Jones Deputy City Clerk Marie Robinson Police Chief Herman Witmeyer Present Present Present Present Present Present Present Present Present The Minutes of the Special Meeting of the City Council held January 14th, 1966, the Minutes of the Regular Meeting of the City Council held January 17th, 1966, the Minutes of the Special Meeting of the City Council held January 22nd, 1966 and the Minutes of the Special Meeting of the City Council held January 27th, 1966 were presented to each Councilman for his approval. Motion duly made by Councilman Cairnie these minutes stand approved as submitted, seconded by Councilman Bebbington and by vote CARRIED. The roll call vote was unanimous. OFFICERS REPORTS Certification of Posting dated January 18th, 1966, was read. Certification of Posting dated January 27th, 1966, was read. Certification of Bids on a Utility Billing Machine, dated February 7th, 1966, was read. The Building Official's Report for the month of January, 1966, was read. The Police Chief's Report for the month of January, 1966, was read. The Clerk's Cash Statement for the month of January, 1966, was read. The Budget Report for the month of January, 1966, was read. Mayor Armstrong expressed his appreciation to the City Clerk and her staff, the Building Official and the Police Chief for the excellent manner in which they submitted the above reports. COMMUNICATIONS A letter was read from Edgar Buchans, ~eLand, Florida, dated January ~4th, 1966 applying for a permit, license and lease to do business on the Municipal Fishing Pier in the City of Edgewater. A letter was read from the Edgewater Chamber of Commerce requesting the City take out a full page ad in the Annual Banquet Program at a cost of $50.00. A letter was read from George Katez, Patrolman for the City of Edgewater, dated February 7th, 1966, tendering his resignation as relief patrolman with the Edgewater Police Department due to the hours of his regular employment. Motion duly made by Councilman Cairnie we accept with regrets the resignation of George Katez as Patrolman for the City of Edgewater, Florida, seconded by Councilman Bebbington and by vote CARRIED. The roll call vote was unanimous. Motion duly made by Councilman Walls the City purchase the one page Ad as requested by the Chamber of Commerce at a cost of $50.00, seconded by Councilman Cairnie and by vote CARRIED. The roll call vote was unanimous. Mayor Armstrong said the Council has talked with Mr. Buchans with regards to opening a business on the Municipal Fishing Pier. It has been discussed with our City Attorney. The Council can go along with this if they so desire. Motion duly made by Councilman Walls we authorize the City Attorney to draw up such agreement between Mr. Buchans and the City as previously discussed, seconded by Councilman Cairnie and by vote CARRIED. The roll call vote was unanimous. Councilman Cairnie said Mr. Buchans plans on building rest rooms out on the Pier. This will be of great benefit to the Shuffle Boarders as well as those who like to fish. Councilman Lodico said he has known Mr. Buchans a long time. He is very honest. His rates are low. He has been operating on the South Bridge in New Smyrna for a good long time. Mayor Armstrong said this has been discussed with a number of people and they all seemed to be in favor of it. The Mayor also said he has always heard that Mr. Buchans runs a very good business. ORDINANCES None RESOLUTIONS RESOLUTION NUMBER 106 DESIGNATING AND APPOINTING A PART TIME}. POLICE OFFICER FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA. The above resolution was read in full by City Attorney Mathas and motion duly made by Councilman Walls this resolution be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the said Council held this 7th day of February, A.D. 1966. The roll call vote was unanimous. OLD BUSINESS City Insurance City Attorney Mathas said all the Insurance Policies are in order with the exception of the endorsements and that will be taken care of. Motion duly made by Councilman Cairnie the insurance be paid and we accept policies as submitted subject to endorsements, seconded by Councilman Bebbington and by vote CARRIED. "" NEW BUSINESS The bids on the billing machine were as follows: National Cash Register Company Orlando, Fla. $4,125.00 Burroughs Corporation Orlando, Fla. $4,000.00 The Council noted that the Burroughs Corp. besides having a lower cost also had a shorter delivery period for the machine. The Representative from the Burroughs Corp. said the machine at a future date could be used for payroll or if the City has some other item to be billed it could very easily be added to the machine. Motion duly made by Councilman Walls we accept the bid QL the Burroughs Corp. in the amount of $4,000.00, seconded by Coyncilman Cairnie and by vote CARRIED. The roll call vote was unanimous. MISCELLANEOUS Mr. Tom Groover of Briley, Wild & Associates read a report on the Water Extension Program. The report was dated February 7th, 1966 and a copy was given to all members of the Council. Mayor Armstrong announced that the Zoning Board was not going to meet this month due to the fact that they have no business on the agenda at the present time. Mayor Armstrong announced that Judge James T. Nelson upheld the Power Contract between the City of New Smyrna Beach and the City of Edgewater. The Judge also decreed that $150,000 is a fair purchase price. Florida Power & Light has already started work in Edgewater. The conversion will be May 1, 1966. Councilman Bebbington asked that if there is anyone who would like to do police work, they come to the City Hall and make application. We often need extra men if someone is sick. Councilman Bebbington also urged all the people on the Water Extension Program in Florida Shores to come to the City Hall and make arrangements for the connection and deppsmt cijarge. If they don't make arrangements to pay, we will eventually have to send out letters. There being no further business, motion duly made by Councilman Lodico we now adjourn, seconded by Councilman Cairnie and there were no objections. Minutes taken by Marie Robinson.
