REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF
EDGEWATER, VOLUSIA COUNTY,
FLORIDA HELD AUGUST 1st, 1966.
The Regular Meeting of the City Council of the City of
Edgewater, Florida was called to order by Acting Mayor
Jacob Lodico on August 1st, 1966 at 7:30 P.M.

The Minutes of the Regular Meeting of the City Council held
July 18th, 19ti6 and the Minutes of the Special Meeting of
the City Council held July 22nd, 1966 were presented to
each Councilman for his approval. Motion duly made by
Councilman Walls these minutes stand approved as submitted,
seconded by Councilman Bebbington and by vote CARRIED. The
roll call votewas unanimous with the exception of Councilman
Cairnie who abstained on the minutes of July 22nd, 1966.

Motion duly made by Councilman Walls these bills be paid and
be made a part of the minutes, seconded by .Counci1man Cairnie
and by vote CARRIED. The roll call vote was unanimous.
OFFICERS REPORTS
The Building Official IS Report for the month of July, 1966,
was read.
Certification of Posting dated July 19th, 1966, was read.
Certification of Posting dated July 25th, 1966, was read.
Certification of Bids dated August 1st, 1966, was read.
COMMUNICATIONS
A letter was read from E. W. Gautier, Attorney, expressing
his appreciation for the fine cooperation rendered by Chief
of Police, Herman M. Witmeyer, in connection with the
Estate of John Thompson Forsythe, deceased.
A letter was read from David L. Wiggins, Sr., Chairman,
Edgewater Zoning and Planning Board, dated July 29th, 1966,
recommending the variance requested by Mrs. Ryta F. Webber
be granted for the ~rpose mentioned in the application.
(Operating a Kindergarten)
A letter was read from Charles Whitlock, President, Tri-
City Little League, dated July 21st, 1966, requesting the
City consider a Senior Division League starting in the
Spring for boys who will be too old to play little league
baseball. Also, they would like to move their activities
to City owned land, whereby they would be glad to help with
the maintenance.
A letter was read from Garner Fugate, Police Officer, dated
August 1st, 1966, resigning as Police Officer of the City of
Edgewater effective on August 15th, 1966.
A Letter was read from Helen W. Jones, City Clerk of the
City of Edgewater, dated July 28th, 1966 submitting her
resignation effective August 15th, 1966.

Councilman Bebbington said in reference to the letter from
Attorney Gautier that the Chief of Police had worked very hard
on this particular case. When someone dies and has no
relatives or has no address where you can reach relatives
the Chief does a very good job. It is a duty he performs
very well.
Motion duly made by Councilman Cairnie a copy of this letter
from Attorney Gautier be given to the Chief of Police for
his personal file, seconded by Councilman Walls.
Acting Mayor Lodico said it is very nice to receive a letter
of appreciation. The Chief has done a good job. We sincerely
appreciate the letter.
Concerning the letter from the Zoning and Planning Board,
Acting Mayor Lodico said there will be a resolution on this
later on in the meeting.
Concerning the letter from the Tri-City Little Leage, Councilman
Bebbington said the City at the present time does not own
any land which would be big enough for a Ball Park. We
should table this and if we do in the future have any land
we can then discuss it.
Councilman Walls said this is a very worthwhile program. Due
to the fact that we will eventually lose the Little League
Ball Park to the School, the City should keep this in mind.

of Helen W. Jones as City Clerk of the City of Edgewater,
this is going to leave a big void in the City Government.

don't know what the City Government can do to keep this
valuable employee with the City. We have discussed it
to no avail. We can't force the most efficient employee
of the City to remain with us.
Motion duly made by Councilman Walls we accept with sincere
regrets the resignation of Helen W. Jones, as City Clerk of
the City of Edgewater, Florida, seconded by Councilman Cairnie.
Councilman Bebbington thanked Mrs. Jones for her services
to the City of Edgewater. She has helped the new City Council
very much. We regret she is leaving and going on to greener
pastures. We wish her good health.
Councilman Cairnie said he regretted losing Mrs. Jones. By losing
her the City is losing its right hand. She has done so much
good for the City of Edgewater.
Acting Mayor Lodi~o expressed his sincere regrets on her leaving
the office of City Clerk but wished her good luck and good
health in the future.
The roll call vote on the motion to accept the resignation
was unanimous.

