MINUTES OF THE RECESSED MEETING
OF THE CI'lY COONCIL OF THE CITY
OF EDGEWATER, FLORIDA HELD
JULY 7TH, 1965
The Recessed Meeting of the City Council of the City of Edgewater, Florida
was called to order by Mayor Dana T. Armstrong at 7:30 P.M. on July 7th, 1965.

The Minutes of the Regular Meeting of the City Council held June 21st, 1965
were presented to each Councilman for his approval. Motion duly made by
Councilman Cairnie these minutes stand approved as submitted, seconded
by Councilman Siller and by vote CARRIED. The roll call vote of those
present was unanimous.
Motion duly made by Councilman Siller we disperse with our normal business
and go right into opening the bids for the 1965 Water Improvement Project,
seconded by Councilman Tingle and by vote CARRIED. The roll call vote of
those present was unanimous.
The City Clerk read certification of. bids: All the bids for the tools in the
Sewer Plant were received by 4:30 P.M., Ju~y 7th, 1965. All bids for the
1965 Water Improvement Project were received by 7:30 P.M., July 7th, 1965.
There were three bids for the tools in the Sewer Plant: J. G. Christopher Co.,
Prentiss Hardware Co. and Harry P. Leu, Inc. The bids were turned over to the
City Engine~rs for their recommendation. The bids for J. G. Christopher Co.
and Prentiss Hardware did not show a grand total but were itemized. The bid
from Harry P. Leu, Inc. was in the amount of $258.84.
Motion duly made by Councilman Cairnie we refer these bids to the City Engineers
for tabulation and study, seconded by Councilman Siller and by vote CARRIED.
The roll call vote was unanimous.

The Building Official's Report for the month of June, 1965, was read.
Certification of Posting dated the 22nd day of June, 1965 was read.
Mayor Armstrong expressed his appreciation to the City Clerk and Building Official
for the excellent way they presented their reports.

COMMUNICATIONS
A letter was read from Hazel H. Massey, Edgewater Librarian, dated June 28th, 1965,
asking the Mayor and Councilmen to accept her r.esignation, effective at 5:00 P.M.
on July lOth, 1965. The letter stated she enjoyed working here but has an
opportunity to work shorter hours and be at home with her son on Saturdays.
A letter was read from Rose Angers, Sec'y to the Edgewater Public Library Board,
dated July 2, 1965, stating that due to the resignation of Hazel Massey as Librarian
of the Edgewater Public Library, the Library Board respectfully submits the name
of Ruthe Driskel to fill the vacancy. The letter further stated that Mrs. Driskel
is a resident of Ed~ewater since 1943 and previously was in charge of the library
for approx. 5 (five) years and resigned from same to accept the position of Deputy
City Clerk. The letter also stated they felt the reasonable salary for the librarian
should be $210.00 per month.
A letter was read from the Board of Governors of the Edgewater Community Center
dated June 21st, 1965 requesting that the forthcoming city budget include funds
for the maintenance and renewal of equipment presently needed in the Community
Center Building. These recommendations were made at the regular meeting
of the Board of Governors, June 14th, 1965.
Motion duly made by Councilman Cairnie the re~ignation of Mrs. Massey be
accepted with deep regret. She is an excellent librarian and we are sorry to
see her leave. Motion seconded by Councilman Tingle.
Mrs. Robert Redding, a resident of Edgewater, said she felt Mrs. Massey is due
a private hearing to give other reasons for resigning that were not stated in
her letter.
Mrs. Thelma Hennig, Chairman of the Edgewater Library Board, said she felt the
worst about Hazel Massey leaving. She has been a very good librarian.
Mayor Armstrong said it has been brought to his attention by two people that
Mrs. Massey regrets sending in this resignation. She would like to keep the job
but under certain circumstances she is unable to stay. T he Mayor sat d he talked
with Mrs. Massey some time ago about some difficulties in the library but at the
time she would not say what the trouble was as she felt it would jeopardize
her job. We should find out if it is her desire to leave. I have heard nothing
but good about her. She handles both adults and children very nicely. I regret
we received this letter of resignation.
Councilman Cairnie said he talked to Mrs. Massey. She is firm on her decision
to leave. She will be working for the County for shorter hours and they also
have a pension system. Councilman Cairnie said he did not want to hold anyone
back from an advancement of any kind.
Mrs. Hennig said Mrs. Massey did'not apply for this new job; it was offered
to her.
The roll call vote on accepting the resignation of Mrs. Massey was as follows:

Mayor Armstrong said he is ready to talk with Mrs. Massey at any time.
Councilman Siller said if Mrs. Massey had any desires to stay or had any troubles
she should have stated so in her letter.
Councilman Tingle said he knew nothing of any conflict in the library. He said
he thought everything was going smoothly. I took it for granted she had a better
job to go to. I didn't know anything about her job being in jeopardy.

Councilman Siller said Mrs. Massey should have asked for a hearing if she
so desired. He said he would be the last one to stand in anyones w~
if they can advance themself.
Councilman Tingle said any troubles in the Library should have been brought
to the attention of the Council by the Mayor if he knew about this. Councilman
Tingle said this is the first he knew about it.
Mrs. Hennig said she didn't understand the resignation as there never was anyone
considered to take her job. We never thought of letting her go.
Mayor Armstrong said the Library job has nothing to do with City Politics.
Mr. Tam Strang, City Engineer, said he could not have the tabulation on the
1965 Water Improvement Project bids this evening. He would have them at the
next meeting called by the Council.
Concerning the letter from the Librcry Board requesting we hire Mrs. Ruth
Driskel, Mayor Armstrong said we have just received Mrs. Massey's resignation,
we should wait a little while.
Mrs. Hennig said she would appreciate the council holding up on this as there
are three more applications that she has that should be considered.
Mayor Armstrong said applications for the library position will be received
until 5:00 P.M., Mond~, July 12th, 1965.
Mayor Armstrong said the Council will take into consideration the recommendation
of the Board of Governors and appreciated their letter. The Mayor said ten
tables have already been ordered for the Community Center. Ten more will qe
ordered later.
Councilman Cairnie said whoever is painting the street signs is doing a very
good job.
~or Armstrong said a couple of young men on Hamilton Road are painting the
signs.

Mayor Armstrong said the specifications on the Garbage Truck are in the City
Hall. The bids are to be turned in by August 2nd, 1965.
Mr. John Zeilman, Florida Shores, suggested a raise in p~ for Mr. LaBonde
and Mr. Ream due to the extra work with the new Sewer System.

~or Armstrong said a new man is working in the sewer plaht and Mr. LaBonde
was given a raise during ~he time of the extra sewer system work.
Mr. Zeilman also said the grass and weeds around the stop signs in Florida IDlores
is very high. He also said the traffic control signs are very nice.
~or Armstrong said with vacation time here we are short on man power but we will
get to all these things as soon as we can. He said he is also trying to work on
the drainage down by Mr. Zeilman.
Mr. Whitlock, Edgewater Acres, complained about the odor from the sewer plant.
~or Armstrong said he will do everything possible to get rid of the odor
even if he has to have the man work a split shift and be there when the odor
is the worst.
A gentlemen from the audience had a complaint about his water ilill.
The ~or said he will do all he can to check on the meter and if an adjustment
is necessary on the bill it will be made.
Motion duly made by Councilman Siller we recess this meeting until 5 :00 P.M.,
