RECESSED MEETING OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA HELD SEPTEMBER 6TH, 1966
The Recessed Meeting of the City Council of the City of
Edgewater, Florida was called to order by Acting Mayor
Philip H. Bebbington at 7:30 P.M. on September 6th, 1966.

The Minutes of the Regular Meeting of the City Council held
August 15th, 1966 and the Minutes of the Special Meeting of
the City Council held August 31st, 1966 were presented to
e~ch Councilman for his approval. Motion duly made by
Councilman Cairnie these minutes stand approved as submitted,
seconded by Councilman Walls and by vote CARRIED. The roll
call vote of those present was unanimous.

Motion duly made by Councilman Walls these bills be paid and be
made a part of the minutes.
Councilman Walls questioned the bill from Cornelia Paul
with regard to taxes.
Mrs. Ward said this was something that is paid every year
according to the millage.
Motion seconded by Councilman Cairnie and by vote CARRIED. The
roll call vote of those present was unanimous.
OFFICERS REPORTS
Certification of Posting dated August 16th, 1966 was read.
Certification of Posting dated September 1st, 1966, was read.
The Building Official's Report for the month of August, 1966, was read.
COMMUNICATIONS
A letter was read from Ellis L. Shaffer, President, Shaffer
Transit Corporation, dated August 29th, 1966 stating that after
the Edgewater School opens he wi 11 add to hi s bus route three
round trips to the Edgewater School in the morning and in the
afternoon.

A letter was read from Mrs. Donald E. Gillespie, Secretary,
P.T.A. Edgewater Public School dated August 22nd, 1966
expressing appreciation for the sincere interest and time
given to the youth of our Community by Councilmen Jacob~;Lbdico,
Philip Bebbington and Paul Walls by their attendance at the
August Meeting of the P.T.A.

A letter was read from Mrs. Donald E. Gillespie, Chairman,
Edgewater Public School Carnival, dated September 2nd, 1966,
requesting permission to use the Park and Pier Area on October 14th
for the school carnival. Proceeds from the carnival will be used
to meet classroom and playground needs of the new Edgewater
Public School.
A letter was read from American Legion Post Number 285
dated September 3rd, 1966, stating the Legion's Charitable
and Community Service funds will remain drastically reduced
until it's major project is legalized. Therefore the Legi0n
will only be able to donate ~ flag for Memorial Day and Veterans
Day. The City will have to provide the f1a~s needed in the interim.
Acting Mayor Bebbington: We passed a Resolution some time ago
allowing Mr. Shafer to operate his bus service within the City
of Edgewater. If he made any changes in the route he was to
notify the City. The founci1 sees no objection to his adding
this to his route. We commend him for doing all he can to get
the children to and from school and off Route #1.
Motion duly made by Counciman Cairnie we grant the privilege
of picking up the school children to the Shaffer Transit Corp.,
seconded by Councilman Walls and by vote CARRIED.
Councilman Walls said the parents are very concerned over
children crossing U. S. #1. Mr. Shaffer has tried to set
bus service at a nominal fee. This is very commendable.

Acting Mayor Bebbington thanked the P. T. A. for sending the
letter of appreciation to members of the Council for
attending the P. T. A. Meeting. He said the Council appreciates
these kind of letters.

Motion duly made by Councilman Cairnie we grant the P. T. A.
the privilege of using the Park and Pier for the carnival on
October 14th, 1966, seconded by Councilman Walls and by vote
CARRIED. The roll call vote of those present was unanimous.
Acting Mayor Bebbington said the American Legion should be
commenderl for donating flags to the City. But since their
major fund raising project has been curtailed they can
n6tdonate the flags as they did before.
Motion duly made by Councilman Walls we purchase the flags
as suggested by the American Legion and reply to the Legion
and thank them for their generosity in the past. We will
purchase all the flags that are needed from the American Legion.
Motion seconded by Councilman Cairnie and by vote CARRIED. The
roll call vote of those present was unanimous.
ORDINANCES
ORDINANCE NUMBER 514 VACATING A DEDICATED STREET IN THE
CITY OF EDr,EWATER, VOLUSIA COUNTY, FLORIDA.
The above Ordinance was read in fal by City Clerk"E}sie L. Ward
and motion duly made by Councilman Walls this ordinance be adopted,
seconded by Councilman Cairnie and passed by vote of the City
Council of the City of Edgewater, Florida at the recessed meeting
of the said Council held September 6th, 1966. The roll call vote
of those present was unanimous.

Upon motion duly made by Councilman Walls, seconded by Councilman
Cairnie the requirement of reading Ordinance upon second
reading was waived and the Ordinance was ordered put into
effect immediately at the recessed meeting of said Council
held September 6th, 1966. The roll call vote of those
present was unanimous.
ORDINANCE NUMBER 515 AUTHORIZING ADDITIONAL WATER AND SEWER
LINE EXTENSIONS.
The above Ordinance was read in full by City Clerk Elsie L.Ward
and motion duly made by Councilman Walls this ordinance be
adopted.
Counei1man Cairnie asked if this would allow the City Crews
to put in the ~o inch line.
Councilman Walls said this was included in the Ordinance.
Motion Seconded by Councilman Cairnie and passed by vote of
the City Council of the City of Ed~ewater, Florida at the
recessed meeting of saio Council held September 6th, 1966.
The roll call vote of those present was unanimous.
Upon motion duly made by Counc i1man Walls, seconded by Councilman
Cairnie the requirement of reading Ordinance upon second reading

NEW BUSINESS
Upon the request of Fire Chief Richard Hanson, motion duly
made by Councilman Cairnie we advertise for the equipment
necessary for the Fire Department as per their specifications.
Bids to be returned by 4:00 P.M. on September 19th. 1966.
Motion seconded by Councilman Walls and by vote CARRIED.
The roll call vote of those present was unanimous.
Acting Mayor Bebbington: The water lines ~e going in
quickly in Florida Shores. There will be short intervals
when the pressure will be low in that area.
Counciman Lodic will be back Septembpr 11th.
Election Day is September 13th.
There will be a Special Me~ting on September 14th at 4:00 P.M.
to declare the results of the Election.
Attorney Hall is on vacation but will be back September 13th.

Councilman Walls reported the progress on the new library:
{he lots have been cleared for the new library. A meeting
was held last Thursday with the Architects. We made final
changes in the plans. We can now draw up the final plans
and they should be completed by September 20th. Bid
specifications will be checked over September 22nd at 8:00 P.M.
We hope to advertise for bids on October 3rd and award the
contract on October 27th or 28th. We expect to have the
work start November 1st and have the library finishpd by
the ~iddle of January or the 1st of February.

Walls we now adjourn, seconded by Councilman Cairnie and there
were no objections.
