The Regular Meeting of the City Council of tpe City of Edgewater, Florida was called to order by Mayor Dana T. Armstrong on March 15th, 1965 at 7:30 P.M.. BOLL CALL Mayor Dana T. Motion duly made by Councilman Cairnie these minutes sta.rrl approved as submitted, seconded by Councilman Ridgdill and by vote CARRIED. OFFICERS REPORTS A certification by the City Clerk, dated March 12th, 1965, was read stating that notice to connect to the Sewer System within three months was posted in the Edgewater City Hall and the Community Center. Certification of Posting dated March 2nd, 1965, was read. Libra~ Report for the month of February, 1965, was read. The Police Report for the month of Februa~, 1965, was read. The Budget Report for the month of February, 1965, was read. The Clerk's Cash Statement for the month of February, 1965, was read. Mayor Armstrong thanked the City Clerk and her staff and the Department Heads for the above reports. COMMUNICATIONS Three letters were read from Mrs. Thelma Hennig, Chairman of the Libra~ Board. The first letter notified the Mayor and Councilmen that there is a great need for extra help at the Library to assist the Librarian in processing books and learning library procedur~ in preparation to substitute fDr the Librarian onvacatiQP. The Library Board requests permission to hire Mrs. Thelma Putnell three hours each Monday Morning until November 1st, 1965 at $1.25 per hour. The second letter requested the Mayor and Councilmen advance Mrs. Thelma Hennig S60 to attend the Florida State Library Conference in Miami April 8, 9 and 10. This money will come from the Library Fund for Convention Expenses. The thtrd letter expressed to the Mayor and Councilmen the dire need for a new filing cabinet at the Library. They requested p~rmission to purchase this new cabinet. Mayor Armstrong said he had no' objections to paying for the trip to Miami but questioned as to whether there was a quorum present when all these requests were voted upon. Mrs. Hennig said according to the Library Board By-Laws there does not have to be a ~orum present. She said all these things were talked about three months ago. The Mayor suggested Mrs. Hennig take this trip to Miami and bring back a list of bills so the Council eould reimburse her. Mrs. Hennig read from her by-laws on the duties of the Library Board. She said they did not need a motion to send a delegate as they have a standing motion on their books to allow delegates to go to these conventions. Mrs. Hennig said that when the Library Building was exterminated the Library Board did not O.K. it but they still had to pay the bill. Mayor Armstrong said the City Council O.K.'d this bill. Mrs. Hennig said three or four months ago the board o.K.'d the buying of the file cabinet and three or four months ago they o.k'd the hiring of some more help in the Libnary. She said the Library only went in the red once and that was in the amount of $.99 Councilman Siller said he believed the Council gave authority to the Library Board to spend their money when they needed to. He said if they go in the red then that is something different. Motion duly made by Councilman Cairnie the requests of the Library Board be granted, seconded by Councilman Siller and by vote CARRIED.. The roll call vote of those present was unanimous. CRDINANCES ORDINANCE NUMBER 43.5 INCREASING THE COMPENSATION OF ALVIN SHIPPEE~, FOREMAN OF SmREET DEPARTMENT FOR THE CITY OF EDGEWATER, FLORIDA The above ondinance was read in full by City Attorney Mathas and motion duly made by Councilman Siller this ordinance be adopted, seconded by Councilman Ridgdill and passed by vote of the Cfuty Council of the City of Edgewater, Florida at the regular meeting of said council held March 15th, 1965. The roll call vote of those present was unanimous. Upon motion duly made by Councilman Siller, seconded by Councilman Ridgdill the requirement of reading ordinance upon second reading was waived and the ordinance was ordered put into effect immediately at the regular meeting of the said Council held on the 15th day of March, A.D. 1965 and approved as provided by law. The roll call vote of those present was unanimous. ORDINANCE NUMBER 436 INCREASING THE COl-fPENSATION OF HENRY MIDKIFF AN EMPLOYEE OF THE WATER DEPARTMENT FOR THE CITY OF EDGEWATER, FLORIDA The above ordinance was read in full by City Attorney Mathas and motion duly made by Councilman Ridgdill this ordinance be adopted, seconded by Councilman Cairnie and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said council held }Iarch 15th, 1965. The roll call vote of those present ~s unanimous. Upon motion duly made by Councilman Cairnie, seconded by Councilman Ridgdill the requirement of reading ordinance upon second reading was waived and the ordinance was ordered put into effect immediately at the regular meeting of the said Council held on the 15th day of Marcp, A.D. 1965 and approved as provided by law. The roll call vote of3those present was unanimous. RESOLUTIONS None OLD BUSINESS None NEW BUSINESS A letter was read from Briley, Wild & Associates, dated March 15th, 1965, stating that in compliance with the Council's instructions they reviewed the bid of M. D. l-Ioody & Sons, Inc. of Jacksonville, Florida in connection with the standby electrical generator. They recommerlded that this item of equipment be readvertised on the basis of water cooled equipment and that bids be received as soon as it is practical. They submitted two copies of a sample advertisement which, after the determination of the bid dates, can be placed in the local newspaper. Motion duly made by Councilman Siller we accept the recommendation of the Consulting Engineers and reject all bids and return the bidders cashier check, seconded by Councilman Cairnie and by vote CARRIED. The roll call vote of those present was unanimous. Motion duly made by Councilman Siller we re-advertise for bids on a standby electrical generator and use the specifications set up by the Engineers; bids are to b~ in City Hall by 7:30 P.M. on April 2nd, 1965, seconded thy Councilman Ridgdill and by vote CARRIED. The roll call vote of those present was unanimous. I Page 3 of 5 pages 1 I . v u f..J \J Mr. Tom Strang, Briley, Wild & Associates, read the Engineer's Report dated March 15th, 1965. Mr. Strang reported that Burnby & Stimpson have a crew working in the city now to finish up any work they might have to do. Mayor Armstrong said the Crel<lS will be here until they do all the work. He said they have been very cooperative. He expressed his appreciation to the general public for their patience. Mr. David" L. \viggins asked about the hook-up to the Methodist Church. Mayor Armstrong said he would look into this right away. Mrs. Hennig asked about the library hook-up to the sewer. She wanted to knOl<1 who was going to pay for it. l-iayor Armstrong said that is something that will have to be worked out. Councilman Siller said it would be the City's expense to hook the library to the sewer but in reference to the monthly expense after the hook-up he said he didn't know. Mrs. Hennig suggested something be put in the budget for these extra things that come up every year. Mayor Armstrong said no budget is ever perfect. Mayor Armstrong said that at 4:30 P.M. this afternoon he received a call from Atlanta stating they will concur with our desires to extend the water lines. We will be able to pick up additional customers. The Mayor said tha. t as of last Saturday the people of Edgewater have 90 days to hook-up to the sewer. Councilman Siller suggested this be put on the water bills so that everybody knows about the time limit. Councilman Ridgdi11 suggested an article be put in the paper to this effect so everyone will see it. Mayor Armstrong said he checked the Youth Center Saturday Night and he said ther~ were not too many there but it seemed to be going very nicely. Mrs. :Hennig said they left the Youth Center in perfect order. As to question on the paving in Florida Shores, Mayor Armstrong said he would talk to Mr. Saxon this week. He also added that there are a number of stop signs down on 30th Street and one on Evergreen. City will try and fix them as soon as possible. Mr. Ketcham sa.id that Flagler Street in Edgewater Acres is supposedly a through street but he said there are no signs coming out of the side streets advising the motorist to stop. Mayor Armstrong said he knows about this and will try and do something about it.
