as submitted,
Councilman Siller questioned G01lDcilman Cairnie as to whether he really thought
the miroltes were correct. Mr. Siller said he went over to the Shuffle Board
Courts and did see some new lights and asked }tr. Cairnie if the city was going
to get another bill for installing these lights as at the last meeting Mr. Cairnie
said there were no ne,.r lights installed. Councilman Siller read from the minutes
of the previous meeting.
Councilman Cairnie said four extra lights were installed over at the Shuffle
Board Courts but they were donated by the Shuffle Board People. A note of this is to
be in tod~'s minutes.
The roll call vote on approval of t~e minutes was unanimous.

OFFICERS REPORTS
The Clerk's Cash Statement for April, 1965, was read.
The Rldget Report for the month of April, 1965, was read.
The Police Department Report for the month of April, 1965, was read.
The Library Report for the month of April, 1965, was read.
Certification of Posting dated May 4th, 1965, was read.
~fuyor Armstrong expressed his appreciation to the Department Heads and their
staff for the fine reports.
COMMUNICATIONS
A letter was read from Florida Shores Property Ovmers Association, Paul
Walls, Secretary, requesting the City of Edgewater petition the Florida
East Coast Railroad to have a warning signal installed at the railroad
crossing at Indian River Blvd.
}~yor Armstrong said he appreciated the concern of the people in Florida
Shores regarding the railroad crossing but said according tb the contract
between the City of Edgewater and The Railroad the City would have to install
the light. He said it would cost about $14,000 to install this light. The Mayor
said this could not be done at the present ti~~ but said he would see to it that
the brush was cleared away so there would be a better view.
A question vias asked concerning an ordinance that was previously drawn up to
slow the speed of trains.
Councilman Siller there was a first reading on this ordinance but due to the
Cuban Crisis there was no second reading. Councilman Siller said he would
advocate the passing of this ordinance so that the speed of the tnains
can be reduced to 15 11.P.H. He said a light will do no good if they are
going at such a rapid speed. He also said he didn't ~ow how the Florida
East Coast Railroad can get away with not having passenger service "men every
other railroad in the country has passenger service.
Attorney }hthas said he felt ~ new ordinance would have to be drawn up and the
council couldn't use the old one.
Hayor Armstrong said the Council will give this some thought and try and decide
what to do.

The above ordinance was read in full by City Attorney Y~thas and motion
duly made by Councilman Siller this ordinance be adopted, seconded by
Councilman Cairnie and passed by vote of the City Council of the City
of Edgewater, Florida, at the regular meeting of said council held on
}~ 17th, 1065. The roll call vote ~ms unanimous.
Upon motion duly made by CounciL~ Siller, seconded by Councilman Cairnie
the re~lirement of reading Ordinance upon second reading was waived and the
ordinance was ordered put into effect immediately at the Regular Meeting
of the said Council held on the 17th day of ?~, A.D. 1965 and approved
as provided by law. The roll call vote was unaninlous.

of Edgewater, Florida, at the Regular Meeting of said Council held on

CODncilman ~ingle said he understood the Mayor was going to write and get
some information on LaVerne Johnson before we hire him as a Regular Police
Officer. CounciL~ Tingle said he has seen no information on Mr. Johnson.
Mayor Armstrong said the City does have correspondence on Mr. Johnson
from his former employer. This was all discussed Friday Night when CouncilIran
Tingle was absent.
Councilman Tingle said before this meeting tonight he asked the Mayor if there
was anything he should know and r..e said he wasn't told about this.
?~yor Armstrong said Councilman Tingle has not been denied the information
as the letter is on file in the Police Department, and the City Hall is open
five d~s a week.
Councilman Ting~e said he understood ~~. Johnson was working at $1.25 per hour.
~ayor Armstrong said the Chief of Police recommended the m~nvstay on as a police
officer as he is doing ver-.1 well. The Hayor added that Mr. ~ohnson is from
Edgewater and this gave him priority.
The roll call vote on Ordinance number 439 was as follows:

has said the boy seems to be doing alright and I don't claim to be an authority on
this type of thing but will go along with the Chief's recommendation. He has had
many years experience in this type of thing. I suggest the Mayor or Chief of Police

Vmyor Armstrong said this man is not dishonest. The only thing the former
employer complained about was his record of attendance which was not so good~
CotUlcilman Siller said the letter from his former employer also said they
'\tlOuld not rehire him. Councilman Siller said he 1'laS by no means referring
to the man's honesty.
Upon motion duly made by Councilman Ridgdill, seconded by Councilman Cairnie

l~. Adolph LaBonde, Building Officila, thanked the City for the raise he received
and also said there ~ere 774 sewer connections as of tontght.
!'Ulyor Armstrong said Hr. LaBonde deserved the raise and s.:dd he hasn't been
compensated enough' for all the work he does.
The ~4Yor also added that the respor.se to the sewer c01'1nections has been excel~ent.
CounciL~ Siller asked if the problen fro~ the Honey Plant has been resolved.
~x. LaBonde said the cast iron pipe has been ordered but it ~s not been put in
as of tonight.
}~or Armstrong said he has had no complaints on the Honey Plant so he said sonething
must have been resolved. .

}~. Bebbington, President of the Florida Shores Property O~~ers Assoc., asked
what the cost would be to the property owners in Florida Shores for the
new ravirg.

he will make preparations for an election.

after amendments ar~ passed by the legisla~lre they b~come law whether the
Governor signs them or not. Then we have 90 days to have an election.
~~yor Armstrong said Royal Palm Drive has been paved. Y~ngo Tree Drive has
been p3.ved but is still soft. Jl1niper Tree Drive should be paved by tomorrO'ltl.
30th Street will be next. After the paving is done in Oak Hill they will
COI!1e back to Edgel"ater and do this years paving. He said he didn't knoVl just
...'hen the;r would do Roberts Road.
