The Recessed Meeting of the City Council of the City of Edgewater,
Florida was called' to order by Acting Mayor Jacob Lodico on
July 5th, 1966 at 7:30 P.M.

The Minutes of the Regular Meeting of the City Council held June 20th,
the Minutes of the Special Meeting of the City Council held June 22nd
and the Minutes of the Special Meeting of the City Council held
June 28th, 1966 were presented to each Councilman for his approval.
Motion duly made by Councilman Cairnie these minutes stand approved
as submitted, seconded by Councilman Walls and by vote CARRIED.
The roll call vote was unanimous with the exception of Councilman
Bebbington who abstained.

Motion duly made by Councilman Walls these bills be paid and
be made a part of the minutes, seconded by Councilman Bebbington
and by vote CARRIED. The roll call vote was unanimous.
OFFICERS REPORTS
The Building Official's Report for the month of June, 1966, was read.
Certifications of Posting dated June 21st, 1966, June 23rd, 1966,
June 29th, 1966 and July 1st, 1966 were read.
Acting Mayor Lodico thanked Mrs. Jones, Mrs. Ward, Miss Robinson
and Mrs. Sedgwick for all reports and work done for the City.
COMMUNICATIONS
A letter was read from Mrs. Ryta F. Webber, dated July 1st, 1966,
requesting permission to operate a Kindergarten at 65 Evergreen
Street. A check was enclosed in the amount of $17.50, a picture
of her house and Mr. Swoopes survey of her property.
A letter was read from Muriel Ihnken, Secretary, Friends of
the Library, dated June 28th, 1966 suggesting each councilman
appoint a Captain from his zone who would be in charge of a
group of people who would go door to door soliciting donations
for furnishings in the new library building.
A letter was read from residents of W. Connecticut Avenue
requesting the water situation on their street be remedied.
A letter was read from Shelly R. Decker, dated June 25th, 1966,
submitting his resignation as a police officer for the City
of Edgewater, effective July 9th, 1966.
Motion duly made by Councilman Walls the letter from Mrs.
Ryta Webber be turned over to the Zoning and elanning Board
for their consideration, seconded by Councilman Bebbington
and by vote CARRIED. The roll call vote was unanimous.
Councilman Walls suggested the letter from the Friends of
the Library be tabled until the Council has had a meeting with
the Friends of the Library and can go over the sdtuation further.
Acting Mayor Lodico said the water situation on Connecticut Avenue
will be remedied very soon.
Motion duly made by Councilman Walls we accept with regrets the
resignation of Shelly R. Decker, seconded by Councilman Cairnie
and by vote CARRIED. The roll call vote was unanimous.
ORDINANCES
ORDINANCE NUMBER 492 AUTHORIZING WATER AND SEWER LINE EXTENSIONS
The above Ordinance was read in full by City Attorney Hall and
motion duly made by Councilman Walls this ordinance be adopted,
seconded by Councilman Bebbington and passed by vote of the
City Council of the City of Edgewater, Florida at the recessed
meeting of said Council held July 5th, 1966. The roll call
vote was unanimous.

