular Meeting of the City Council held July 19th, 1965
and the Minutes of the Special Meetings of July 28th ano.~29th, 1965 were presented
to each Councilman for his approval. Motion duly made by Councilman Cairnie
these minutes stand approved as submitted, seconded by Councilman Tingle
and by vote CARRIED. The roll call vote of those present being as follows:

Motion duly made by Councilman Cairnie these bills be paid and be made
a part of the minutes, seconded by Councilman Tingle and by vote CARRIED.

OFFICERS REPORTS
The Building Official's Report for the month of July, 1965, was read.
Certification of Posting dated July 20th, 1965, was read.
Certification of Posting dated July 29th, 1965, was read.
Mayor Armstrong expressed his appreciation to the City Clerk and her staff
and the Building Official for the above reports.
COMMUNICATIONS
A letter was read from Donald Sias, Commander, Veterans of Foregin Wars,
Edgewater, Florida, asking that the city council cooperate with their organization
to get approval for Scout Meetings to be held in the Edgewater Community Center
Gratis.
A letter was read from Thelma Hennig, dated August 2nd, 1965, withdrawing her
resignation as Chairman of the Edgewater Public Library Board.
Mayor Armstrong said the letter from Veterans of Foregin Wars would be turned
over to the Bo~d of Governors for their consideration.
Mrs. Thelma Hennig said she was sure there woilld be no charge to the Veterans of
Foreign Wars to have Scout Meetings in the Conmnmi ty Center.
Mayor Armstrong said there was no need of a motion on Mrs. Hennig's letter.
The Mayor and Council adknowledged her letter and said they never accepted her
resignation at the last meeting.
ORDINANCES
ORDINANCE NUMBER 443 ACCEPTING BID OF5.4.NITARY ENGINEERING CO., INC. OF CRMOND
BEACH, FURIDA AND CHICAGO BRIDGE AND IRON COMPANY OF ATLANTA, GEORCliA AND
REJECTING ALL OTHER BIDS.

Mayor Arynstrong said the Rederal Government has concurred with awarding this bid.
The above ordinance was read in full by Attorney Mathas and motion duly
made by Councilman Tingle this ordinance be adopted, seconded by Councilman 6airnie
and passed by vote of the City Council of the City of Edgewater, Florilia, at
the Regular Meeting of said Council held August 2nd, 1965. The roll call vote
of those present was unanimous.

.. Upon motion duly made by Councilman Cairnie, seconded by Councilman Siller
the requirement of reading Ordinance upon second reading was waived and the
ordinance was ordered put into effect immediately at-the Regular Meeting
of the said Council held on the 2nd day of August, A.D. 1965, and approved
as provided by law. The roll call vote of.:,those present was unanimous.
Attorney Mathas stated that both companies that were awarded bids have posted
bond.
Motion duly made by Councilman Cairnie we authorize the proper officials
to execute the contracts, seconded by Councilman Siller and by vote CARRIED.
The roll call vote of those present was unanimous.
ORDINANCE NUMBER 444 APPROVING COMPENSATION FOR THE LIBRARIAN OF THE PUBLIC
LIBRARY OF THE CITY OF EDGEWATER, .- FLORIDA.
The above ordinance was read in full by Attorney Mathas and motion duly
made by Councilman Biller this ordinance be adopted, seconded by Councilman
Tingle and passed by vote of the City Council of the City of Edgewater,
Florida, at the Regular Meeting of said Council held August 2nd, 1965.
The roll call vote of those present was unanimous.
Upon motion duly made by Councilman Siller, seconded by Councilman Cairnie
the requirement of reading Ordinance upon second reading was waived and the
ordinance was ordered put into effect immediately at the Regular Meeting
of the said Council held on the 2nd day of August, A.D. 1965, and approved
as provided by law. The roll call vote of those present was unanimous.
RESOLUTIONS
RESOIDTION NUMBER 78 APPROVING '!HE FORM AND SUBSTANCE OF A WRITrEN AGREEMENT,
HEREIN SET FORTH, TO PROVIDE FOR EXTENDING '!HE EFFECTIVENESS OE ORDINANCE NO. 151,
PASSED AND ADOPTED ON APRIL 8, 1957, TO EMBRACE AND INCllJDE ALL AREAS OF THE CITY
OF EDGEWATER; AUTHORIZING AND INSTRUCTING THE MAYOR AND THE CITY CLERK TO
EXECUTE SAID WRITrEN AGREEMENT.
The above resolution was read in full by Attorney Mathas and motion duly made
by Councilman Siller this resolution be adopted, seconded by Councilman Cairnie
and passed by vote of the City Council of the City of Edgewater, Florida
at the Regiilar Meeting of the said Council held this 2nd day of August, A.D.
1965. The roll call vote of those present was unanimous.
Mayor Armstrong gave a short explanation as to What this Resolution meant.
There were a number of questions from the audience.
Councilman Siller asked Attorney Mathas if this Resolution could be rescinded
by the next council if they so desired.
Attorney Mathas said they could but he doubted if a.nyone would want to do that.
RESOLUTION NUMBER 79 A RESOlliTION OF COMMENDATION AND EXPRESSING GRATI'IUDE
TO THE HONORABLE JAMES H. SWEENEY, JR. FOR ASSISTANCE RENDERED THE CITY OF
Erx;;EWA'IER, FIDRIDA, AT THE 1965 SESSION OF THE IEGISLA'IURE AND FOR HIS
MANY COURTESIES RENDERED SUBSEQUENT TO SAID LEGISLATIVE SESSION.

