MINUTES OF THE SPECIAL NEETING OF THE
CITY COUNCIL OF THE CIT'1 OF EDG8lvATER,
VOLUSIA COUNTY, FLORIDA, HELD l-fAY 2~TH, 1965
The Special Eeeting of the City Council of the City of Edgevrater, Florida
was called to order b~' l-fayor Dana T. Armstrong at 7:30 P.H. on !v".1ay 28th, 1965
in the lfuyorts Office.

Purpose of Meeting: Consider bidson Bull-dozer
Consider letter from State Board of Health and to
take whatever required action is necessar~y for operating
and maintenance in v!ater Department and Sewer Department
to comply with minimLT. standard requirements of State
Board of Health
A letter was read from Gordon W. Folke, Regional Sanitary Engineer, Florida
State Board of Health, dated May 21st, 1965, stating he vis-:5.ted our new Sei'ler
treatment plant in company with Volusia County Sanitarian Landrove and ~~. Paul
Ream who is taking care of the plant for the City. This visit was due to odor
complaints received by the County Health Department from persons residing near
the plant. The letter further stated that they noted no odors in the residential
area, however, the vdnd was in a direction away from the homes. At two of the units
in the plant, definite odors were noticeable and had the wind been in the right
direction they would easily have been detected in the residential area. The letter
went on to say that in their opinion ~.r. Ream has not' been instruct~d properly
with regard to the necersary operational and maintenance procedures to have
the plant function as designed and it is, therefore, recommended that you take
necessary steps to obtain the serlices of a qualified sewage treatment plant
operator to supervise ~.r. Ream and set up an adequate procedure for operation
and maintenance.
~~. Tom Strang, from Briley, Wild & Associates, said he thought this was going
to happen. He said he cautioned lI.L8Yor Armstrong and l-1:rs. Jones and told Paul Ream
that not enough time was being spent at the plant. He said it is a good plant
and if maintained properly there will be no odor problem. There should be someone
at the plant eight to ten hours a day. I would say Paul Ream is qualified to ~run
the plant but instruction has been inadequate.
~~or Armstrong said that on the 13th of June the plant vull have been in operation
three months and there hasn't been the first test submitted. Before long we will
have a v1hi te collar Iran sent here by court order vTho vull v1ant a salary of ~800 or
more per month. 1ve can't keep 'getting complaints like this thru Tallahassee. Th~
have given us a few days to straighten the whole thing out.
Councilman Cairnie said he thought the Sev1er Department and the 1'la ter Department
should be divorced from one anoLher.

l'~or Armstrong said he thought this was already done. He understood that Mr. }lidkiff
would help Nr. Ream and Hr. Ream v10uld help Hr. lI.idkiff when need be. He thought, if
necessary, they v10uld pull one of the men out of the Street Department.

Paul Ream said he would just as soon stay in the Water Department and put in the
laterals for the Sewer Department. He said he was not interested in staying in the
Se'l'Ter Plant eight to ten hours a..day.
l-ir. Strang said the City has a very efficient vTater Department. He said he felt, if
~IT. Ream wanted to stay in the Water Department, he should as he is doing a very good
job.
11r. Strang, on the request of the Council, said he would see if he could find someone
to operate the pl~Dt, at least for a temporary period.
Motion duly made by Councilman Ridgdill the Hayor be authorized to find a man
to operate the Se'1er Plant, seconded by Councilman Ca.irnie and by Vote CAPEIED.

Tom Strang said that he and Tom Groover would come dO~TI next week and see if
they could ~~n a few tests at the plant so at least a few tests will have been
made.
The City Clerk read two bids on a bull-dozer.

Mayor ~rmstrong said it is necessaIJ~ to purchase a bull--dozer to maintain the dump.
Motion duly rna.de by Councilman Ridgdill we table the bids until we can insp~ct both
bull-dozers, seconded by Councilwan Cairnie and by vote CARRIED. The roll call vote
of those present was unanimous.
There being no furthe~ business, ITDtion duly made by Councilwan Ridgdill we now
adjourn, seconded by Councilman Cairnie and there were no objections.