Upon motion duly made by Councilman Cairnie, seconded by Councilman
Walls the requirement of reading Ordinance upon second reading
was waived and the ordinance was ordered put into effect
immediately at the recessed meeting of said Council held
July 5th, 1966. The roll call vote was unanimous.
ORDINANCE NUMBER 493 TERMINATING SERVICES OF A REG~[A_R POLICE
OFFICER FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA.
The above Ordinance was read in full by City Attorney Hall
and motion duly made by Councilman Walls this ordinance be
adopted, seconded by Councilman Cairnie and passed by vote of
the City Council of the City of Edgewater, Florida at the
recessed meeting of said Council held July 5th, 1966. The
roll call vote \'as unanimous.
Upon motion duly made by Councilman Walls, seconded by Councilman
Bebbington the requirement of reading ordinance upon second reading
was waived and the ordinance was ordered put into effect immediately
at the recessed meeting of said Council held July 5th, 1966.
The roll call vote was unanimous.
ORDINANCE NUMBER 494 DESIGNATING AND APPOINTING A PATROLMAN FOR
THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, AND SETTING
FORTH COMPENSATION FOR SUCH OFFICE.
The above ordinance was read in full by City Attorney Hall
and motion duly made by Councilman Bebbington this ordinance be
adopted, seconded by Councilman Walls and passed by vote of
the City Council of the City of Edgewater, Florida at the
recessed meeting of said Council held July 5th, 1966. The
roll call vote was unanimous.
Upon motion duly made by Councilman Walls, seconded by Councilman
Cairnie the requirement of reading ordinance upon second reading
was waived and the ordinance was ordered put into effect
immediately at the recessed meeting of said Council held July
5th, 1966. The roll call vote was unanimous.
ntt~n~~~ayor Lodico said that Shelly Decker was a good patrolman
and doing a wonderful job. He said he knew one of his reasons
for quitting was the low wages.
RESOLUTIONS
RESOLUTION NUMBER 133 ACCEPTING TInE TO CERTAIN REAL ESTATE
LOCATED IN THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA
CONVEYED TO THE CITY OF EDGEWATER, FLORIDA BY EDGEWATER
ACRES HOMES, INC., A FLORIDA CORPORATION.
The above resolution was read in full by City Attorney Hall
and motion duly ~de by Councilman Walls this resolution be
adopted, seconded by Councilman Cairnie and passed by vote
of the City Council of the City of Edgewater, Florida at the
recessed meeting of the said Council held this 5th day of
July, A.D. 1966. The roll call vote was unanimous.
Councilman,Walls expressed his appre~c,iation to Nat Brown
for giving this deed and asking nothing in return.
Acting Mayor Lodico said this deed will help the drainage
problem and will not interfere with people ba ~ing out of the
driveway.

OLD BUSINESS
Acti.ng Mayor Lodico: The only reason I am bringing up the
following matter is there have been so many newspaper items
referring to the block vote, meaning Councilman Walls, Bebbington
and Lodico. After checking the minutes I discovered that we
have voted unanimously 232 out of 238 votes since November.
Councilman Bebbington: There is nothing wrong with the City Council
and Mayor that a little more cooperation in communications could
not solve. We are not against the Mayor, he has done much good
work for the City, but we do want to know what goes on within
the City on all matters of City Business. We are under oath
to honestly operate the City within the budget and we can not
do this without the full knowledge of all phases of its business.
We are not young school kids that need a Chaperone to guide
us, we have been around in business for a few years. The Mayor
does not have a monopoly on what is good for the City, he is
not the ind6spensab1e man, city business has gone on in this
City before he came or was elected and the City will prosper
regardless of whether the Mayor is at the helm or not. The City
Council will continue to do our best to serve you and the
entire City to the best of our ability until you have a new
mayor elected by you the people.
NEW BUSINESS
None
MISCELLANEOUS
Acting Mayor Lodico announced a special election will be held
for the office of Mayor on August 23rd, 1966 and if necessary
a Primary will be held August 9th, 1966. Petitions are
available at City Hall and must be returned by July 15th.
Acting Mayor Lodico thanked Mr. Shippee for all the work he
did during the last badt'rain.
He further stated the situation in Florida Shores is very bad
and something will be done within the next few months to
try and e1eviate some of this trouble.
Acting Mayor Lodico expressed his sympathy to the family
of Ex-councilman Stanley SEng, Sr. who passed away yesterday.
Upon a question from the floor, Councilman Walls said the
Council is going to make a test case on the lot cleaning
ordinance to see if it is enforceable.
Acting Mayor Lodico said there are applications in. City Hall
if anyone would be interested in operating dump trucks which
the City is in the process of buying.
Mr. Philip Britain thanked the Police Department for wonderful
job they did for the Fire Department on the 4th 6i July.
There being no further business, motion duly made by Councilman
Walls we now adjourn, seconded by Councilman Bebbing~on
and there were no objections.