by Councilman Siller this resolution be adopted, seconded by Councilman Tingle
and passed by vote of the City Council of the City of Edgewater, Florida
at the Regular Meeting of the said Council held this 2nd day of August, A.D.

A PROClAMATION PROVIEING FOR THE CALLING AND HOLDING OF A SPECIAL ElECTION
FOR THE CITY OF EDGEWA'lER, 170WSIA COUNTY, FLORIDA TO PRESENT FOR APPROVAL
OR DISAPPROVAL CERTAIN LEGISLATIOO; SAID SPECIAL ElECTION TO BE HELD ON THE
7TH DAY OF SEPTEMBER, A.D. 1965 IN THE CITY OF EDGEWA'lER
Motion duly made by Councilman Cairnie this Proclamation calling for a Special
Election to be held September 7th, 1965 in the City of Edgewater be adopted,
seconded by Councilman Tingle and by vote CARRIED. The roll call vote of those
present was unanimous.
OLD BUSINESS
A certification of bids by the City Clerk of the City of Edgewater, Florida
stated the following bids were received at the Edgewater City Hall by 4:30 P.M.
August 2nd, 1965. (22 Cubic Yard Packer Body)

Motion duly made by Councilman Cairnie we table these bids to give them
further study, seconded by Councilman Siller and by vote CARRIED. The
roll call vote of those present was unanimous.
NEW BUSINESS
Fire Chief Richard Hanson said there will be a meeting of the Firemen
Thursday and asked that the Mayor attend.
Mayor Armstrong said he will try and be there.
Mayor Armstrong appointed Councilman Cairnie to check into our Lot Cleaning
Ordinance and make a recommendation to the Council as to how it can be
changed to be more effective.
Mr. Philip Bebbingtoh, Juniper Tree Drive, asked if Councilman Ridgdill
had been excused from this meeting.
Mayor Armstrong said he was not excused.

Mr. Philip Bebbington asked if Councilman Ridgdill receives his pay
each month even though he has missed about four meetings.
The Mayor said he does.
After a question from the audience, Mayor Armstrong said that the 30 M.P.H.
Signs in Florida Shores are at every entrance to the Subdivision and felt
this would be sufficient to let the people know the speed zone. He said,
to put 30 M.P.H. signs allover the Subdivision, would cost about $4,000.
Motion duly made by Councilman Cairnie we recess this meeting until 7:30 P.M.
August 3rd, 1965, seconded by Councilman Siller and there were no objections.