ORDINANCES
ORDINANCE NUMBER 498 EMPLOYING SHELLY DECKER AS PATROLMAN
FOR THE CITY OF EDGEWATER, FLORIDA.
The above Ordinance was read in full by City Attorney Hall
and motion duly made by Councilman Walls this ordinance be
adopted, seconded by Councilman Cairnie and passed by vote
of the City Council of the City of Edgewater, Florida,
at the regular meeting of said Council held August 1st, 1966.
The roll call vote was unanimous.
Upon motion duly made by Councilman Walls, seconded by Councilman
Bebbington the requirement of reading Ordinance upon second
reading was waived and the Ordinance was ordered put into
effect immediately at the regular meeting of said Council
held August 1st, 1966. The roll call vote was unanimous.
RESOLUTIONS
RESOLUTION NUMBER 136 APPROVING THE ACTION OF THE CITY OF
EDGEWATER, FLORIDA ZONING AND PLANNING BOARD.
The above Resolution was read in full by City Attorney Hall
and motion duly made by Councilman Cairnie this resolution
be adopted, seconded by Councilman Bebbington and passed by
vote of the City Council of the City of Edgewater, Florida
at the regular meeting of the said Council held on
August 1st, 1966. The roll call vote was unanimous.
RESOLUTION NUMBER 137 AUTHORIZING AND INSTRUCTING THE
ACTING MAYOR AND THE CITY CLERK TO EXECUTE A CONTRAC~
WITH SANITARY ENGINEERING, INC. OF ORMOND BEACH, FLORIDA
PURSUANT TO THE 1966 WATER AND SEWER LINE EXTENSION PROGRAM.
The above Resolution was read in full by City Attorney Hall
and motion duly made by Councilman Bebbington this resolution
be adopted, seconded by Councilman Walls and passed by
vote of the City Council of the City of Edgewater, Florida
at the regular meeting of the said Council held on
August 1st, 1966.
Former Mayor DananT. Armstrong said the former extension
program resulted in considerable trouble and it was done
by the same contractor. It was not put in according to
specifications. He said the Inspector was not on the job.
He suggested the City hire a full time inspector to check
the job and see that it meets specifications.
Councilman Bebbington said this question has been raised
with the Engineers and with Sanitary Engineering. We have
had several complaints. We will have the inspector we want,
and I will personally check it myself.
Acting Mayor Lodico said that any mistakes that were made will
be paid for by the Company that did the work.
The roll call vote on the above resolution was unanimous.

Bids on Spray Machine
Southern Mill Creek Products Company, Inc.
Brevard-Volusia Tractor Co., Inc.
$1,197.90

Motion duly made by Councilman Walls we accept the bid of
Southern Mill Creek Products Company, Inc., in the amount
of $1 ,197~90 and reject the bid of Brevard Volusia Tractor Co.
Inc., seconded by Councilman Bebbington and by vote CARiIED.
Mr. David L. Wiggins, Sr. asked if the City had considered
renting one of these machines.
Councilman Walls said there would be constant use for the mac~ine
and renting a machine would not be sufficient.
Acting Mayor Lodico said this is a machine to spray lakes
and ditches in Florida Shores. This will be a great help
in the drainage problem.
The roll call vote on the motion to accept the low bid was
unanimous.

Councilman Walls said the Library has moved to 410 N. Ridgewood
Avenue until the new Library is built. The Librarian and the
Library Board have done an excellent job in moving and making
this building into a Library.
Motion duly made by Councilman Walls the City Clerk be
authorized to advertise for bids to remove the old library,
clear and grade lots. The work to be done no later than
September 10th, 1966 and bids to be turned in by 4:30 P.M.
on August 15th, 1966, seconded by Councilman Bebbington
and by vote CARRIED.
Councilman Cairnie suggested waiting to tear down the old
building until we have received bids on the new one. He asked
what would happen if the bids exceeded what we have to spend.
Councilman Walls said if that happened the Council would have
to reduce the architects plan to the minimum and get the
building down to what we would be able to afford. Our
architect has stated he is sure the bids will be reasonable.
Councilman Cairnie said he would like to see the bids in before
we start tearing down the old building. Then we will know what
we are (J d 0 i n g .
Councilman Walls said construction will probably start the
first of October. IDhe ~tbrary bids in Holly Hill were
opened and they were reasonable.
Acting Mayor Lodicociaid ~his should have been talked about
months ago. Our architect has assured us the bids will be
within reason.

MISCELLANEOUS
Former Councilman Carl Siller ~equested the City consider
the hiring of an attorney to act as Judge. He said it
could be done for less money than you now have to pay
the Mayor. An attorney would be more qualified.
Councilman Walls said this was voted on before and the people
voted it down. The people weren't briefed on thisl He said
this council will try and get the charter amended.
Acting Mayor Lodico agreed that a change should be made.
The Council was invited to a P.T.A. meeting on Thursday,
at 7:30 P.M.. Some of the parents have some questions to
be answered by the City Officials.
Councilman Cairnie asked that the City Clerk be given a
standing vote of thanks for the wonderful work she has done
for the City.
Motion duly made by Councilman Walls, seconded by Councilman
Bebbington we recess this meeting until 7:00 P.M. on
Friday, August 5th, 1966.
