Present Present Present Present Present Present Present Present Present Present Mayor Armstrong introduced Mr. W. D. Mathas, new City Attorney. Mr. Mathas is from the County Seat, DeLand, Florida. Mr. Mathas thanked the Council for the faith they have bestowed in him. The Minutes of the Regular Meeting of the City Council held October 19th, 1964 , The Minutes of the Special Meeting of the City Council held October 23rd, 1964 and the Minutes of the Special Meeting of the City Council held October 28th, 1964 were presented to each Councilman for his approval. Motion duly made by Councilman Cairnie theee minutes stand approved as submitted, seconded by Councilman Ridgdill and by vote CARRIED. The roll call vote was uananimous with the exception of Councilman Tingle \-Tho voted Yea on the Hinutes of October 19th and abstained on the Minutes of October 23rd and 28th as he was not present at these meetings. The roll call vote was unanimous. OFFICERS REPORTS The Building Official's Report for the month of October, 1964, was read. Certification of Posting dated November 2nd, 1964, was read. ion Mayor Armstrong expeesed his apprecia~ to City Clerk and her staff and the Building Official for the excellent manner they have reported to the Council. COM~ruNICATIONS A letter was read from The American Legion, Edgewater Post No. ?~5 requesting the City of Edgewater purchase a suitable wreath to decorate the Veteran's Monument during the Veterans Day ceremonies to be held November 8th, 1964 at 2:30 P.M. A letter was read from Fred Garlick, Secretary of the Volunteer Fire Department, stating that Richard Hanson has been elected Fire Chief. Mayor Armstrong commended the Volunteer Fire Department on the choice of Mr. Hanson as Fire Chief. Motion duly made by Councilman Siller we accept Richard Hanson as Fire Chief for the Edgewater Volunteer Fire Department, seconded by Councilman Ridgdill and by vote CARRIED. The roll call vote was unanimous. Motion duly made by Councilman Ridgdill we purchase the wreath as requested in letter from the American Legion, Edg~iater Post No. 285, seconded by Councilman Siller and by vote CARRIED. The rdil call vote was unanimous. ORDINANCES None RESOLUTIONS A letter was read concerning a Resolution that was passed at a previous meeting. The letter was read from James J. Reynolds, Assistan,t Secretary of Labor, dated October 30, 1964, stating the President had asked him to thank the City Council for the resolution concerning the labor dispute on the Florida East Coast Railway. It further stated the Government cannot dictate the Page 2 of 4 pages If . v u ~ v 'i terms of settlement, even in a prolonged dispute such as this one. Both our laws and our traditionally democratic practices require that the Government serve strictly in the role of mediator and conciliator, seeking an agreement fair and equitable to all. To this end, the administration has used and is continuing to use its good offices in behalf of settlement of the issue. Mayor Armstrong said there is no action necessary by the Council. The reading of this letter is just to keep the public informed and show that we r~ceived an acknowledgement. OLD BUSINESS None NEil BUSINESS Motion duly made by Councilman Cairnie the City Clerk be authorized to advertise for bids for City Insurance for the coming year. Specifications will be in City Hall. The motion was seconded by Councilman Ridgdill and by vote CARRIED. The roll call vote was unanimous. MISCELLANEOUS Mayor Armstrong spoke conerning the annexation of Silver Ridge to the City of Edgewater which will be on the ballot tomorrow. Due to a technicality of la\'l this must be approved or disapproved by the electors. He said this subdivision has sewerage, storm sewers, water lines, etc. Since this project started it has been under supervision of an Engineerjng Firm. He said he was not speaking for or against the annexation but if it is approved, it "nll be an asset to the City. The owners of Silver Ridge have acted in good faith. They had no idea it was in the status it is now. The decision came from Dan Warren's office. The election will clear it up. Major Glatt, Florida Shores, asked if the Council was contemplating re- apportioning the City. Mayor Armstrong agreed that the zone~ arec quite lopsided. Meetings will be arranged for that purpose. Items that might make chart,r changes necessary will be discussed. Zone #4 is now as big as all other zones combined. Mayor Armstrong said that the wife of former fire chief, C. Fred Garlick passed away before noon on Saturday. The funeral is tomo~row. He said he didn't think she had a lingering illness. He said he believed she entered the hospital three or four days before_she died. lJ..r. Charles Ganta, New Hampshire Avenue, asked about the streets that have been torn up for Sewer Project. He wanted to know if they would be replaced as befOre. Mayor Armstrong said black top will tollow up. They have just put a foundation down now. Mrs. Ted Peck asked about the electric power contract. Mayor Armstrong said he will have a report at" the next meeting. It is going to be something you might like to hear. He said he could not say anything right now. We will have a meeting of the minds of those concerned within the next few days. Mr. Richard Hanson expressed appreciation for the vote of approval in reference to being made Fire Chief. \ Page 3 of 4 pages ~. C> .... u y . Mr. Joseph Blauvelt, Florida Shores, asked about the? progress on paving in Florida Shores. Hayor Armstrong gave a report on the work being done and said within t'\'1O or three weeks they may start putting in the black top. He said the men will not leave that job until it is done. Concerning the sewer project, the Mayor said according to Charles La Prade, Housing and Home Finance Agency, the sewer project, as of last Thursday, was 721> complete. -.......
