The Regular Meeting of the City Council of the City of Edgewater,
Florida held November 16th, 1964 was called to order by Mayor Dana T.
Armstrong at 7:30 P.M.

Mayor Armstong announced that Chief Hayman had to be at a National
Guard meeting this evening.
The Minutes of the Regular Meeting of the City Council held November 2nd, 1964
and the Minutes of the Special Meeting of November 4th, 1964 were presented
to each Councilman for his approval. Motion duly made by Councilman
Ridgdill these minutes stand approved as submitted, seconded by Councilman
Cairnie and by vote CARRIED. The roll call vote was unanimous with the
exception of Councilman Siller who abatained on the minutes of November 4th
as he was not present at that meeting.

Motioh duly made by Councilman Siller these bills be paid and be made a part
of the minutes, seconded by Councilman Tingle and by vote CARRIED. The roll call
vote was unanimous.
OFFICERS REPORTS
The Clerk's Cash Statement for the month of October, 1964, was read.
The Budget Report for the month of October, 19~4, was read.
Certification of Posting dated November 3rd, 1964, was read.
Certification of Posting dated November 5th, 1964, was read.
Police Report for the month of October, 1964, was read.
Librarian's Report for the month of October, 1964, was read.

The Building Official's Report for the year was read.
Mayor Armstrong expressed his appreciation for the wonderful work that
has been handed do~m from the va~ious offices. He said he regretted to
see the building go down so much in Edgewater this year but he said it is
an election year and that could have caused the drop.
Mr. LaBonde, Building Official, said the building went do,m about 30%
this year. But he said the licenses did pick up some. Mr. LaBonde said
the building has already picked up for the next fiscal year.
Mayor Armstrong said that this year the City has paid off $10,000 in
outstanding bills from the previous year and We have purchased about $18,000
wor~h of new equipment. He said the audit will reveal that we are in
good financial condition. Due to the wonderful work of the City Clerk
no department has gone into the red. He also added that an excess of $15,000
was anticipated last year that we did not collect. Some departments, such
as the Building Department, is based on anticipated revenue. There is really
no way of knowing just how; much ,we ..Jill collect. He said he hoped we would
get the audit report ..dthin the next 30 days.

ORDINANCE NUMBER 426 DESIGNATING AND APPOINTING A CUSTODIAN FOR THE CITY
OF EDGE\^lATER, VOLUSIA COONTY, FLORIDA, AND SETTING FORTH COMPENSATION
FOR SUCH OFFICE.

The above ordinance was read in full by City Attorney l~thas and motion
duly made by Councilman Siller this ordinance be adopted, seconded by Councilman
Tingle and passed by vote of the City Council of the City of Edgewater,
Florida, at the regular meeting of said council held November 16th, 1964.
The roll call vote was uananimous.
Upon motion duly made" by Councilman Siller, seconded by Councilman Cairnie
the requirement of reading Ordinance upon second reading was waived and the
ordinance was ordered ~lt into effect immediately at the regular meeting
of the said Council held on the 16th day of November, A.D. 1964 and approved
as provided by law. The vote of said council was unanimous.
RESOLUTIONS

OLD roSINESS
Councilman Siller asked if the Mayor had anything to report on the
progress regarding the power situation.
Mayor Armstrong said he had a lot of things he would like to say but
can not with the press here. He said after 8i years of negotiating
we finally have gotten the City Manager of NevI Snwrna Beach and the
Manager of Florida Povler & Light to sit do\m and talk 'with us. Everybody
realizes the need. I do not know what the outcome ~~ll be at this time.
Progress has been made. As soon as I can state anything definitely
I vull be happy to do so.
Mr. Glatt, Florida Shores, asked about the progress on the street paving
in Florida Shores.
Mayor Armstrong said progress is being made. Two streets will be 20 feet
wide and the other ones would have been except they were started some time
ago and were made 18 feet wide so the remainder of these streets will have
to be 18 feet. He said, from all indications, the drainage should be
done some time this week.

MISCELLANEOUS
Mayor Armstrong said equipment has been installed for gas pumps and
underground tanks and a motion would be in order to advertise for gasoline
and diesel fuel.
Motion duly made by Councilman Siller the City Clerk be authorized
to advertise for bids for gasoline and diesel fuel, seconded by
Councilman Cairnie.
~fuyor Armstrong stated the specifications will be at City Hall.
The roll call vote on the above motion was unanimous.
Mr. Donald ~fuson, Florida Shores, asked about scraping streets in
Florida Shores. He said they are right now the worst they have ever been.
(Between 20th and 22nd Street on Willow Oak)
The Mayor said the grader is out there all the time.

Mayor Armstrong and Mr. Donald Mason engaged in a discussion
on the draining of a lake near Mr. Mason.
Mr. Strang, Briley, Wild & Associates, gave his sewer report
for the month. The report has been made a part of the minutes.
Mayor Armstrong stat~d that we are now operating on a 2.95% interest
rate on the sewerage project. He said the job will almost be
completed on this rate of interest.
A question was asked about the gas franchise.
Mayor Armstrong said they have 30 days to acknowledge and w~
have not received a letter yet but we did receive a telephone
call and the letter will come very soon now.
There being no further business, motion duly made by Councilman
Ting~e we now adjourn, seconded by Councilman Ridgdill and there
were no objections.
