The Regular Meeting of the City Council of the City of Edgewater, Florida
was called to order by Mayor Dana T. Armstrong at 7:30 P.M. on July 19th, 1965.

The Minutes of the Recessed Meeting of July 7th, 1965 and the Minutes of the
Recessed Meeting of July 12th, 1965 were presented to each Councilman for his
approval. Motion duly made by Councilman Siller these minutes stand approved
as submitted, seconded by Councilman Tingle and by vote CARRIED. The roll call

Motion duly made by Councilman Cairnie these bills be paid and be made a part of the
minutes, seconded by Councilman Ridgdill and by vote CARRIED. The roll call vote

OFFICERS REPORTS
The Librarian's Report for the month of June, 1965, was read.
The Police Report ror the month of June, 1965, was read.
The Clerk's Cash Statement for June, 1965, was read.
The Budget Report for June, 1965, was read.
Certification of Posting dated July 8th, 1965, was read.
Certification of Posting dated July 15th, 1965, was read.
Mayor ArmstTong th~ed the City Clerk and all other department heads for the
above reports. The Mayor also expressed his appreciation for the paintings that
were donated to the Library.
COMMUNICATIOOS
A letter was read from the Edgewater Public Library, signed by Rose C. Angers,
Sec'y., dated July 14th, 1965 stating that after carefully screening all applications
for Librarian of the Edgewater Public Library they felt there was no reason for
changing their recommendation to hire Ruthe Driskel for this position as they stated
in their letter of July 6th, 1965. They-recommended her appointment become
effective as of Tuesday, July 20th, 1965.
A letter was read from the Edgewater Public Library" si~ed by Rose C. Angers, Sec'y.,
dated July 13th, 1965, requesting the purchase of two (2) door silencers for the
Library.
A letter was read from the Secretary of the Edgewater Baptist; Church, Mrs. B. R.
Ridgdill and from the Acting Secretary of the Edgewater Union Church, Mrs. Rose C.
Angers,respectful1y petitioning the Edgewater City Council to establish a policy
of not permitting the Community Center to be available for public meetings of
non-religious character on Sundays.
Mayor ~trong said the Council advised him to direct the letter fro~ the Churches
to the tfuard of Governors for their consideration.
Mayor Armstrong said the purchase of the silencers for the library has been taken
care of.
Mayor Armstrong said that after a lengthy discussion Friday Night the Council
asked that they screen applications for the position of librarian before
appointment is made. There has been no objection to hiring Mrs. Driskel byr.the
Countil or nwself. I have had a number of people call me about applications
and I had to tell them the Library Board had said applications. The Council
would just like to see the applications.
Mrs. Thelma Hennig, Chairman of the Library Board, asked if the Council
had -r.ead the bylaws of the Library Boam.
Councilman Cairnie said he read the bylaws this morning and they state the
Library Boardsnallappoint the Librarian.

Mrs. Hennig then had the City Attorney read the duties of the Library Board
from the Library Bylaws.
A number of people from the audience said they felt the decision of the
Council to screea applications was a slap in the face at the Library Board.
Vivian Oyler, a member of the board, said she understood that the Mayor stated
the person chosen to be librarian had to have some library experience.
Mayor Armstrong sflid that is not true. He said he didn't make the rules
on hiring a librarian.
Motion duly made by Councilman Cairnie we accept the recommendation of the
Libnary Board. Motion died for lack of a second.
Mrs. Hennig said no other council had screened applications. They always went
along with the decision of the Library Board.
Mayor Armstrong said this council is concerned enough J to want to know who put
in applications.
Mrs. Hennig then spo~e on a number of things she felt the council had done
that deprived the library of funds that belonged to the library.
Mrs. Hennig then presented her letter of resignation from the Library Board.
Councilman Tingle said he wouldn't accept the letter of resignation from Mrs. Hennig
but still wanted to know who was present when the reconunendation for appointment
of librarian was made. The letter was signed by Mt.s. Angers but we don't know
who was present at the meeting. I know some of the board memeers are out of town.
If there was a quorum I will go along with it. I don't want to hold up nomination
but want to see applications.
ORDINANCES
ORDINANCE NUMBER 441 ACCEPTING BID OF HARRY P. IEU, INC. OF ORLANDO, FLORIDA
AND REJECTING ALL OTHER BIDS.
The above ordinance was read in full by Attorney Mathas and motion duly
made by Councilman Cairnie this ordinance be adopted, seconded by Councilman
Ridgdill and passed by vote of the City Council of the City of Edgewater,
Florida, at the Regular Meeting of said COYncil held July 19th, 1965.
The roll call vote was unaniJOOus.
Upon motion duly made by Councilnan Cairnie, seconded by Councilman Ridgdill
the requirement of reading Ordinance upon second reading was waived and the
ordinance was ordered put into effect immediately at the Regular Meeting of
the said Council held on the 19th day of July, A.>>. 1965, and approved as
provided by law. The roll call vote was unanimous.
ORDINANCE NUMBER 442 DESIGNATING AND APPOINTING A SANITARY SEWER OPERA TOO
FOR THE CITY OF EDDEWATER, VOWSIA CaJNTY, FLORIDA, AND SETTING FCRTH
COMPENSATION FOR SUCH OFFICE.
The above ordinance was read in full by Attorney Mathas and motion duly
made by Councilman Siller this ordinance be adopted, seconded by Councilman
Tingle and passed by vote of the City Council of the City of Edgewater,
Florida, at the Regular Meeting of said Council held July 19th, 1965, ihe roll

OFFICER FOR THE SPECIAL ELECTION TO BE HELD IN '!lIE CITY OF EDGEWATER, VOWSIA
COUNTY, FWRIDA ON JULY 30TH, 1965
The above resolution was read in full by Attorney Mathas and motion duly made
by Councilman Siller this resolution be adopted, seconded by Councilman Cairnie
and passed by vote of the City Council of the City of Edgewater, Florida
at the Regular Meeting of the said Council held this 19th day of July, A.D.
1965. The roll call vote was unanimous.

MISCELIANEOUS
The Mayor, Councilmen and members of the audience discussed some of the items
to be voted on at the Special Election to be held in the City of Edgewater on
July 30th, 1965.
Mr. George Driskel asked what the council had against his wife since they would
not appoint her as librari~~.
Mayor Armstrong said none of the council has agything against Ruthe Driskel.
We just want to see the applications.
Councilman Tingle said all he wanted to know was who was at the meeting when the
recommendation was made.
Motion duly made by Councilman Cairnie we reject letter of resignation from
Mrs. Hermig and let the Library Board run the library and appoint their own
librarian, seconded by Councilman Siller and by vote CARRIED. The roll call vote
being as follows:

Mrs. Hennig said she would not submit the minutes to the council. She said the
resignation was still in effect.
Councilman Siller said the Council may have violated the Charter as he
thpught the charter said the council will hire all oi ty employees.
After considerable discussion about Jefferson W. Clark's bill to the City in the
amount of $10,000 ,motion duly made by Councilman Siller authorizing and directing
the Mayor to send a letter to Atlanta along with Mr. Clark's bill. If the city

receives approval from the Housing and Home Finance Agency in Atlanta
the council will aoprove payment of the bill. Motion seconded by Councilman
Tingle. The roll call vote was as follows:
